Build 100 benchmark factories by the end of 2025 and implement dynamic management

On December 12 last year, the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development, and the Ministry of Ecology and Environment issued the "Implementation Opinions on Promoting Synergistic Efficiency of Sewage Treatment Pollution Reduction and Carbon Reduction." It mentioned,"By 2025, the sewage treatment industry will make positive progress in pollution reduction and carbon reduction synergy, and the energy efficiency level and carbon reduction capabilities will continue to improve... 100 green and low-carbon benchmark plants for sewage treatment that efficiently recycle energy resources will be built."

This "Notice" further details the above requirements. The "Notice" proposes that by the end of 2025, 100 green and low-carbon benchmark plants for sewage treatment with efficient recycling of energy resources will be built by the method of "selecting a batch, newly renovated and renovated a batch", forming a replicable and replicable experience and promote synergy in reducing pollution and carbon in the sewage treatment industry.

Specifically, among the sewage treatment plants that have been built and operating well, a number of representative benchmark plants will be selected through comprehensive evaluation focusing on indicators such as water quality, energy conservation, carbon reduction, resource utilization, environmental friendliness, and system coordination; Benchmarking the relevant indicators and experience and practices of the selected benchmark plants, combined with investment within the central budget, large-scale equipment renewal and other work, encourage and support the construction, renovation and expansion of a number of sewage treatment plants and the simultaneous improvement of supporting pipe networks to improve the collection and treatment of domestic sewage. Efficiency, reduce energy consumption, material consumption and carbon dioxide emissions, and promote comprehensive recycling of energy resources.

At the same time, dynamic management of sewage treatment plants will be implemented. Carry out a review of the selected green and low-carbon benchmark plants, and organize acceptance of the newly renovated and expanded sewage treatment benchmark plant projects on schedule. If you can continue to play a leading role in demonstration, summarize and promote experience and practices; if you do not meet the benchmark requirements, adjust and withdraw in a timely manner. According to the operation of green and low-carbon benchmark plants, improve relevant standards and promote the continuous improvement of green and low-carbon levels in the sewage treatment industry.

The application requirements are clear, and the number of recommended selections in the eastern and central provinces shall not exceed 10.

The "Notice" requires that relevant departments in various localities should prepare application reports for participating in the green and low-carbon benchmark plants based on the actual operation of the sewage treatment plants to be evaluated, and attach basic data and supporting materials for the operation of sewage treatment plants in the past two years. The application report should include basic information on urban sewage treatment such as sewage treatment rate of sewage treatment plants, centralized sewage collection rate, sewage pipe network density, and current total sewage treatment scale, as well as its operation overview, construction effectiveness, demonstration benefits, sustainable development path, etc. content.

According to the "Notice", the sewage treatment plants applying for selection require a daily treatment capacity of more than 20000 cubic meters. The influent BOD concentration has reached more than 100 mg/liter in the past year or an increase of no less than 10 mg/liter in the past three years. The effluent water quality compliance rate and the harmless disposal rate of sludge have both reached 100%. The number of recommendations in all provinces (autonomous regions, municipalities) in the eastern and central regions shall not exceed 10, and the number of recommendations in other provinces (autonomous regions, municipalities) shall not exceed 6.

In terms of new/renovation/expansion projects, a new/renovation/expansion plan should be prepared, reviewed by the provincial Development and Reform Commission and the housing and urban and rural construction authorities, and recommended on the best, and the recommendation materials should be submitted to the National Development and Reform Commission. Recommended new reconstruction and expansion projects should be completed before the end of 2025. The number of recommendations in each province (autonomous region, municipality) shall not exceed 10, and the application time shall be followed up.

The National Development and Reform Commission will organize a review of new/renovation/expansion projects of green and low-carbon benchmark plants declared by various localities, and provide support to those that meet the requirements through special central budget investment for pollution control and ultra-long-term special treasury bonds. The new reconstruction and expansion projects submitted by the cities (counties) where the green and low-carbon benchmark factories have been rated will be appropriately tilted during the review.
