1. We, the BRICS leaders, will hold the 16th BRICS leaders 'meeting in The Russian Federation from October 22 to 24, 2024. The theme of this meeting is "Strengthening multilateralism and promoting just global development and security."
2. We reiterate the importance of continuing to consolidate the unity and cooperation of BRICS countries based on common interests and important priority areas and further deepen the BRICS strategic partnership.
3. We reaffirm our commitment to mutual respect and understanding,sovereigntyThe BRICS spirit of equality, unity and democracy, openness and inclusiveness, deepening cooperation and consensus. On the basis of BRICS leaders 'meetings over the past 16 years, we will further strengthen the "three-wheel drive" cooperation of BRICS in political security, economy, trade, finance, and people-to-people exchanges after the expansion. By promoting peace, building a more representative and fairer international order, revitalizing and reforming the multilateral system, promoting sustainable development and inclusive growth, deepening the BRICS strategic partnership, and benefiting people of all countries.
4. We appreciate the BRICS Chair Russia for hosting the BRICS Peripheral Dialogue/"BRICS +" Dialogue with the theme of "BRICS and the Global South: Building a Better World" in Kazan on October 24, 2024, with emerging markets and developing countries from Africa, Asia, Europe, Latin America and the Middle East participating.
5. We welcome the strong interest shown by the "Global South" in BRICS cooperation and endorse the BRICS Partner Country Model Document. We firmly believe that expanding BRICS partnerships with emerging markets and developing countries will further consolidate unity and promote true international cooperation for the benefit of all. We are committed to further strengthening the institutional construction of BRICS countries.
Strengthen multilateralism and build a more just and democratic world order
6. We are aware that multiple new forces, policy decisions and economic growth centers are emerging in the world. This paves the way for a more equal, just, democratically balanced multipolar world order, and also provides more opportunities for emerging markets and developing countries to unleash their constructive potential and enjoy inclusive and fair economic globalization and cooperation. Taking into account the need for the existing architecture of international relations to better adapt and reflect contemporary realities, we reaffirm our commitment to multilateralism and uphold international law, including the United Nations as its indispensable cornerstone.charter"The purposes and principles of the United Nations" and safeguarding the core role of the United Nations in the international system. In this system, eachsovereigntyCountries cooperate with each other to maintain international peace and security, promote sustainable development, promote and protect democracy, human rights and fundamental freedoms shared by all, and promote cooperation on the basis of unity, mutual respect, fairness and justice. We further emphasize the urgent need to achieve fair and inclusive geographical representation in the composition of the United Nations Secretariat and other international organizations in a timely manner.
7. We reaffirm our commitment to improving global governance by promoting a more agile, effective, efficient, responsive, more representative, legitimate, democratic and accountable international and multilateral system. We call for ensuring broader and more meaningful participation in global decision-making processes and structures by emerging markets and developing countries and least developed countries, especially in Africa, Latin America and the Caribbean, so that they can better adapt to current realities. We also call for more women, especially women from emerging markets and developing countries, to hold positions at different levels in international organizations. As a positive step towards this, we recognize Brazil's launch of the G20 Global Governance Reform Action Initiative during its rotating presidency of the G20. We also recognize the importance of strengthening dialogue platforms and partnerships for cooperation with the African continent, such as the Forum on China-Africa Cooperation Summit, the India-Africa Forum Summit, the Russia-Africa Summit and the Ministerial Conference.
8. We recognize the "Johannesburg Declaration of the 15th BRICS Leaders 'Meeting" and reaffirm our support for comprehensive reform of the United Nations, including its Security Council, to make it more democratic, more representative, effective and efficient, and to increase the representation of developing countries in the Security Council. Representation among members to respond to universal global challenges, and support Africa, Asia, including BRICS countries, The legitimate desire of emerging and developing countries in Latin America to play a greater role in international affairs, especially in the United Nations, including its Security Council. We recognize the legitimate aspirations of African countries as reflected in the Ezulwini Consensus and the Sirte Declaration.
9. We reiterate our support for an open, transparent, fair, predictable, inclusive, equal and non-discriminatory multilateral trading system with the World Trade Organization at its core, rules and consensus as the basis, providing special and differential treatment to developing countries, including the least developed countries, and rejecting unilateral trade restrictions that are inconsistent with World Trade Organization rules. Welcome the results of the 13th Ministerial Conference of the World Trade Organization held in Abu Dhabi, United Arab Emirates, and reaffirm our commitment to make joint efforts to implement the decisions and declarations of the World Trade Organization Ministerial Conference. However, we note that further efforts are still needed on many outstanding issues. We emphasize the importance of reforming the World Trade Organization and strengthening the development dimension of its work. Commit to constructively participate in the World Trade Organization with a view to restoring a complete, well-functioning, two-level, binding dispute resolution mechanism accessible to all members in 2024, and selecting new members of the Appellate Body as soon as possible. Agree to strengthen dialogue on issues related to the multilateral trading system and the World Trade Organization, and welcome the establishment of an informal consultation framework on BRICS World Trade Organization issues. Reiterate that actions should be taken under the framework of the BRICS Economic Partnership Strategy 2025 to support the organization's necessary reforms to enhance its resilience, authority and effectiveness, and promote development and inclusiveness.
