In order to implement the "Interim Regulations on the Administration of Carbon Emission Trading" (hereinafter referred to as the "Regulations"), do a good job in the quality management of carbon emission data, and improve the awareness of responsibility of ecological and environmental management departments, enterprises in key industries and the ability of carbon emission data quality management, on April 29, the Provincial Department of Ecology and Environment organized a video training meeting on the publicity and implementation of the "Regulations" and the quality management of carbon emission data in key industries such as power generation.

The meeting pointed out that the construction of the carbon market is an important starting point to achieve the "double carbon" goal, the management of carbon emission data is the cornerstone of carbon emission trading, the accuracy of the data directly determines the fairness of the transaction, the State Council issued in January "Regulations" to standardize and consolidate the key management system of the carbon market, the list of key emitting enterprises to determine, emission management, verification, information disclosure, supervision and management, The key work content and process of data quality management, such as punishment for violations of laws and regulations, are clearly stipulated, pointing out the direction for the construction of the carbon market.

The meeting required that ecological management departments and enterprises at all levels should deeply study the "Regulations" and the industry verification and accounting guidelines, focus on the important work content and requirements specified in the "Regulations", understand the key parameters of the industry verification and accounting guidelines and the key points of accounting and verification, and coordinate the quality management of carbon emission data. Enterprises in power generation and other industries should put in place the responsibilities stipulated in the "Regulations", be responsible for the authenticity and accuracy of carbon emission data, and plan the performance of the relevant work in advance. Ecological and environmental departments at all levels shall, in accordance with the requirements of the construction of an ecological and environmental protection iron army, firmly establish a sense of purpose, have the courage to take responsibility, take the initiative, explore and enrich the quality management methods of carbon emission data, do a good job in the management of carbon emission data in Liaoning Province, build the carbon emission trading market in Liaoning Province into a fair and just market, and promote the green and high-quality development of Liaoning.

Experts from the Climate Center of the Ministry of Ecology and Environment were invited to interpret the Regulations in detail, and experts from authoritative institutions such as the China Quality Certification Center were invited to explain the work requirements and common problems related to accounting and reporting in key industries such as power generation. All the staff of the Provincial Department of Ecology and Environment Response to Climate Change and Monitoring, relevant personnel of the Law Enforcement Bureau, the Provincial Science and Technology Center and some consulting institutions attended the meeting at the main venue, the responsible comrades of the Municipal Ecological Environment Bureau, the responsible comrades of the business department (section) office, the power generation industry and other enterprises and related staff, and the relevant staff of technical support units and service agencies A total of 379 people participated in the training at the branch venue.
