Zhu Hao, deputy director of the Environmental Development Center of the Ministry of Ecology and Environment, said at the China Carbon Market Conference 2024 sub-forum titled "Accelerating the Development of the National Carbon Emissions Trading Market and Solidly Promoting Green and Low-Carbon Transformation" that in the past two years, 273 key emission units have carried out supervision and assistance and found that the quality management of carbon emission data has achieved remarkable results, and the number of authenticity and accuracy issues has dropped significantly.

Zhu Hao said that the supervision means of blending units are insufficient. How to scientifically and reasonably determine the blending proportion and effectively supervise the relevant parameters of blending materials has always been a difficult point in supervision. The verification, calibration, and maintenance of key monitoring and measuring equipment are not in place. The standardization and accuracy of the verification, calibration and maintenance of measuring equipment such as belt weighers, coal feeders, and weighbridges are also prominent issues in the quality management of carbon data by current control and emission enterprises. It is necessary to coordinate with relevant competent departments, strengthen standards, and regularly supervise and assess. Moreover, technical service agencies are mixed, and some verification agencies have problems such as insufficient capabilities, uneven personnel levels, inadequate performance of work, and short investment time.

Zhu Hao said that in the next step, we will continue to reduce the space for data fraud through supporting systems, standardize and build and improve the national carbon market management platform, clarify the regulatory responsibilities of relevant departments, and have "zero tolerance" for fraud discovered in the carbon market.
