In order to thoroughly implement the major strategic decisions of the CPC Central Committee and the State Council on carbon peaking and carbon neutrality, the "Shanghai Carbon Peak Implementation Plan" was issued and implemented, and all districts have also taken active actions to promote relevant work.
Recently, the Huangpu District Development and Reform Commission, the District Commission of Commerce and other 7 departments jointly issued the "Huangpu District Key Energy-using Units Carbon Peak Implementation Plan" (click "Read the original article" to view the full text), which is the city's first district-level related plan, which will guide and support key energy-using units to implement carbon peak actions, and effectively promote the carbon peak work in Huangpu District.
The plan proposes that by 2025, the energy and carbon emission management system of enterprises will be basically established, the unit energy consumption intensity will be reduced by more than 13.5% compared with 2020, the unit carbon dioxide emission intensity will be reduced by more than 14%, and some key energy-using units will take the lead in achieving carbon peak. By 2030, the green development energy level of key energy-using units will be comprehensively improved, the energy and carbon emission management systems of enterprises will be fully covered, and key energy-using units will be comprehensively promoted to achieve carbon peaking.
The plan points out that key energy-using units should fully integrate the requirements of carbon peak and carbon neutrality goals into the medium and long-term development plans of key energy-using units, and strengthen planning guidance. Strengthen the introduction of talents and team building, establish and improve the management system of energy conservation and carbon reduction, energy and carbon emissions. Actively adjust the stock structure, promote the upgrading of the industrial system to low-carbon and green, release ESG reports in a timely manner, and promote the green transformation of the industrial structure. We will dig deep into the potential of distributed photovoltaics, vigorously develop "photovoltaic +" application scenarios, actively participate in demonstration projects such as demand-side management and energy storage of national commercial buildings, purchase green electricity and green certificates, fulfill the responsibility of renewable energy consumption, and promote the low-carbon transformation of the energy structure.
The Plan clarifies the development path of carbon peaking for key energy-using units in six key areas. The first is to continue to carry out energy efficiency benchmarking and energy audits, improve energy efficiency, and promote the low-carbon development of public buildings by improving the overall energy efficiency of buildings. The second is to promote the low-carbon development of hotels and guesthouses by carrying out the renovation of envelope structures such as glass curtain wall film, replacing existing old chillers, and using high-efficiency and energy-saving maglev chillers. The third is to promote the use of energy-saving equipment such as energy-efficient kitchen exhaust systems, and use high-temperature flue gas waste heat to produce hot water, so as to promote the low-carbon development of the catering industry. Fourth, encourage retail enterprises to build environmentally friendly and sustainable stores, focus on the first and flagship stores of chain enterprises, build high-quality ecological demonstration stores, and promote the low-carbon development of commercial complexes. Fifth, encourage financial enterprises to create green data centers for their own data centers, promote the use of amorphous alloy transformers to replace old transformers, reduce no-load losses, and promote the low-carbon development of financial enterprises. Sixth, the use of appropriate air filters in the clean operating department, the implementation of dual cold source fresh air humidity control technology and independent temperature and humidity control scheme to maintain temperature and humidity stability, and promote the low-carbon development of medical institutions.
The plan proposes to build a green and low-carbon circular industrial system by promoting measures such as coordinated carbon reduction in the supply chain, promoting green and low-carbon production and operation by advocating green publicity activities and other behaviors, and developing green and low-carbon technologies by strengthening the application of green and low-carbon technological achievements.
The plan requires the district leading group for carbon peaking and carbon neutrality to comprehensively coordinate the work related to carbon peaking of key energy-using units, and guide and support the implementation of various tasks. Give full play to the role of special funds for energy conservation, emission reduction and carbon reduction in the district, and increase support for the implementation of energy-saving and carbon-reduction projects by key energy-using units.