10. We are deeply concerned about the devastating impact of illegal unilateral coercive measures, including illegal sanctions, on the world economy, international trade and the achievement of the Sustainable Development Goals. These measures undermine the United NationscharterThe multilateral trading system, sustainable development and environment-related agreements have negative impacts on economic growth, energy, health and food security and exacerbate poverty and environmental challenges.
11. We reiterate our support for building a strong and effective global financial safety net with a quota-based and well-resourced International Monetary Fund. Calls for reform of the Bretton Woods system, including increased representation of emerging market and developing countries in leadership positions to reflect these countries 'contribution to the world economy. We support the selection process for high-level positions in the Bretton Woods institutions based on the principles of merit admission, inclusiveness and fairness, and to increase geographical representation and the role and proportion of women. Noting the increase in quotas in the 16th round of the General Quotas Review, member states are urged to ensure domestic ratifications for it to take effect. Welcome the decision to establish a 25th executive director on the Executive Board of the International Monetary Fund to enhance the voice and representation of sub-Saharan Africa. Recognize the urgency and importance of realigning quotas to better reflect the relative position of member states in the world economy, while protecting the share ratios of emerging markets and developing countries, especially the poorest member states. Welcome the ongoing work of the Executive Board of the International Monetary Fund to develop possible options by June 2025 as guidance for further quota adjustments during the 17th round of the General Review of Quotas, including the formation of a new quota formula. Relevant discussions should lead to fair and transparent quota adjustments, increase the representation of underrepresented member states, and shift quotas from developed economies to emerging markets and developing countries. We look forward to the International Bank for Reconstruction and Development completing its 2025 equity review.
12. We recognize the key role played by BRICS countries in improving the international monetary and financial system so that the system can better respond to the needs of all countries. Take note of the research carried out by the BRICS chair countries on improving the international monetary and financial system. The study pointed out that core principles such as security, independence, inclusiveness and sustainability are crucial to economic and social prosperity. Therefore, we encourage BRICS finance ministers and central bank governors to continue this work.
13. We emphasize the universal and inclusive nature of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals. It was emphasized that the implementation of the 2030 Agenda for Sustainable Development should take into account the different national conditions, capabilities and development levels of countries, while respecting national policies and priorities and complying with national laws. We will make every effort to achieve sustainable development in three dimensions and commit to placing development at the center of the international cooperation agenda to better solve the problem of unbalanced and inadequate development. 14. We emphasize the key role of the G20 as the main global forum for multilateral economic and financial cooperation, providing a platform for developed and emerging economies to engage in dialogue on the basis of equality and mutual benefit and work together to seek common solutions to global challenges. We recognize the importance of the G20 continuing to operate effectively on a consensus-based and results-oriented basis. We support the work of the Global Alliance to Fight Hunger and Poverty and the Global Mobilization Task Force on Climate Change, as well as the landmark G20 Ministerial Declaration on International Tax Cooperation. We look forward to the successful holding of the G20 Rio de Janeiro Summit in November 2024. We reiterate that during the continuous chairmanship of the G20 from 2023 to 2025 by BRICS countries such as India, Brazil, and South Africa from 2023 to 2025 and in the future, we are willing to coordinate positions to enhance inclusiveness, enhance the voice of the "Global South", and further integrate the "Global South" priorities into the G20 agenda. In view of this, we welcome and support the AU to become a full member of the G20 at the 2023 G20 Summit in New Delhi.
15. We reaffirm that the goals, principles and provisions of the United Nations Framework Convention on Climate Change, its Kyoto Protocol and the Paris Agreement, including the principles of fairness, common but differentiated responsibilities and respective capabilities based on different national conditions, must be observed. Condemning unilateral measures under the pretext of climate and environmental issues will strengthen coordination in this regard. We will strengthen cooperation on a range of solutions and technologies that help reduce and eliminate greenhouse gases. We also note the role of carbon sinks in absorbing greenhouse gases and mitigating climate change, while highlighting the importance of adaptation and emphasizing the need to fully provide means of implementation, namely financial resources, technology transfer and capacity building.
16. We recall that the United Nations Framework Convention on Climate Change, including the annual Conference of the Parties, is the primary and legitimate international forum for discussing all aspects of climate change, and we are deeply concerned about attempts to link security to the climate change agenda. Appreciating Egypt's hosting of the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change in Sharm el-Sheikh in 2022 and its approval of the establishment of a loss and damage fund at the meeting, and appreciatingArabThe United Emirates will host the 28th Conference of the Parties in Dubai in 2023 and launch the fund at the meeting. Welcome the "United Arab Emirates Consensus" reached at the 28th Conference of the Parties, including the decision entitled "First Global Inventory Results" and the United Arab Emirates Global Climate Resilience Framework. We are committed to promoting the successful hosting of the 29th Conference of the Parties to Azerbaijan, and look forward to the Conference achieving strong results in providing climate finance to developing countries, which will greatly promote the realization of current and future nationally determined actions and mitigation, adaptation, and loss and damage goals. Support Brazil in hosting the 30th Conference of the Parties in 2025 and welcome India's bid to host the 33rd Conference of the Parties in 2028.
17. We reaffirm the importance of biodiversity conservation, including the implementation of the Kunming-Montreal Global Biodiversity Framework. Urge developed countries to ensure that adequate, effective and easily accessible funding is provided to developing countries to promote the protection and sustainable use of biodiversity. Emphasize the importance of improving capacity building and technology development and transfer from developed countries to developing countries to further strengthen environmental protection, sustainably use biodiversity, and ensure fair and equitable sharing of the benefits of biodiversity development.
