1. National air and surface water environmental quality status from January to September 2024

In the first three quarters of this year, my country's ambient air quality and surface water environmental quality generally continued to improve.
In terms of ambient air quality, six major pollutant indicators in 339 cities at prefecture level and above across the country have "four drops and two levels", including PM2.5The average concentration was 27 micrograms/cubic meter, a year-on-year decrease of 3.6%;PM10The average concentration was 47 micrograms/cubic meter, a year-on-year decrease of 7.8%;O3The average concentration was 147 micrograms/cubic meter, a year-on-year decrease of 0.7%;NO2The average concentration was 18 micrograms/cubic meter, a year-on-year decrease of 10.0%;SO2The average concentration was 8 micrograms/cubic meter, which was flat year-on-year; the average CO concentration was 1.0 mg/cubic meter, which was flat year-on-year. The average proportion of days with good air quality in 339 cities at prefecture level and above across the country was 85.8%, a year-on-year increase of 1.6 percentage points; the average proportion of days with severe and above pollution was 1.1%, a year-on-year decrease of 0.7 percentage points.
From the perspective of key areas, the average PM2.5 concentration in "2+36" cities in Beijing, Tianjin and Hebei and surrounding areas was 39 micrograms/cubic meter, unchanged year-on-year; the average proportion of excellent days was 65.0%, an increase of 4.1 percentage points year-on-year; the average The proportion of days with severe and above pollution was 2.0%, a year-on-year decrease of 1.9 percentage points. In terms of surface water environmental quality, among the surface water assessment sections in 3641 countries, the water quality is excellent (of I-III) The proportion of sections was 88.5%, a year-on-year increase of 1.4 percentage points; the proportion of inferior V sections was 0.7%, which was flat year-on-year. Among them, seven major river basins including the Yangtze River and Yellow River, as well as the northwest rivers, the southwest rivers and rivers in Zhejiang and Fujian regions have excellent water quality (of I-III) The proportion of sections was 90.0%, a year-on-year increase of 0.8 percentage points; the proportion of inferior V sections was 0.4%, a year-on-year decrease of 0.1 percentage points. 210 key lakes monitored (library), the water quality is excellent (of I-III) The number of lakes and reservoirs accounted for 78.6%, a year-on-year increase of 4.0 percentage points; the number of lakes and reservoirs with inferior V water quality accounted for 4.3%, which was flat year-on-year.



2."Several Measures for the Ecological Environment Department to Further Promote the Development of the Private Economy" was released

In order to solve key issues that restrict the green development of private enterprises and optimize the policy environment for the development of private enterprises. Recently, the Ministry of Ecology and Environment issued "Several Measures for the Ecological and Environment Department to Further Promote the Development of the Private Economy"(Hereinafter referred to as "Several Measures"), proposed 22 measures focusing on five aspects: supporting green development, optimizing environmental access, optimizing environmental law enforcement, increasing policy support and improving safeguard measures, putting forward specific requirements for the ecological and environmental departments to better support and serve the development of the private economy.
Based on the responsibilities of the ecological environment department, the "Several Measures" adhere to the principle of seeking progress while maintaining stability, problem orientation, and strengthening expectations. It continuously increases the accuracy and intensity of policy support. It proposes to improve the level of administrative approval services, optimize the management of total indicators, and support large-scale equipment updates., increase the supply of environmental governance services, strengthen ecological environment scientific and technological support, implement preferential tax policies, strengthen fiscal and financial support, and standardize enterprise-related charges and fines and other innovative measures.


In the next step, the Ministry of Ecology and Environment will strengthen guidance and assistance to local governments and promote the implementation of relevant policies and measures.


