At the meeting, Zhang Zesheng, Director of the Climate Change Response and International Cooperation Division of the Tianjin City Ecological Environment Bureau, introduced that according to the recently issued "Letter on Notification of the Carbon Emission Performance of Key Greenhouse Gas Emitting Units in Tianjin City in 2023", Tianjin City's 2023 carbon emission compliance work has ended on June 30, 2024, and all 154 key greenhouse gas emission units have completed compliance, with a compliance rate of 100%.
Zhang Zesheng introduced that Tianjin City is one of the first seven carbon emissions trading pilots in the country. Since 2013, enterprises in the five industries of electricity and heat, steel, chemicals, petrochemicals, and oil and gas exploration with carbon emissions exceeding 20,000 tons/year have been included in quota management, registration and trading systems have been developed and constructed, relevant systems have been established and continuously improved, and the construction of Tianjin City carbon market has been steadily and orderly promoted.
Zhang Zesheng said that the "Interim Regulations on the Administration of Carbon Emissions Trading"(referred to as the "Regulations") will come into effect on May 1 this year. With the implementation of the "Regulations", enterprises with carbon emissions exceeding 26,000 tons/year in the power, petrochemical, chemical and other industries must gradually transfer from the local carbon market to the national carbon market. At present, all enterprises in the power generation industry in Tianjin City have transferred to the national carbon market.
For the Tianjin City carbon market, we will focus on three aspects of work in the future: First, in accordance with national deployment, transfer qualified enterprises in other industries in Tianjin City to the national carbon market, and continue to report carbon emissions, verify and promote payment and compliance. Second, we must improve and improve relevant management systems in accordance with the provisions of the "Regulations", strengthen supervision and management of local carbon markets, and continue to deepen the construction of local carbon markets. The third is to study and expand the local carbon market into the scope of industry enterprises, explore the introduction of carbon inclusive project emission reductions into local carbon markets to participate in emissions trading, and increase market trading entities and trading varieties.
