Strengthen overall planning and lay a solid foundation for law enforcement

Ganjingzi Branch attaches great importance to the management of greenhouse gas emission data, dispatches specialized personnel, establishes a special working group, formulates a law enforcement plan based on the annual work arrangement, clarifies methods and steps, sets completion time limits, and establishes a monthly summary and quarterly reporting system to ensure the effective implementation of the work; At the same time, experts are invited to give lectures, and through the combination of experience exchange and on-site learning, the knowledge reserve of front-line law enforcement personnel will be increased to help them further master carbon emission supervision and inspection methods.

Combine training and combat to improve the quality of law enforcement

In accordance with the requirements of "three-level linkage, contracting, and full participation" of law enforcement supervision, in the first half of the year, Ganjingzi Branch organized law enforcement personnel to carry out "physical examination" assistance and inspection on seven key emission units in the district through leadership assistance, inviting experts, and rotating student training. Through on-site inquiries, ledger review, report comparison and other means, it focused on verifying key links such as "mining, production, and transformation" of coal samples, coal consumption, power generation, and purchased electricity. Establish mechanisms to deepen law enforcement effectiveness

Include key emission units in the supervision list, carry out daily supervision and law enforcement inspections on them through "double randomization, one disclosure" and special tasks, and organize "look back" on discovered problems, guide enterprises to complete the rectification of four carbon emission annual report problems, all cancel accounts Clear; strengthen communication and guidance to enterprises, carry out policy publicity, interpretation and assistance guidance, consolidate the main responsibilities of enterprises, and regularly remind them to monitor, report and verify greenhouse gas emission data; Strengthen law enforcement collaboration with the District Development and Reform Bureau and other departments, establish information sharing, and promote the improvement of the carbon emissions trading market system with a long-term regulatory mechanism.
