Recently, the Shaanxi Provincial Department of Industry and Information Technology, the Shaanxi Provincial Development and Reform Commission and other four units jointly issued the "Shaanxi Province Building Materials Industry Carbon Peak Implementation Plan" (hereinafter referred to as the "Plan"), proposing to establish a green, low-carbon and circular development industrial system during the "15th Five-Year Plan" period.
The plan mentions that during the "14th Five-Year Plan" period, the structure of building materials industry and energy consumption in Shaanxi Province will be significantly optimized, and the unit energy consumption and carbon emission intensity of key products such as cement, glass and ceramics will continue to decline; by 2025, the comprehensive energy consumption per unit product of cement clinker will drop by more than 3%; the production capacity of cement clinker, flat glass and building ceramics industries will all reach the energy efficiency benchmark level and the proportion of production capacity above the energy efficiency benchmark level will exceed 30%. During the "15th Five-Year Plan" period, the industrialization of green and low-carbon key technologies in the building materials industry has achieved a major breakthrough, the level of raw material substitution has been greatly improved, the proportion of clean energy application has been greatly increased, and an industrial system for the green, low-carbon and circular development of the building materials industry has been established. Ensure that the building materials industry achieves carbon peak before 2030.
The "plan" makes it clear that the key tasks are to optimize the layout of production capacity and promote industrial upgrading; resolutely curb the blind development of high-energy-consumption, high-emission and low-level projects, and prevent the disorderly expansion of production capacity in cement clinker, flat glass, ceramic bricks and sanitary ceramics industries; encourage leading enterprises in the industry to carry out resource integration and mergers and acquisitions, optimize the allocation of production resources and the spatial layout of the industry; rationally implement off-peak production; expand the new building materials industry and promote cement enterprises to actively develop concrete building parts, Cultivate and expand new building materials industries such as high-performance fibers and composite materials, advanced ceramic materials, graphite and carbon-based materials, special cement, special (technical) glass, new wall materials and prefabricated building parts, and promote the green and low-carbon development of the whole industry; and encourage the construction of green building materials recycling industrial parks.
The "plan" requires that the use of carbonate materials be reduced, the level of solid waste utilization should be improved, the use of building materials products should be reduced, the use of alternative fuels should be strengthened, the application of clean and green energy should be accelerated, the level of energy efficiency should be comprehensively improved, the research and development of major key low-carbon technologies should be accelerated, the application of energy-saving and carbon-reducing technologies and equipment should be accelerated, the digital and intelligent transformation should be accelerated, the green manufacturing system should be improved, cleaner production should be fully implemented, the green and low-carbon building materials product system should be built, and the promotion of green building materials should be accelerated.
It is understood that the release of the "plan" will help promote the high-end, intelligent, green and integrated development of the building materials industry, enhance the resilience of the industrial chain and supply chain, and ensure that carbon peaking is achieved as scheduled.
