Recently, Haiyan Branch of the Ecological Environment Bureau of Jiaxing City, Zhejiang Province (hereinafter referred to as Haiyan Branch) organized and compiled the "Carbon Inclusive Methodology for Using Fruit and Vegetable Wastes to Replace Carbon Source of Sewage Treatment Plants"(hereinafter referred to as the Carbon Source Methodology) and "Carbon Inclusive Methodology for Nuclear Energy Central Heating in Haiyan County"(hereinafter referred to as the Nuclear Energy Heating Methodology), successfully passed the expert review organized by the Jiaxing City Carbon Inclusive Trading Pilot Construction Work Leading Group, achieving a breakthrough in Haiyan County's carbon inclusiveness methodology from zero to one, making the county's "double carbon" work a solid step.
As an important supplement to the national mandatory carbon market and the voluntary emission reduction market, the carbon inclusive market is a vivid epitome of bold innovation and pioneering efforts at different levels of governments, industries and enterprises. The development of a carbon inclusive methodology aims to quantify and record the emission reduction behaviors of enterprises and the public through scientific accounting methods and incentive mechanisms, and realize their value through consumption channels such as transaction monetization, policy support, and shopping mall incentives., is an innovative voluntary emission reduction mechanism.
The energy sector is a "big carbon emitter". To achieve the "double carbon" goal, the energy industry shoulders important tasks. The two methodologies applied by Haiyan Branch are prepared in accordance with the relevant requirements of the "Guidelines for the Development of Carbon Inclusive Methodology in Jiaxing City (Trial)." The carbon source methodology is suitable for Jiaxing City to use fruit and vegetable waste to replace the carbon source of sewage treatment plants. By changing the treatment process, fruit and vegetable waste is used to replace the original fossil fuel-derived carbon source, thereby reducing greenhouse gas emissions. Nuclear energy heating methodology is suitable for project activities that use nuclear energy as a heat source to provide central heating to residential buildings and public buildings, replacing traditional heating methods that consume natural gas or electricity, thereby achieving greenhouse gas emission reduction.
In the next step, Haiyan Branch will rely on the Jiaxing City Carbon Inclusive Platform, focus on key areas such as energy, agriculture, and transportation, and develop a number of scientific, applicable and reasonable carbon inclusive methodologies. Coordinate and promote the construction of the county's carbon inclusive trading system, use carbon inclusive trading to guide and mobilize the enthusiasm of the whole society to practice green and low-carbon, promote comprehensive green and low-carbon development of the economy and society, and contribute more "Haiyan experience" to the construction of the province's carbon inclusive system.