18. We recognize that land degradation, desertification and drought pose serious threats to people's well-being, livelihoods and the environment. While recognizing the unremitting efforts to promote sustainable land management, we call for the urgent provision of more financial resources, strong partnerships and comprehensive policies to respond to the challenges of land degradation, desertification and drought. In view of this, we look forward to the upcoming meeting in Saudi Arabia from December 2 to 13, 2024.ArabThe 16th Conference of the Parties to the United Nations Convention to Combat Desertification held in Riyadh.
19. Given the global efforts to address the challenge of global water scarcity, we welcomeArabThe United Emirates and Senegal areArabThe United Emirates co-hosted the United Nations 2026 Water Conference.
20. We appreciate the efforts of BRICS countries to protect rare species, while recognizing the high vulnerability of big cats, noting India's initiative to establish an international big cats alliance, and encourage BRICS countries to work together to protect big cats. Make further contributions. We note that the United Arab Emirates has establishedMuhammad·Ben Zayed Species Conservation Fund. In view of this, we encourage BRICS countries to strengthen collective collaboration in protecting and preserving the most vulnerable species.
21. We reaffirm that all countries should cooperate on the basis of the principles of equal treatment and mutual respect to promote and protect human rights and fundamental freedoms. Agree to continue to attach equal importance to and treat all human rights, including the right to development, in a fair and equal manner. Agree to strengthen cooperation on issues of common concern under multilateral frameworks such as BRICS countries and the United Nations General Assembly and Human Rights Council, and believe that human rights should be promoted, protected and realized in a non-selective, non-politicized and constructive manner, avoiding double standards. Calls for respect for democracy and human rights, emphasizing that it should be reflected in both domestic and global governance levels. Reaffirms its commitment to promoting and protecting democracy, human rights and fundamental freedoms for all, and building a community with a shared future for mankind on the basis of mutually beneficial cooperation.
22. We reiterate that unilateral coercive measures, especially unilateral economic sanctions and secondary sanctions that violate international law, have a profound impact on the right to development and other human rights of ordinary people in the target country, especially on the poor and vulnerable groups. Therefore, it calls for the lifting of the above sanctions.
23. We recall the 2001 Durban Declaration and Programme of Action and the 2009 Durban Review Conference Outcome Document and recognize the need to strengthen the fight against racism, racial discrimination, xenophobia and related intolerance, as well as discrimination based on religion, belief or belief and all of its contemporary manifestations worldwide, including the worrying rise in hate speech. Endorses the annual resolution of the United Nations General Assembly on "Combating glorification of Nazism, neo-Nazism and other practices that contribute to contemporary forms of racism, racial discrimination, xenophobia and related intolerance."
Promote cooperation and promote global and regional stability and security
24. We strongly support the strengthening of BRICS political security dialogue. Welcome the "Joint Statement of the BRICS Foreign Ministers 'Meeting" issued on June 10, 2024, and note the 14th BRICS Meeting of High Representatives for Security Affairs held in St. Petersburg from September 10 to 11, 2024.
25. We are concerned about the rise in violence and the prolongation of armed conflicts in relevant regions of the world and their significant impact at the international and regional levels. Reaffirms its commitment to peacefully resolve disputes through diplomacy, mediation, inclusive dialogue and consultation in a coordinated and cooperative manner, and supports all efforts that contribute to the peaceful resolution of crises. Emphasizing the need to work on conflict prevention, including addressing the root causes of conflicts. Calls for the protection of cultural heritage, especially in conflict-affected areas, and the prevention of destruction and illicit trafficking of cultural property, which is crucial to protecting the history and identity of affected areas.
26. We emphasize that tolerance and peaceful coexistence are among the most important values and principles in relations between countries and societies. In view of this, we welcome UN Security Council Resolution 2686 and other UN resolutions that have the unanimous support of UN Member States.
27. We reaffirm that international humanitarian law should be fully respected in conflicts and that humanitarian assistance should be provided in accordance with the basic principles of humanity, neutrality, impartiality and independence established in United Nations General Assembly resolution 46/182. Call on the international community to jointly respond to global and regional challenges and security threats, including terrorism. Emphasizing the need to adhere to the United Nations Conventioncharter"The purposes and principles of", reaffirming that differences and disputes between countries can be resolved peacefully through dialogue and consultation. It was emphasized that the legitimate and reasonable security concerns of all countries should be respected. 28. We express serious concern about the continued conflict and instability in the Middle East and North Africa region, and have taken note of the Joint Statement of the BRICS Deputy Foreign Ministers/Special Envoys Meeting for Middle East Affairs on April 25, 2024.
29. We express our condolences for the tragic deaths of civilians in the recent conflict and express our condolences to all civilian victims and their families. Calls for urgent measures in accordance with international law to ensure that the lives of ordinary people are protected.
