Promote the sub-center of the city to carry out ESG innovation and development pilots

With the approval of the State Council, the National Development and Reform Commission and the Beijing Municipal People's Government jointly issued the Implementation Plan for the Construction of a National Green Development Demonstration Zone in Beijing Urban Sub-center (hereinafter referred to as the "Plan"). Zhou Hao, a member of the Party Leadership Group of the Beijing Municipal Development and Reform Commission and deputy director of the Beijing-Tianjin-Hebei Coordination Office, said that the next step will be to do a good job in implementation and accelerate the agglomeration of green innovation elements.

At present, the Municipal Development and Reform Commission is actively striving for the national green technology trading platform to land in the sub-center of the city, and accelerate the construction of the Beijing Green Exchange into a national green exchange facing the world. Combined with the implementation of the "Plan", it will also promote the construction of upgrading and transformation projects such as Zhangjiawan Design Town and Taihu Book City with high quality, focus on supporting green technology and industrial incubation, and enhance the carrying capacity of green industry agglomeration and transformation of technological achievements in the sub-center.

At the same time, it will cultivate new drivers of green economic growth. The Municipal Development and Reform Commission is studying and formulating a series of policies and measures to promote the development of Beijing's green economy and promote the high-quality development of the environmental and social governance (ESG) system. The next step will be to focus on supporting the development of green industries such as green finance and professional services in the sub-center of the city. It will also promote the sub-center of the city to carry out ESG innovation and development pilots, and explore the establishment of an ESG investment and financing system. Continue to promote the integrated development of green industries in Tongzhou District and the three northern counties.

Promote institutional reform on a pilot basis. The Municipal Development and Reform Commission will actively seek the guidance and support of the National Development and Reform Commission and other ministries and commissions, take the lead in the sub-center of the city, and promote the reform and innovation of the green development system in an orderly manner. Improve the project energy-saving review system, take the lead in carrying out a pilot project for comprehensive evaluation of energy consumption and carbon emissions of fixed asset investment projects in the sub-center of the city, and promote energy conservation and carbon reduction from the source. Support urban sub-centers to accelerate the research and formulation of policy mechanisms such as external transfer, green power transmission, distribution, consumption accounting, and ecological product value realization.

Carry out a pilot project of "zero-carbon community" of smart microgrid

The Municipal Development and Reform Commission will also strengthen the guidance of major projects. Strengthen the overall planning of the municipal government's fixed asset investment, and fully support the construction of major green projects in the sub-center of the city.

In terms of green buildings, on the basis of promoting the completion and opening of a number of landmark green building projects such as the "three major cultural buildings" and the planning exhibition hall in the sub-center of the city, we will strengthen the preliminary evaluation, demonstration and guidance of the project, continue to promote the construction of projects in key areas such as schools, hospitals, cultural and sports venues, and strictly implement the three-star green building standards for new public buildings.

In terms of green transportation, we will accelerate the construction of a comprehensive transportation system with rail transit as the backbone, and promote the overall upgrading project of the suburban railway sub-center line, as well as the construction of comprehensive transportation hub projects such as Beijing sub-center station and Universal Studios North. Support the expansion of the high-level autonomous driving demonstration area 3.0, and promote the integrated infrastructure construction of the "vehicle-road-cloud-network map" in the sub-center of the city. Implement the demonstration section of the pedestrian and bicycle system in the sub-center of the city to create a good green travel environment.

In terms of green energy, on the basis of supporting the sub-center of the city to formulate and implement the country's first local standard for new power system, we will promote the construction of a new power system experimental base in the national green development demonstration zone, carry out the pilot of "zero-carbon community" of smart microgrid, vigorously promote the application of renewable energy, and take the sub-center of the city as a pilot demonstration area for green and low-carbon energy transformation.

In terms of green ecology, we will vigorously promote the construction of large-scale greening projects in the sub-center of the city to help create a blue-green intertwined forest space. Combined with the renovation project of the Sixth Ring Road, the construction of the High Line Park project will be promoted, and the key functional areas in the north and south of the sub-center of the city will be connected with beautiful forests, so as to effectively "stitch" the east and west urban spaces of the sub-center of the city and create a vibrant green corridor. Implement the concept of ecological river governance, promote the project of reducing temperature and tide of the river, build a solid flood control and drainage system of Tongzhou Weir, and help improve the water ecological environment.
