What are the results and experiences of the Leshan Ecological Environment Zoning Control Pollution Reduction and Carbon Reduction Collaborative Pilot Project?
On March 19, the pilot project of ecological environment zoning control and pollution reduction and carbon reduction in Leshan City, Sichuan Province successfully passed the expert acceptance organized by the Academy of Environmental Planning of the Ministry of Ecology and Environment. After nearly two years of pilot work, Leshan City has achieved the "three new" results and experience.
First, by combing the situation of pollutants and carbon emissions in Leshan City and analyzing the differences and connections between the zoning control of the ecological environment and the "double carbon" goal, a "new guideline" for the implementation of pollution reduction and carbon reduction is formed with "one base map and four lists", that is, a working base map, an identification list, a prediction list, a technical list, and an optimization list. "A base map" is a comprehensive overview of the city's carbon emissions and pollutants; "An identification list" finds the key points of control and accurately identifies the resource and energy pressures faced by the future development strategy layout and key development areas; "A forecast list" clarifies the objectives and tasks and predicts the future development trend of energy consumption; "A technology list" provides technical support and is a summary of low-carbon technologies in key industries such as steel, cement and ceramics; "An optimization list" Strengthening access control is a dynamic optimization and adjustment of the ecological environment access list.
Second, through the "three synergies", a comprehensive "new path" for pollution reduction and carbon reduction has been explored. Adhere to the goal coordination, combine the bottom line of ambient air quality, the upper line of energy utilization and the "double carbon" goal in the zoning and control of the ecological environment, compare the differences between the two, and explore the connection path between the two. Adhere to spatial coordination, identify the "two high" areas of air pollutant emissions and carbon emissions as key areas for control and control, and increase the control requirements of the photovoltaic industry in relevant control units. Adhere to the coordination of measures, and put forward 13 proposed optimization measures in terms of industrial structure, energy transition, process technology, etc., to effectively ensure the achievement of pollution reduction and carbon reduction goals.
The third is to institutionalize the pilot results to build a "new mechanism" for pollution reduction and carbon reduction. In the name of the Office of the Leshan Ecological and Environmental Protection Committee, the "Implementation Opinions on the Coordinated Control of Pollution Reduction and Carbon Reduction in Leshan City" was issued to all municipal departments and county (city, district) governments, giving full play to the leading role of the pilot results in the collaborative control of pollution reduction and carbon reduction from the institutional level, and incorporating the implementation of the results of the "three lines and one order" ecological environment zoning control into the assessment of the same responsibility of the party and government for ecological environmental protection and the assessment of the effectiveness of pollution prevention and control, and jointly promoting the implementation of various key tasks. In the dynamic update of ecological environment zoning control, the pilot results of collaborative control of pollution reduction and carbon reduction have been fully absorbed, and in the access list, it is proposed to comprehensively promote the construction of "hydropower consumption demonstration zone" and the personalized control index of "green electricity" energy consumption ratio of large energy-consuming enterprises such as crystalline silicon photovoltaic industry; relying on the pilot project of "near-zero carbon" park in Leshan High-tech Zone, innovate and explore "double carbon" control in dynamic update; The planning and environmental impact assessment of Wutongqiao Chemical Industry Park are not only conducive to resolving the environmental risks of the siege of Mabian Chemical Enterprises and the layout of Wutongqiao Chemical Enterprises along the river, but also reserve space for the park to become bigger and stronger, and for industrial transformation and upgrading.