30. We reiterate our serious concern about the deterioration of the situation in the Occupied Palestinian Territory and the humanitarian crisis, especially the unprecedented escalation of violence in the Gaza Strip and the West Bank caused by the Israeli military offensive, which has resulted in massive civilian casualties, forced displacement, and widespread damage to civilian infrastructure. Emphasizing the urgent need for an immediate, comprehensive and permanent ceasefire in the Gaza Strip, the immediate and unconditional release of all illegally detained hostages and detainees by both parties, the continued unimpeded and large-scale provision of humanitarian assistance to the Gaza Strip, and the cessation of all acts of aggression. Condemn Israeli attacks on humanitarian operations, facilities, personnel and distribution points. 31. We are vigilant about the situation in southern Lebanon. 32. We are concerned about the increasing number of terrorist attacks related to information and communication technology capabilities. Reiterating that such attacks constitute a serious violation of international law.
33. We emphasize the importance of ships of all countries exercising their rights and freedoms of navigation in the Red Sea and Strait of Mandeb in accordance with international law. All parties are encouraged to strengthen diplomatic efforts to this end, including by addressing the root causes of the conflict, and to continue to support the United Nations-facilitated dialogue and Yemen's peace process.
34. We emphasize the need to strictly safeguard Syria'ssovereigntyand territorial integrity. We condemn the causes of the region's greatskirmishesThe existence of illegal foreign military forces with increased risks. Emphasizing that illegal unilateral sanctions have seriously exacerbated the suffering of the Syria people.
35. We condemn Israel's attack on Iran on April 1, 2024IslamicThe actions of the Republic's diplomatic premises in Damascus, the capital of Syria, violate the basic principle of the inviolability of diplomatic and consular premises as stipulated in the 1961 Vienna Convention on Diplomatic Relations and the 1963 Vienna Convention on Consular Relations.
36. We recall the national position expressed on the situation in and around Ukraine on corresponding occasions such as the United Nations Security Council and the United Nations General Assembly. Emphasizing that all countries should abide by the United Nations ConventioncharterThe integrity and relevance of the purposes and principles. Notes with appreciation those relevant mediation and good offices proposals aimed at peacefully resolving conflicts through dialogue and diplomacy.
37. We emphasize the full implementation of the comprehensive agreement on the Iranian nuclear issue adopted by the United Nations Security Council in Resolution 2231 (2015), and emphasize the importance of all relevant parties adopting a constructive approach based on good faith to promote all parties to fully resume fulfilling their commitments under the agreement.
38. We reiterate that the principle of "African Solutions to African Problems" should continue to serve as the basis for resolving conflicts on the African continent. With this in mind, we recognize the critical role played by the African Union in the prevention, management and resolution of conflicts in Africa. Reiterate its support for African peace efforts, including the efforts of the African Union and African subregional organizations in accordance with the principles of African ownership, complementarity and subsidiarity.
39. We appreciate the efforts and achievements made by African countries in pursuing peace and development and combating the growing threat of terrorism in Africa, especially the Horn of Africa and the Sahel region, and call for providing more international counter-terrorism resources to developing countries to help African countries strengthen counter-terrorism capacity building, especially affected African countries. Appreciate the efforts of African countries, the African Union, African subregional organizations and the United Nations to promote the peace process in South Sudan and stabilize the situation in the Central African Republic, as well as the Mozambican government's successful response to the terrorist threat in the north of the country with the support of the Southern African Development Community.
40. We express serious concern about the escalating violence and humanitarian crisis in Sudan and reiterate our call for an immediate, permanent and unconditional ceasefire to resolve the conflict peacefully, with peaceful negotiations as the only way to end this conflict, ensuring sustained, urgent and unimpeded access to humanitarian assistance for the Sudanese people, and expanding humanitarian assistance to Sudan and neighboring countries. Condemn the attack on the residence of the United Arab Emirates Ambassador to Sudan on September 29, 2024, which caused severe damage to the premises in a residential area of Khartoum. Emphasize the basic principle of the inviolability of diplomatic and consular premises and the obligations of the receiving State, including obligations under the 1961 Vienna Convention on Diplomatic Relations and the 1963 Vienna Convention on Consular Relations.
41. We deplore the gang attack in Pontsande, Haiti, which resulted in civilian deaths and forced displacement, and are deeply concerned about the continued deterioration of the security, humanitarian and economic situation in Haiti. Appreciates the establishment of the Transitional Presidential Council and the Electoral Council of Haiti and considers them important steps in resolving the current crisis. Emphasizing that the current crisis requires a Haiti-led solution that includes national, inclusive dialogue and consensus-building among local political forces, institutions and society. Call on the international community to support the interim government of Haiti in its efforts to disband gangs, improve the security situation and long-term social and economic development, and call for general elections to be held before the end of 2025. Support the role of the United Nations in providing humanitarian assistance and emphasize the need to strengthen international cooperation to effectively resolve the multifaceted crisis in Haiti.
42. We emphasize the urgent need for a peaceful solution to the Afghan issue to strengthen regional security and stability. Advocate Afghanistan become an independent, unified and peaceful country, free from terrorism, war and drugs. Urge for more visible and verifiable measures in Afghanistan to ensure that Afghan territory is not contaminatedterroristsUse. Emphasizing the need to provide emergency and uninterrupted humanitarian assistance to the Afghan people and to ensure the basic rights of all Afghan people, including women, girls and different ethnic groups. Call on the Afghan regime to lift the ban on girls 'access to secondary and higher education. Emphasize the primary and effective role of regional dialogue platforms and Afghanistan's neighbors, and welcome the efforts of these platforms and initiatives to promote the resolution of Afghanistan's issues.
