Recently, the Ministry of Ecology and Environment issued"Several Measures for the Ecological Environment Department to Further Promote the Development of the Private Economy"(hereinafter referred to as "Several Measures").
For a long time, the private economy has played an active role in stabilizing growth, promoting innovation, increasing employment, and improving people's livelihood. It has become an intrinsic element of my country's economic system and an important force in promoting sustained and healthy economic development. At the same time, the private economy has also made positive contributions in pollution reduction, energy conservation and carbon reduction, ecological protection, green transformation and upgrading, etc., and plays an important role in developing green and new quality productivity and promoting green, low-carbon and high-quality development.
The overall idea of "Several Measures" is to further optimize measures to facilitate enterprises, benefit enterprises and assist enterprises through reform and innovation on the basis of existing work, actively respond to the concerns and practical problems in the ecological and environmental field reflected by private enterprises, and enhance the green development capabilities and willingness of private enterprises., strengthen technical, financial and policy support for the green development of the private economy, and continue to optimize the development environment of the private economy. Guide and encourage private enterprises to play a greater important role in building a beautiful China and high-quality development.
Key tasks have been deployed around four aspects
The introduction of "Several Measures" aims to implement a series of new arrangements made by the Party Central Committee and the State Council on promoting the development and growth of the private economy, further guide the ecological and environmental departments to better support and serve the development of the private economy, and give full play to the role of private enterprises in promoting green, low-carbon and high-quality development. It plays an important role in creating new momentum and new advantages for the development of the private economy with high-level protection of the ecological environment.
"Several Measures" focus on four aspects and deploy key tasks.
The first is to support green development. Accelerate the formulation and revision of pollutant emission standards, improve the carbon emission accounting of enterprises in key industries, project carbon emission reduction accounting standards and technical specifications, establish a product carbon footprint management system, and guide enterprises to develop green and low-carbon. Increase the supply of environmental governance services, promote large-scale recycling and recycling, and support enterprises to improve the level of recycling of waste resources. Support the development of environmental protection industries, guide environmental protection enterprises to extend and expand service scope and service areas, and promote the integrated development of ecological and environmental protection industries, energy conservation industries, resource recycling industries, and low-carbon industries.
The second is to optimize environmental access. Improve the level of administrative approval services, and implement the first-inquiry responsibility system and the one-time notification service system for problems encountered in enterprise investment and construction projects. Continue to implement the "three ledgers" and green channel mechanism for environmental impact assessment approval, and open up green channels for major private investment projects that meet ecological and environmental protection requirements. For construction projects that meet the requirements, under the principle of enterprise voluntariness, explore the implementation of "integration of approval" between environmental assessment and pollution discharge permits. Strengthen policy guidance on investment in construction projects. If the same construction project invested by an enterprise involves multiple administrative licensing matters in the ecological environment, it is necessary to strengthen the connection of administrative licensing matters.
The third is to optimize environmental law enforcement. Implement positive list management for ecological and environmental supervision and law enforcement, and disturb law-abiding enterprises with everything. Continue to standardize enterprise-related charges and fines, regularly clean up and standardize enterprise-related charges in the ecological and environmental fields, do a good job in standardizing operating service charges and intermediary service charges, promote the governance of disguised charges, low quality and high prices, and effectively reduce the operating burden of enterprises. It is strictly prohibited to "one size fits all" in the field of ecological environment, coordinate people's livelihood security and emergency emission reduction, and implement hierarchical and differentiated management and control of performance.
The fourth is to increase policy support. Strengthen fiscal and financial support, develop green finance, and promote model innovation such as eco-environment-oriented development (EOD). Support participation in environmental rights trading, encourage enterprises to independently and voluntarily develop greenhouse gas emission reduction projects, and participate in national carbon emission rights and national voluntary greenhouse gas emission reduction trading market transactions. Support excellence and pilot demonstrations, encourage private enterprises to create A-level enterprises with environmental performance, and implement relevant incentive policies. Establish a display platform for typical cases of green development and guide various market entities to contribute to building a beautiful China pioneer area.
Innovative measures to solve key issues that restrict the green development of private enterprises
According to the relevant person in charge of the Comprehensive Department of the Ministry of Ecology and Environment, in order to solve key issues that restrict the green development of private enterprises and optimize the policy environment for the development of private enterprises,"Several Measures" have been deployed in various fields such as environmental access, information filling, and credit evaluation. A number of new measures have been taken.
In terms of deepening the reform of EIA, it is proposed to promote classified management of EIA in an orderly manner, standardize the preparation of EIA documents, and pilot intelligent auxiliary approval, and optimize hierarchical management of EIA approval; Promote the coordinated connection between environmental impact assessment and pollution discharge permits. For construction projects with relatively single processes, small environmental impact, and short construction periods, after going through environmental impact assessment approval procedures as required, new product varieties will be added but the production process, main raw and auxiliary materials, and main fuels have not changed. If there are no changes, the types of pollutants and emissions do not increase, and if no major changes are involved, there is no need to re-apply for the environmental assessment and will be directly included in the management of pollution discharge permits.
In terms of optimizing the management of total indicators, it is proposed that on the basis of strict implementation of various pollution prevention and control measures, the individual new annual emissions of nitrogen oxides, chemical oxygen demand, and volatile organic pollutants will be less than 0.1 tons, and ammonia nitrogen will be less than 0.01 tons. Construction projects with tons are exempted from submitting source descriptions of total indicators, and the local ecological environment department will coordinate the replacement sources of total indicators and incorporate them into ledger management.
In terms of reducing the number of enterprises filling in forms, it is proposed to make full use of existing data on environmental statistics, pollution discharge permits, environmental assessment approval and other system platforms, establish a data sharing mechanism, realize data interconnection, simplify report filling, promote "multiple tables in one", and explore "at most" Report once "; encourage provincial ecological environment departments to carry out pilot measures such as enterprise-related report filling and burden reduction reform.
In terms of standardizing credit evaluation, it is proposed to reasonably define the evaluation objects, insist on equal punishment, and clarify the boundary conditions for the application of evaluation results; promote the non-inclusion of penalty information in accordance with the law and ecological environment administrative penalty decisions before a certain period of time, and not include them in the scope of environmental protection credit information; Promote environmental protection credit commitment system; improve the enterprise environmental protection credit repair system, improve the credit repair mechanism, guide enterprises to "correct errors and resurrect", and help enterprises to "repair everything they should repair".
In other respects, the "Several Measures" also propose innovative measures such as supporting large-scale equipment renewal, strengthening scientific and technological support for the ecological environment, strengthening policy guidance for construction project investment, and strengthening fiscal and financial support.
The "Several Measures" proposes three safeguard measures: first, improve the working mechanism and improve the working mechanism for the ecological and environmental departments in the region to promote the development of the private economy; and smooth channels for private enterprises to complain and report, report problems, and express their demands. For outstanding common ecological and environmental issues reported by private enterprises, we must respond quickly and promptly handle them. The second is to strengthen the quality management of the formulation and revision of mandatory standards such as emission standards, formulate implementation plans before the release of standards, and reserve enough time for enterprises; strengthen publicity, interpretation and training of ecological and environmental regulations, standards, policies, etc., to stimulate the endogenous motivation of enterprises for green development. The third is to strengthen the excavation and summary of advanced models of private enterprises in protecting the ecological environment; actively respond to the concerns of small, medium and micro enterprises, and take multiple measures to relieve difficulties for enterprises. Continue to strengthen public opinion guidance and create a strong atmosphere to support the green and healthy development of private enterprises.
