Illegal and criminal acts of falsifying pollution source monitoring data include key pollutant discharge units and units that implement key management of pollutant discharge permits to tamper with, forge automatic monitoring data or interfere with automatic monitoring facilities, evade supervision, etc. to discharge pollutants; damage or move without authorization, or change pollutant emissions Automatic monitoring equipment or auxiliary facilities, etc.

According to the relevant person in charge of the Daqing City Ecological Environment Bureau, the leading department of the "two dozen", at present, special rectification of fraud by third-party environmental protection service agencies is also being carried out simultaneously. It is reported that the special action will last until the end of the year. The Daqing City Ecological Environment Bureau, the Market Supervision Bureau, the Public Security Bureau, the People's Procuratorate, and the Intermediate People's Court will form a linkage mechanism to severely punish relevant illegal and criminal acts in accordance with the law with a "zero tolerance" attitude, and severely punish third-party service agencies, driven by interests, actively or passively help pollutant discharge companies "muddle through" in areas such as environmental assessment reports, carbon emission data, monitoring data, acceptance and other fields, to effectively prevent and control environmental risks.
