Liu Dechun, Director of the Resource Conservation and Environmental Protection Department of the National Development and Reform Commission, said at the meeting that in recent years, in accordance with the decisions and arrangements of the Party Central Committee and the State Council, the National Development and Reform Commission, together with various regions and relevant departments, has adhered to the policy of giving priority to conservation and further promoted energy conservation and carbon reduction. Efficiency actions have promoted energy conservation and carbon reduction work to achieve positive results. However, it should also be noted that there are still a large number of old equipment in various fields, and the potential for energy-saving and carbon-reduction renovation and equipment renewal is still huge. The main purpose of expanding the scope of ultra-long-term special treasury bond fund support to energy conservation and carbon reduction transformation in key industries is to promote the upgrading and upgrading of a number of energy-using equipment, accelerate the promotion of advanced technologies for energy conservation and carbon reduction, and improve energy conservation and carbon reduction capabilities.
Liu Dechun said that in accordance with this principle, the National Development and Reform Commission focuses on key areas such as industry, construction, transportation, and energy, and vigorously supports the renewal and transformation of high-energy-consuming and high-emission equipment such as boilers, motors, steam turbines, transformers, heat exchangers, pumps, compressors, and lighting. In addition, we regard the energy-saving effect of project implementation as an important criterion for screening projects, and include projects that save more than 500,000 kilowatt-hours of electricity per year after equipment renovation, or save more than 150 tons of standard coal per year, so as to benefit more small and medium-sized enterprises.
Since the end of July, the National Development and Reform Commission has organized local and relevant central enterprises to actively apply for energy-using equipment renewal projects. After strict screening and control, more than 500 energy-using equipment renewal projects are supported by ultra-long-term special treasury bonds this year, with a total investment of more than 50 billion yuan. According to preliminary estimates, after the implementation of relevant projects, it is estimated that about 3 million tons of standard coal will be saved every year and about 8 million tons of carbon dioxide emissions will be reduced, which will form strong support for the implementation of energy conservation and carbon reduction actions.