43. We advocate strengthening non-proliferation and disarmament, and protecting and maintaining global stability and international peace and security. Note that it is crucial to accelerate efforts to implement relevant resolutions on the establishment of a Middle East zone free of nuclear weapons and other weapons of mass destruction, including meetings convened pursuant to United Nations General Assembly decision 73/546. Call on all invited parties to participate in the meeting in good faith and constructively participate in this effort.

We also call for the full implementation of United Nations Security Council Resolution 1540, which provides States with effective and strong measures at the national level to prevent weapons of mass destruction, their means of delivery and related materials from falling into, includingterroristsIt provides important impetus in the hands of non-state actors, including non-state actors, and provides an international cooperation framework for this purpose.
45. We reiterate our support for ensuring the long-term sustainability of outer space activities and preventing an arms race and weaponization in outer space, including through negotiation of a multilateral legal instrument to ensure global security. Recognize that the updated draft Treaty on the Prevention of the Placement of Weapons in Outer Space and the Threat or Use of Force against Outer Space Objects submitted to the Conference on Disarmament in 2014 is an important step towards this goal. Welcome the adoption by consensus on August 16, 2024 of the report of the United Nations Group of Governmental Experts on the Prevention of an Arms Race in Outer Space on further practical measures, which provides substantive elements for a legally binding instrument on the prevention of an arms race in outer space. Emphasizing that pragmatic, non-binding commitments such as transparency and confidence-building measures, as well as universally recognized norms, rules and principles, may also help prevent an arms race in outer space.

48. We look forward to further deepening practical cooperation in counter-terrorism. Welcome the activities of the BRICS Counter-Terrorism Working Group and its five sub-working groups based on the BRICS Counter-Terrorism Strategy and the BRICS Counter-Terrorism Action Plan, including the adoption of the Counter-Terrorism Working Group Position Paper.
49. We reaffirm our commitment to preventing and combating illicit financial flows for illegal and terrorist purposes, money laundering, terrorist financing, drug trafficking, corruption and the abuse of new technologies, including cryptocurrencies. Reaffirms its commitment to the technical and non-politicized principles of international anti-crime cooperation, including cooperation to prevent and determine the financial traces of these crimes. We are concerned about the illicit production, trafficking and abuse of drugs worldwide and recognize that it seriously threatens public security, international and regional stability, human health, safety and well-being, and undermines the sustainable development of all countries. Confirm its commitment to the current international drug control system based on the three United Nations drug control conventions. Recognizing the importance of strengthening BRICS anti-drug cooperation and exchanges between law enforcement agencies, we welcome the joint statement of the BRICS Anti-drug Working Group meeting held in Moscow on May 22, 2024.
52. We believe that combating transnational organized crime is one of the key areas of international law enforcement cooperation. We also note that such cooperation should not be politicized, otherwise it may damage the overall fight against crime. We are particularly concerned about environmental crimes and believe that they should be addressed.
53. We unswervingly promote cooperation among BRICS countries in preventing and combating corruption and strengthen coordination on major issues on the international anti-corruption agenda, including the United Nations Convention against Corruption. We are determined to fulfill our commitments and call on the international community to strengthen cooperation on rejecting safe havens for corruption. Welcome the "Strengthening Anti-Corruption Cooperation and Asset Recovery: BRICS Countries 'Shared Vision and Joint Action" and attach importance to promoting implementation within the domestic framework of various countries. We appreciate the Anti-Corruption Working Group's release of the "BRICS Asset Recovery Analysis" and thank the Working Group for its efforts in strengthening cooperation in asset recovery. Appreciate the Anti-Corruption Working Group for updating BRICS cooperation documents on anti-corruption education, knowledge sharing and capacity building. The document uses BRICS collective achievements as a benchmark, including some expert initiatives held this year, and points out the direction of development in this priority area of anti-corruption.
54. We recognize the great potential of information and communication technologies to bridge the digital divide and promote social and economic growth and human development. We also recognize challenges and threats from and within the digital realm. Calls for a comprehensive, balanced and objective approach to the development and security of information and communication technology products and systems, and the formulation and implementation of globally interoperable common rules and standards for supply chain security. We are concerned about the more frequent and malicious use of information and communication technology. In this regard, we emphasize the importance of international cooperation in preventing and combating information and communication technology crimes, and therefore look forward to the adoption of the draft United Nations Convention against Cybercrime at the 79th United Nations General Assembly; strengthening international cooperation to combat certain crimes committed using information and communication technology systems, and collecting, storing and sharing evidence of serious crimes in electronic form. We also believe that capacity building is the foundation necessary to enhance resources, skills, policies and institutions so that countries can strengthen ICT resilience while ensuring national security and accelerating digital transformation, especially taking into account the demands and needs of developing countries. Emphasizing that the United Nations should play a leadership role in promoting consensus through dialogue on the security and use of information and communication technologies, including discussions on the development of a universal legal framework in this field, and the continued development of universally agreed rules, norms and principles of responsible state conduct. Appreciate the work of the United Nations Open Working Group on the Security and Use of Information and Communication Technologies 2021-2025 as the only global and inclusive mechanism on this issue, and support the establishment by consensus of a single-track, country-led permanent mechanism under the auspices of the United Nations., report to the First Committee of the United Nations General Assembly, recognizing the importance of the principle of consensus to the establishment of the future mechanism itself and its decision-making process. 55. We recognize the progress made in promoting relevant cooperation on the basis of the BRICS Roadmap for Practical Cooperation in Ensuring Cybersecurity, including the establishment and further implementation of the BRICS Cybersecurity Incident Response Service Contact Point Directory to facilitate practical cooperation among national entities in responding to ICT incidents and building mutual trust. We also recognize the importance of establishing a legal framework for information and communication technology security cooperation among BRICS countries. We also recognize the need to promote practical cooperation within BRICS countries through the activities of the BRICS Information and Communication Technology Security Working Group.
