The national greenhouse gas emission factor database has been basically completed and regularly updated, and the level of carbon emission-related measurement, testing, monitoring and analysis capabilities has been significantly improved.
By 2030, the construction of a complete and systematic carbon emission statistical accounting system will be completed, the national and provincial carbon emission statistical accounting systems will be fully established and effectively operated, the carbon emission accounting standards and rules in key industry areas will be more complete, and the carbon emission management capabilities of key energy users and carbon emission units will be significantly improved. The product carbon footprint management system will be more complete, and carbon emission data can effectively meet the carbon emission control requirements at all levels, fields and industries.
It is reported that in order to solve the shortcomings and constraints faced in building a carbon emission statistical accounting system and improve the level of carbon emission statistical accounting capabilities at all levels, fields and industries, the "Plan" deploys 23 specific tasks from 8 aspects.
