The "Plan" proposes that by 2025, the national and provincial carbon emission annual report and express reporting systems will be fully established, a number of industry enterprises carbon emission accounting standards and product carbon footprint accounting standards will be released and implemented, and positive progress will be made in the construction of the product carbon footprint management system. The national greenhouse gas emission factor database has been basically completed and regularly updated, and the level of carbon emission-related measurement, testing, monitoring and analysis capabilities has been significantly improved.

By 2030, the construction of a complete and systematic carbon emission statistical accounting system will be completed, the national and provincial carbon emission statistical accounting systems will be fully established and effectively operated, the carbon emission accounting standards and rules in key industry areas will be more complete, and the carbon emission management capabilities of key energy users and carbon emission units will be significantly improved. The product carbon footprint management system will be more complete, and carbon emission data can effectively meet the carbon emission control requirements at all levels, fields and industries.

It is reported that in order to solve the shortcomings and constraints faced in building a carbon emission statistical accounting system and improve the level of carbon emission statistical accounting capabilities at all levels, fields and industries, the "Plan" deploys 23 specific tasks from 8 aspects. Including improving the regional carbon emission statistical accounting system, improving the carbon emission accounting mechanism in key industry areas, improving enterprise carbon emission accounting methods, building a project carbon emission and carbon emission reduction accounting system, establishing and improving a carbon footprint management system, and building a national greenhouse gas emission factor database, promote the application of advanced technologies and new methodological research, and strengthen international cooperation.

For example, in accordance with international compliance requirements, national greenhouse gas inventories are compiled year by year, data collection mechanisms are improved, and inventory compilation methods are promoted in line with international requirements. Encourage qualified regions to compile provincial greenhouse gas inventories.

Another example is to rely on the national carbon emissions trading market to carry out the work of incorporating carbon emissions into the industry. Deepen data quality management, establish data sharing and joint supervision mechanisms, and strengthen basic support for accounting work in key industries.

Another example is to study and formulate technical standards, specifications or guidelines for environmental impact assessment of greenhouse gas emissions from construction projects in key industries, and improve the technical system for environmental impact assessment; for projects that have outstanding contributions to carbon reduction and increased sinks, study and formulate methodologies for voluntary greenhouse gas emission reduction projects, and build a domestically based project carbon emission reduction accounting system that connects with the international community; Strengthen communication and connection with major trading partners on carbon emission accounting rules, carry out international coordination and cooperation on carbon emission accounting, measurement, testing, monitoring, analysis, standards, certification, etc., and actively participate in the formulation and revision of relevant standards for international carbon emission accounting.
