The government work report of the National People's Congress and the National People's Congress pointed out that "the production and sales of new energy vehicles account for more than 60% of the world", and the deployment of this year's work requires "consolidating and expanding the leading edge of intelligent networked new energy vehicles and other industries". The report mentions "automobiles" five times, "new energy vehicles" three times, and "intelligent networked new energy vehicles" twice. As a "golden business card", new energy vehicles have undoubtedly become a hot topic at the two sessions this year.
Member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference, Vice Chairman of the All-China Federation of Industry and Commerce, Chairman of Cialis Group (founderZhang Xinghai has conscientiously performed his duties in the past year, visited and investigated more than 100 enterprises in the automobile industry chain, deeply understood the pain points of industry development, and thought about countermeasures. His proposal focused on how to promote the high-quality, high-level, and high-safety development of intelligent networked new energy vehicles. Focusing on topics such as the export and carbon footprint accounting of new energy vehicles, the reporter conducted an exclusive interview with him.
Promote vehicle carbon footprint accounting standards
At present, the "going overseas" of new energy vehicles has become a new focus of attention in the automotive industry. In 2023, China's annual automobile exports will reach 5.22 million units, becoming the largest automobile exporter.
However, due to the unstable momentum of world economic recovery, lack of momentum, the rise of trade protectionism, and the significant increase in tariff and non-tariff trade barriers worldwide, China's new energy vehicle exports have brought severe challenges.
In response to the above problems, Zhang Xinghai pointed out that "China's automobile going overseas should not only rely on the efforts of car companies themselves, but also need the joint development of China's automobile upstream and downstream industry chain to form a strong comprehensive competitive strength".
To further promote China's new energy vehicles to go to sea, Zhang Xinghai suggested that it is necessary to conduct in-depth research on parts and components enterprises that go to sea, identify parts companies with potential and actively go to sea, especially private parts to provide fiscal, tax and financial support, encourage high-quality supply chains to go to sea, and work together with high-quality car companies to develop overseas, and give full play to the comprehensive competitiveness of Chinese automobiles in the supply side, manufacturing end and product side.
"In addition, it is necessary to establish a national-level terminal consumer credit financial platform to provide credit funds and loan service support to independent car companies going overseas, so as to ensure that independent car companies have no obvious financial policy disadvantages in overseas competition with foreign-funded car companies. Zhang Xinghai said.
"At present, the European Union, the United States and other places have successively introduced a series of policies such as 'anti-subsidy' and 'carbon tariff', which has also hindered the globalization process of China's automobile industry. "At the same time, the current 'double credit' method has not yet been connected to the carbon emission system, which has further slowed down the carbon emission reduction process of automobile companies." ”
Based on the observation of the industry, Zhang Xinghai suggested that relevant departments should promote the international mutual recognition of automotive carbon footprint accounting standards, methods and data, especially strengthen low-carbon development cooperation with the European Union, break through the barriers related to carbon emissions for China's new energy vehicles exported to Europe, and learn from the EU's advanced carbon footprint accounting experience to guide the domestic automotive carbon footprint accounting work.
Improve the level of integration of supply chain enterprises
The automotive supply chain is not only related to the export of Chinese auto companies, but also related to the high-quality development of the industry.
Since 2009, China has been the world's largest country in automobile production and sales for 15 consecutive years, but the development of China's automotive supply chain is relatively lagging behind compared with complete vehicles.
"Last year, through a survey of more than 100 supply chain enterprises, I found that China's automotive supply chain enterprises as a whole are scattered and many, small and weak, and have poor profitability, and the degree of integration is not high. Zhang Xinghai said, "The development of intelligent networked new energy vehicles is an important starting point for China's automobile to cultivate new quality productivity, which requires vehicle enterprises and supply chain enterprises to go hand in hand, especially to build a leading supply chain enterprise with international brand influence." ”
Therefore, Zhang Xinghai suggested that the relevant government departments should formulate and introduce specific relevant policies to guide, encourage and support the integration, merger and reorganization of smaller supply chain enterprises by powerful supply chain enterprises, so as to further strengthen the stronger enterprises and eventually form the industry status of leading enterprises.
At the same time, we can also conduct in-depth research on China's parts industry, identify supply chain enterprises that have the potential to become industry leaders, especially private supply chain enterprises, and provide production factor support for these potential leading enterprises, as well as fiscal, tax and financial support for R&D and development. Zhang Xinghai said.
Zhang Xinghai judged that from an international perspective, it is recommended to formulate an action plan to help Chinese supply chain enterprises integrate with international standards, support Chinese automobile supply chain enterprises to participate in the division of labor and competition in the global automotive industry chain, expand, strengthen and enhance the influence of international brands, and prepare for Chinese vehicle enterprises, especially intelligent networked new energy vehicle enterprises to go overseas.
strengthenDigital talentcultivate
The development of the industry is inseparable from the support of innovative talents. In the "Proposal on Strengthening the Training of Digital Talents and Promoting the Development of Intelligent Connected Vehicles", Zhang Xinghai talked about the importance of digital talents to enterprises. He believes that breaking down industry barriers and accelerating the cultivation of digital integration talents has become the biggest support for the efficient and stable digital transformation of enterprises.
According to Zhang Xinghai's analysis, compared with the abundant talent pool of traditional automobiles, there is still a shortage of automotive talents in the new era with electrification and intelligent technology and application capabilities, and there is still a shortage of talents involved in R&D, manufacturing, procurement, marketing, service, maintenance and other intelligent and electrified whole chains. The structural lack of talents in the whole chain is seriously restricting the subsequent development of the industry, and if it is not solved for a long time, it will lead to weak market growth.
In this regard, he suggested that it is necessary to use full-chain thinking to connect the user needs of the whole life cycle of intelligent networked new energy vehicles, systematically cultivate new automotive talents, and ensure high-quality production, high-level safety, and all-round user experience.
"Specifically, the government has introduced policies to encourage universities and vocational schools to set up intelligent and electrification-related professional disciplines, increase the proportion of enrollment, and broaden and extend the identification of electrification and intelligent vocational skill levels, improve the incentive mechanism for high-skilled talents and other related policies, so that the new era of automotive people have a greater sense of achievement. At the same time, intelligent networked new energy vehicle enterprises can also be encouraged to participate in the cultivation of talents in the whole chain in a forward-looking manner, and deeply participate in the teaching plans of colleges and universities and vocational education, so as to provide practical informationpracticeOn-the-job training channels. Zhang Xinghai suggested.