56. We are seriously concerned about the exponential spread and spread of false information, misinformation and hate speech, including the dissemination of false narratives and fake news, especially on digital platforms that promote radicalization and conflict. We recall the Johannesburg Declaration of the 15th BRICS Leaders 'Meeting and reiterate that multilateral cooperation is crucial to reducing the risks posed by geopolitical and geoeconomic fragmentation and strengthening efforts in areas of common concern. These areas include but are not limited to trade, poverty reduction, hunger eradication, sustainable development, including access to energy, water and food, fuels, fertilizers, climate change mitigation and adaptation, education and health, including epidemic prevention, preparedness and response.
58. We emphasize the importance of the full implementation of the Addis Ababa Action Agenda adopted by the Third United Nations International Conference on Financing for Development in 2015 and the effective participation of developing countries in the Fourth International Conference on Financing for Development to be held in Spain from June 30 to July 3, 2025. Call on developed countries to fulfill their development financing commitments and encourage them to cooperate with developing countries in different development areas such as taxation, debt, trade, official development assistance, technology transfer, and reform of the international financial architecture.
59. We emphasize the need to reform the existing international financial architecture to address global financial challenges, including global economic governance, and make the international financial architecture more inclusive and fair.
60. We note that the high debt levels of some countries have compressed the fiscal space they need to respond to current development challenges. These challenges have been exacerbated by the spillover effects of external shocks, especially financial and monetary policy fluctuations in some developed economies and inherent problems in the international financial architecture. High interest rates and tightening financing conditions have exacerbated the debt vulnerability of many countries. Believing that it is necessary to properly and comprehensively resolve the international debt problem to support economic recovery and sustainable development, while taking into account each country's laws and internal procedures, and adopting sustainable external debt and fiscal prudence policies. Recognize the need to effectively, comprehensively and systematically address the debt vulnerability of low-and middle-income countries. One of the tools to jointly address debt vulnerability is to implement the G20 Common Framework for Debt Treatment in a predictable, orderly, timely and coordinated manner with the participation of official bilateral creditors, private creditors and multilateral development banks, and in accordance with the principle of "joint action, fair burden".
61. We recognize that hybrid financing is an effective way to mobilize private capital to finance infrastructure projects. We note the important role of development finance institutions such as multilateral development banks and national development banks in adopting institutional expansion of hybrid financing and other instruments to help countries promote the realization of the Sustainable Development Goals based on specific needs and priorities. To this end, we appreciate the work of the BRICS Working Group on Public-Private Partnerships and Infrastructure and approve its Technical Report on Mixed Financing of Infrastructure Projects.
62. We recognize the key role of the New Development Bank in promoting infrastructure and sustainable development in its member states. Support the further development of the New Development Bank, improve bank governance, and improve operational efficiency to achieve the overall strategy for 2022-2026. Support the New Development Bank to continuously expand local currency financing and strengthen innovation in investment and financing tools. Encourage the New Development Bank to follow the principles of member state-led and demand-oriented, and use innovative financing mechanisms to mobilize various resources through multiple channels. In view of this, we endorse the initiative to use the existing institutional facilities of the New Development Bank to create a new investment platform to increase investment in BRICS countries and relevant mechanisms of the "Global South". Support the strengthening of capacity building and knowledge sharing, including establishing collaboration among knowledge resources in developing countries, help member states achieve the sustainable development goals, further improve the efficiency and effectiveness of their performance of duties, and strive to make them a major multilateral development institution in emerging markets and developing countries. Agree to jointly build the New Development Bank into a new type of multilateral development bank for the 21st century. Urge the New Development Bank to perform its purposes and functions in a fair and non-discriminatory manner in accordance with the terms of the bank's charter. Support the further expansion of the New Development Bank and support the accelerated review of applications from BRICS member states in accordance with the Overall Strategy of the New Development Bank and relevant policies.
63. We welcome the BRICS Banking Cooperation Mechanism's focus on innovative financial practices and methods to promote and expand projects and plans, including finding acceptable local currency financing mechanisms. Welcome the continued dialogue between the Bank Cooperation Mechanism and the New Development Bank.
64. We recognize that BRICS countries 'joint response to global economic risks and challenges plays an important role in achieving global recovery and sustainable development. Reaffirms its commitment to strengthening macroeconomic policy coordination, deepening economic cooperation, and promoting a strong, sustainable, balanced and inclusive economic recovery. Emphasize the importance of continuing to implement the BRICS Economic Partnership Strategy 2025 within all relevant ministerial and working group mechanisms.
