Forests are the main body of the terrestrial ecosystem and a large natural carbon pool. In recent years, my country has continued to promote land greening, and the forest area has increased to 3.465 billion acres. Although my country has a large forest area, the tree age structure is not reasonable, and there is still much room for improvement in the overall quality of the forest. Faced with the "double carbon" strategic goal, we must continue to improve forest quality and "increase sinks" to the forest carbon pool.

Strengthen forestry scientific and technological innovation. To improve forest quality, scientific and technological innovation is the key support. Basic research should be carried out around the mechanism of forest carbon sequestration, carbon sink formation and regulation mechanisms, and carbon sink accounting methodologies to enhance the original innovation capabilities of forestry. Carry out technical research in areas such as forest resource protection and forestry response to climate change, and break through a number of key technical bottlenecks. Strengthen research on carbon sink forest germplasm, select a number of new forest varieties with fast growth and high yield, strong stress resistance, and good carbon sink functions, and continuously increase the utilization rate of improved afforestation varieties. Relying on digital innovative technology to promptly and accurately warn and monitor forest fires, pests and diseases, etc., we can improve forestry operations and management. Promote the application research and development of Beidou, big data, cloud computing and other technologies, establish an integrated monitoring system for sky, ground, and improve carbon sink measurement and monitoring capabilities. Implement the forestry science and technology talent training plan, improve the talent selection mechanism, and create a group of forestry strategic scientists, leading talents, top young and middle-aged talents, and grassroots forestry science and technology backbones, so as to consolidate talent support for high-quality development of forestry.

Promote the transformation and upgrading of forestry. It is necessary to build a forestry digital platform,"connect" forestry production factors through artificial intelligence, Internet of Things, blockchain and other technologies, analyze and utilize forestry management data, form a scientific and effective forestry industry decision-making mechanism, and continuously improve forestry total factor productivity. Promote scientific and rational harvesting, utilization and renewal, optimize forest age, composition and spatial structure, and make room for carbon absorption and carbon storage for new forest growth. Improve the level of processing, use and recycling of wood, effectively extend the carbon storage time of wood products and reduce decomposition and release. Promote the intelligence and greening of enterprises in the forestry industry chain, and strengthen the "double control" management of total energy consumption and intensity. Use information technology and digital means to empower the development and trading of "carbon sink forest" projects and expand the path to realize the value of forest ecological products. Promote the cross-border integration of forestry with emerging industries and future industries, and cultivate new business formats such as climate-smart forestry, forestry bio-industry, forestry ecological service industry, and forestry cultural industry.

Continue to deepen forestry reform. It is necessary to continue to deepen the reform of the collective forest rights system and continuously establish and improve the operating mechanism for the separation of "three rights" in collective forest land. Accelerate the standardization construction of new forestry business entities such as cooperatives, family forest farms, and joint-stock forest farms, cultivate and expand a number of new forestry business entities, and support small farmers to jointly operate through various forms. Support all localities to explore incentive mechanisms for the distribution of operating income in state-owned forest farms according to local conditions, and encourage state-owned forest farms to carry out joint operations with rural collective economic organizations and farmers through cooperation, trusteeship, leasing, etc. Guide all types of enterprises to participate in forestry operations through leasing, shareholding, cooperation, etc., and establish and improve the mechanism of linking farmers and leading farmers. Support the development and trading of forestry carbon sink projects that meet the requirements of the domestic carbon market, and establish and improve forest ecological protection compensation mechanisms that can reflect the value of carbon sinks. Encourage the exploration of a forest ticket operation mechanism to quantify the conversion of forest rights assets into capital, and enhance the attractiveness of forest resource assets to social capital.
