15 departments including the Ministry of Ecology and Environment jointly issued the "Implementation Plan on Establishing a Carbon Footprint Management System", which clarified the need to establish and improve a carbon footprint management system and issue carbon footprint accounting rules and standards for key products. Priority will be given to key products such as electricity, coal, and lithium batteries, and accounting rules and standards will be formulated and issued.

Six departments including the Development and Reform Commission of Jiangsu Province and the Provincial Market Supervision Bureau issued the "Implementation Opinions on the Construction of Product Carbon Footprint Management System in Jiangsu Province", proposing the entire chain to promote the standard construction, accounting, identification certification and application scenario development of products in Jiangsu Province. It is clear that we will take the lead in exploring and developing product carbon labeling certification in battery, photovoltaic, steel and other industries, and encourage qualified cities to explore and develop carbon labeling certification for specialty products such as wind power equipment, textiles, transmission and distribution equipment, and green building materials.

"In the product carbon footprint management system, carbon labeling certification is a key link from standard construction, data accounting to application scenario development. This year, we have identified 7 projects as carbon labeling certification innovation pilot projects in the province, involving a total of 7 key industrial chains in 5 regions, namely Nanjing City Steel Industry, Wuxi City Transmission and Distribution Equipment and Electric Two-Wheel Industry, Changzhou City Power Battery and Green Building Materials Industry, Nantong City Home Textile Industry and Yancheng City Photovoltaic Industry." According to the relevant person in charge of the Certification and Supervision Department of the Jiangsu Province Market Supervision Bureau, at present, the carbon footprint accounting standards (drafts) for key products in seven industries have been formulated. The carbon labeling certification of power battery products is the first batch of provincial-level quality certification innovation pilot projects in 2024. The group standard for quantifying the carbon footprint of lithium ion batteries for vehicles released this time is the first group standard completed and formulated, marking the construction of the carbon footprint management system in Jiangsu Province. Preliminary results have been achieved.

This standard fills the gap in the industry, can provide practical parameters and data for my country's industrial chain, provide a standard basis for the accounting and quantification of lithium ion batteries for vehicles, and also lay the foundation for future coordination and mutual recognition with the EU requirements.