65. We reaffirm our commitment to strengthening financial cooperation among BRICS countries. Recognize the broad benefits of a fast, low-cost, efficient, transparent, secure, and inclusive cross-border payment system based on the principles of minimizing trade barriers and non-discriminatory access. BRICS countries are welcome to use their local currencies when conducting financial transactions with their trading partners. Encourage the strengthening of the BRICS correspondent banking network and promote local currency settlement under the voluntary and non-binding BRICS Cross-Border Payment Initiative, and look forward to further discussions on this under mechanisms such as the BRICS Payments Working Group.
66. We recognize the importance of exploring the feasibility of interconnection of BRICS financial market infrastructure and agree to discuss and study the feasibility of establishing a "BRICS Securities Depositary and Clearing Infrastructure" based on the voluntary participation of all parties to supplement Existing financial market infrastructure. In addition, BRICS (reinsurance) companies will be explored on the basis of voluntary participation to improve the independent reinsurance capabilities of BRICS countries.
67. We authorize BRICS finance ministers and central bank governors to continue to study local currency cooperation, payment instruments and platforms in due course, and submit a report during the next BRICS chairmanship.
68. We recognize that the BRICS Emergency Reserve Arrangement is an important mechanism for member states to prevent short-term balance of payments pressure and further enhance financial stability. I strongly support the consideration of other eligible currencies and welcome the completion of the treaty amendment work. Recognize the successful completion of the 7th exercise and the inclusion of "BRICS Economies in a Higher Interest Rate Environment" as the name of the fifth edition of the BRICS Economic Brief.
69. We recognize the results of the first BRICS Information Security Rapid Communication Mechanism exercise and believe that this will further strengthen the cyber resilience of BRICS countries in the financial sector.
70. We emphasize that a safe, resilient, stable, effective and open supply chain is crucial to sustainable development. Recognizing the role of BRICS members as the world's largest producers of natural resources, emphasizing the importance of BRICS countries strengthening cooperation across the value chain, and agreeing to take joint action to oppose unilateral protectionist measures that are not in line with current World Trade Organization regulations.
71. Taking into account the rapid digitization process in all aspects of human life in the 21st century, we emphasize the key role of data in development and the need to strengthen communication within BRICS countries to resolve this issue. Emphasizing that fair, inclusive and equitable data governance is crucial for developing countries to make good use of the digital economy and emerging technologies including artificial intelligence. Calls for the design of a fair and reasonable global data governance framework, including cross-border data flows, to emphasize the principles of data collection, storage, use and transmission, ensure interoperability of data policy frameworks at all levels, and share data benefits with developing countries. 72. We emphasize that e-commerce has become one of the important drivers of global economic growth, making positive contributions to promoting international trade in goods and services, ensuring the flow of foreign investment, and promoting innovation. We will conduct exchanges on domestic practices in supporting small, medium and micro enterprises, including simplifying enterprise operations through digital services and platforms. We recognize the importance of supporting existing value chains created by small, medium and micro enterprises and establishing new cooperative relationships within BRICS countries for small, medium and micro enterprises, especially high-tech and innovation-driven small, medium and micro enterprises.
76. We recognize that the BRICS New Industrial Revolution Partnership is a guiding platform for BRICS cooperation within the framework of the New Industrial Revolution. It aims to clarify the priorities, challenges, opportunities, and capacity building in the industrial field of all parties in the context of accelerated industrial evolution, and ensure that BRICS countries carry out sustained cooperation in the industrial field in a clear framework. We appreciate the efforts made by the BRICS New Industrial Revolution Partnership Innovation Base in organizing the 2024 BRICS New Industrial Revolution Partnership Forum, the 2024 BRICS Industrial Innovation Competition, the 2024 BRICS New Industrial Revolution Exhibition and Innovation Base Training Plan, and encourage BRICS countries to actively participate in the above activities. We appreciate the efforts of the BRICS Entrepreneurship Forum to implement start-up projects, which play a key role in promoting innovation and economic growth in the era of the new industrial revolution. 77. We recognize the importance of building a convenient, inclusive and secure digital economy. Digital connectivity is a necessary prerequisite for digital transformation and social and economic growth, and emphasize the need to strengthen BRICS cooperation in this regard. We also recognize the potential of emerging technologies such as 5G, satellite systems, and terrestrial and non-terrestrial networks to promote the development of the digital economy. We recognize the potential of resilient, secure, inclusive and interoperable digital public infrastructure to provide services at scale and increase social and economic opportunities for all. BRICS countries are encouraged to explore the possibility of joint activities in the field of digital infrastructure to ensure the integrity, stability and security of the Internet at the national level, while respecting national legislative frameworks on Internet use, including security. We note that it is necessary for BRICS countries to further strengthen dialogue, unleash the huge potential of information and communication technology, and encourage policy exchanges and dialogue on artificial intelligence to establish an effective global governance framework based on broad consensus, promote the economic development of all countries, and reduce the risks of malicious use, misinformation, privacy leaks, prejudice and discrimination posed by such technology, adhere to a people-oriented, development-oriented, inclusive and sustainable approach. 78. We recognize that rapid technological changes, including the rapid development of artificial intelligence, have the potential to bring new opportunities to global social and economic development. We encourage more international discussions, support the United Nations in playing an important role in global artificial intelligence governance, and welcome the United Nations General Assembly Resolution 78/311, entitled "Strengthening International Cooperation in Artificial Intelligence Capacity Building", was adopted by consensus. We look forward to cooperation among BRICS countries to help developing countries strengthen their artificial intelligence capabilities. We encourage consultations on artificial intelligence issues, including through the established Artificial Intelligence Research Group of the BRICS Future Network Institute.