3. The "Opinions on Giving Full Play to the Role of Green Finance to Serve the Construction of Beautiful China" was issued

Recently, the Ministry of Ecology and Environment, together with the People's Bank of China, the State Administration of Financial Supervision, and the China Securities Regulatory Commission of China, jointly issued the "Opinions on Giving Full Play to the Role of Green Finance to Serve the Construction of Beautiful China", proposing key measures from four aspects: increasing support in key areas, improving professional service capabilities of green finance, enriching green financial products and services, and strengthening implementation guarantees.


The "Opinions" focus on the actual needs of the construction of Beautiful China, and build a beautiful China construction project library around key areas such as the construction of Beautiful China pioneer areas, green and low-carbon development of key industries, in-depth promotion of pollution prevention and control, and ecological protection and restoration to effectively improve the accuracy of financial support. The "Opinion" emphasizes that we will continue to increase green credit, develop green financial products such as green bonds and green asset securitization, and strengthen green financing support. Focus on regional ecological and environmental protection projects, carbon markets, resource and environmental factors, and ecological and environment-oriented development (EOD) Projects, diversified climate investment and financing, green consumption and other key links and areas, and increase innovation in green financial products.

In the next step, the Ministry of Ecology and Environment will strengthen coordination and cooperation with the financial management department, continue to do a good job in green finance, and fully serve and support the construction of a beautiful China.


4. The Notice on Further Deepening the Reform of Environmental Impact Assessment was issued

Environmental impact assessment is a subjective system for source prevention and is of great significance to serving the green and high-quality development of the economy and the construction of a beautiful China. Recently, the Ministry of Ecology and Environment issued the "Notice on Further Deepening the Reform of Environmental Impact Assessment", requiring overall planning and optimization of the hierarchical and classified management of environmental impact assessments to achieve a more compatible relationship between the hierarchical management of environmental impact assessments and grassroots management capabilities. The "Notice" emphasizes that to strengthen the provincial approval and management of the environmental impact assessment of major projects, in addition to the construction projects for which the Ministry of Ecology and Environment is responsible for approving the environmental impact assessment, the environmental assessment of projects with significant adverse ecological and environmental impacts, such as oil refining, water diversion projects and other projects, should in principle be approved by the provincial ecological environment department. Prefecture-level cities (or districts and counties of municipalities directly under the Central Government) The ecological environment department is responsible for approving projects other than the ministerial and provincial levels for preparing environmental impact reports. Grassroots district and county ecological environment departments only undertake the specific work of approving part of the environmental impact report forms according to the authorization of municipal ecological environment departments.


The "Notice" also proposes to carry out reform pilots to optimize the classified management of EIA, explore the standardized preparation and intelligent auxiliary approval of EIA documents, accumulate experience for canceling the EIA of some projects with simple production processes, mature pollution prevention measures, and small environmental impact, and reduce The number of approvals for EIA documents related to pollution impacts will effectively reduce the burden on grassroots and enterprises.

In the next step, the Ministry of Ecology and Environment will strengthen the connection and integration of systems, improve the environmental assessment management capabilities of ecological and environment departments at all levels, and effectively ensure the effectiveness of the environmental assessment reform.


5. The 2024 Annual Meeting of China Council for International Cooperation on Environment and Development will be held

Recently, the 2024 Annual Meeting of China Council for International Cooperation on Environment and Development was held in Beijing. Ding Xuexiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, Vice Premier of the State Council, and Chairman of the China Council for International Cooperation on Environment and Development, attended the annual meeting and delivered a speech.


The theme of this annual meeting is "Open, Inclusive, Innovative Cooperation to Build a Clean and Beautiful World". In addition to the three plenary sessions, it also focused on biodiversity protection, pollution reduction, carbon reduction and green growth, digitalization and climate adaptation, and climate response. Seven thematic forums were set up on climate change, Green Silk Road, marine protection, and green finance. About 400 people including Chinese and foreign members of the CCICED, Chinese and foreign experts, and partners attended the meeting.

Founded in 1992, the CCICED has become the longest, highest-level, most fruitful and most influential high-level dialogue and cooperation mechanism between China and foreign countries on environment and development in China.
