The "Heyang County Low-Carbon Development Plan (2023-2030)" officially issued by the Office of the People's Government of Heyang County, Weinan City, Shaanxi Province, proposed that by 2030, the county's total carbon dioxide emissions growth rate will slow down, the energy consumption "dual control" system will be further improved, the energy consumption "dual control" will shift to carbon emissions, and the energy consumption reduction rate of unit area's GDP and the three-dimensional GDP carbon emission reduction rate have completed the task.
It is reported that since Heyang County was identified as the first batch of low-carbon and near-zero-carbon pilot counties in the province and was named as the city's first provincial-level ecological civilization construction demonstration zone, it has always adhered to ecological priority and green development, providing a basis for the implementation of the "three major strategic positioning" and the creation of "two places and two districts" have laid a solid foundation, forming a vivid practice of coordinated promotion of high-level ecological environment protection and high-quality economic and social development.
In specific work, Heyang County has solidly promoted the "nine major categories"(carbon emission control, low-carbon energy, low-carbon industries, low-carbon urban and rural areas, low-carbon transportation, ecosystem carbon sinks, pollutant emissions, low-carbon living and characteristic indicators) evaluation system, adhere to the "six principles", coordinately promote carbon reduction, pollution reduction, green expansion, and growth, accelerate the comprehensive green transformation of economic and social development, and form a replicable and replicable experience for green and low-carbon development.