79. We reiterate our support for the work of the BRICS Future Network Institute and encourage all BRICS member states to nominate national branches. We review the decision to establish four research groups under the Institute's Board of Governors and note the discussion of their draft terms of reference. We encourage BRICS member states to actively participate as appropriate. We encourage all research groups to start work and recognize the continued efforts of the BRICS Digital Public Goods Platform Focus Group established under the BRICS Information and Communication Technology Working Group.
80. We emphasize the fundamental role of energy access in achieving the Sustainable Development Goals, note the outstanding risks to energy security, and emphasize that as major producers and consumers of energy products and services, BRICS countries need to strengthen cooperation to achieve a fair, inclusive, sustainable, equal and just energy transformation. We believe that energy security, accessibility and energy transformation are all important and need to be balanced on the basis of the comprehensive and effective implementation of the United Nations Framework Convention on Climate Change and its Paris Agreement. We reaffirm our determination to establish a free, open, fair, non-discriminatory, transparent, inclusive and predictable international energy trade and investment environment, and agree to deepen technical cooperation. We emphasize the need for resilient global supply chains and stable and predictable energy demand to provide globally accessible, affordable, reliable and sustainable modern energy resources and ensure domestic, global and regional energy security. In this regard, we strongly condemn terrorist attacks on critical cross-border energy infrastructure and call for investigations of such incidents in an open and impartial manner.
81. We reiterate the need to consider national conditions, including climate and natural conditions, national economies and energy structures, and the specific conditions of developing countries whose economies rely heavily on income or consumption from fossil fuels and related energy-intensive products to achieve a just energy transition. We believe that efficient use of various energy resources is crucial to a just energy transition to a more flexible, resilient and sustainable energy system. In view of this, we adhere to the principle of technology neutrality and use various existing fuels, energy resources and technologies to reduce greenhouse gas emissions, including but not limited to fossil fuels, biofuels, natural gas and liquefied petroleum gas with emission reduction and removal technologies, hydrogen and its derivatives, including ammonia, nuclear energy and renewable energy.
82. We call on developed countries to provide adequate, predictable and accessible financing to developing countries in accordance with the principles of common but differentiated responsibilities and respective capabilities to promote a just energy transition. Emphasizing that new industrial development models related to energy transformation require significant investment in existing and new infrastructure.
83. We oppose the use of environmental issues as an excuse to adopt unilateral, punitive and discriminatory protectionist measures that are not in accordance with international law, such as unilateral and discriminatory carbon boundary adjustment mechanisms, due diligence requirements, taxation and other measures, and reiterate our full support for the 28th session of the United Nations. The call of the Conference on Climate Change to avoid unilateral trade measures based on climate or the environment. We also oppose unilateral protectionist measures that deliberately undermine global supply and production chains and distort competition.

85. We recognize the important role of the carbon market as one of the drivers of climate action and encourage strengthening cooperation and sharing experience in this field. We oppose unilateral measures under the pretext of climate and environmental issues and reiterate our commitment to strengthening coordination on these issues. We welcome the signing of the "BRICS Carbon Market Partnership Memorandum of Understanding" as a platform to share knowledge, experience and case studies in developing carbon markets, discuss potential cooperation among BRICS countries in the carbon market field, and exchange views on cooperation among BRICS countries in accordance with the Paris Agreement Article 6.
86. We welcome the establishment of the BRICS Climate Liaison Group on Climate Change and Sustainable Development by BRICS Environment Ministers in Nizhny Novgorod on June 28, 2024, and the adoption of the High-level Dialogue on Climate Change in Moscow on August 30, 2024."Framework for Cooperation on Climate Change and Sustainable Development." We look forward to establishing the BRICS Climate Research Platform and strengthening the exchange of scientific and expert opinions, knowledge and best practices among the liaison group.
87. We emphasize the importance of actively carrying out climate adaptation projects, moving from research and prediction to implementing practical solutions, and promoting investment in renewable energy, sustainable financing, low-emission technologies and sustainable development. We also emphasize the importance of collective action and international cooperation to address the adverse impact of climate change and ensuring inclusive and equitable climate initiatives.
88. BRICS countries are rich and diverse mineral resources, including important mineral resources. We appreciate the results of the first meeting of the heads of geological departments of BRICS countries and recognize the joint efforts of BRICS countries to launch the geological platform. This is the first step for BRICS countries to carry out practical cooperation in the field of rational development of geological and mineral resources.
89. We recognize the rising threat posed by environmental issues, causing massive economic losses and affecting people's quality of life, and welcome the continued promotion of the BRICS Clean Rivers Initiative under the framework of the BRICS Environment-Friendly Technology Platform. We encourage young people to participate more actively in environmental activities and believe this is crucial to promoting environmental culture and knowledge among the public, especially young people.
90. We are fully aware of the importance of the oceans to sustainable development and climate stability, and that appropriate planning and management, as well as adequate funding, capacity-building, and transfer and development of marine technology, are crucial to ensuring the protection of the marine environment and the protection and sustainable use of marine resources and biodiversity.
91.
