Aiming at reducing energy consumption and accelerating renewal and transformation

Since the beginning of this year, the campaign to promote large-scale equipment updates and trade-in consumer goods has continued to achieve new results. The "Several Measures to Increase Support Large-scale Equipment Updates and Trade-in Consumer Goods" released in July proposed to expand the scope of support for equipment updates to key industries. Energy-saving and carbon-reduction transformation, intensified support for large-scale equipment updates, and strong support for energy-saving and carbon-reduction actions to a new level.

Key industries have huge potential for energy conservation and carbon reduction transformation. my country is a major manufacturing country. The scale of manufacturing has ranked first in the world for 14 consecutive years. The added value of manufacturing accounts for about 30% of the world's total. The number of machinery and equipment in possession of many types ranks first in the world. According to calculations by relevant agencies, the current net asset value of equipment in the whole society is about 40 trillion yuan. With the deepening of new industrialization and new urbanization, there is an increasing demand for advanced equipment. In key fields such as industry, construction, transportation, and energy, we will promote the renovation and transformation of high-energy-consuming and high-emission equipment such as boilers, motors, steam turbines, transformers, heat exchangers, pumps, compressors, and lighting, which will benefit both enterprises and the people, and will release huge market potential.

Promoting energy conservation and carbon reduction transformation in key industries will help cultivate and develop new productive forces. New-quality productivity itself is green productivity. Promoting the "two new" work and driven by improving technology, energy consumption, emission and other standards will promote industrial upgrading and develop new-quality productivity. According to preliminary estimates, there are more than 500 energy-using equipment renewal projects supported by ultra-long-term special treasury bonds this year, with a total investment of more than 50 billion yuan. After the implementation of relevant projects, it is estimated that approximately 3 million tons of standard coal will be saved every year and approximately 8 million tons of carbon dioxide emissions will be reduced. This will effectively promote the upgrading of a number of energy-using equipment, accelerate the promotion of advanced technologies for energy conservation and carbon reduction, promote the greening of the industry, and achieve green transformation of development methods.

Traditional industries are the foundation of my country's industry. There are a large number of energy-using enterprises and a wide range of coverage, and there is huge room for energy conservation and efficiency improvement. To promote large-scale equipment renewal in traditional industries, the focus is to adapt to the inherent requirements of green and low-carbon, and guide traditional industries to accelerate energy conservation, carbon reduction, transformation and upgrading through the renewal, transformation and recycling of high-energy-consuming and high-emission equipment.

On the one hand, promote the application of energy-saving and environmentally friendly green equipment in key energy-using industries and key links. For example, the steel industry has accelerated the ultra-low emission transformation of existing blast furnaces, converters, electric furnaces and other entire processes; the building materials industry has transformed and upgraded related equipment and technologies such as raw material preparation, kiln control, grinding and crushing; the non-ferrous metals industry has accelerated the efficient and stable aluminum electrolysis., green and environmentally friendly copper smelting, recycled metal smelting and other green and efficient environmentally friendly equipment has been updated, and key light industry industries such as home appliances have accelerated the renewal of second-level and above energy-efficient equipment. Implement energy-saving and carbon-reduction renovations and upgrades according to local conditions in different industries and fields.

On the other hand, we will promote the renewal and upgrading of key energy-using equipment in the whole society. Focusing on improving energy efficiency levels, we will promote the upgrading of key energy-using equipment such as boilers, motors, transformers, refrigeration and heating air compressors, heat exchangers, and pumps in various fields such as industry, and promote the application of energy-saving equipment of secondary and above. It is worth noting that the National Development and Reform Commission regards the energy-saving effect of project implementation as an important criterion for screening projects, and includes projects that save more than 500,000 kilowatt-hours of electricity per year after equipment transformation or more than 150 tons of standard coal per year, so as to benefit more small and medium-sized enterprises.

To support the renewal and transformation of high-energy-consuming and high-emission equipment, we must pay equal attention to both incentive and restraint measures. It is necessary not only to strictly implement laws and regulations and speed up the elimination of backward equipment, but also to improve fiscal, taxation, financial and other policies, strive to reduce the investment costs of enterprise equipment renewal, and form a long-term mechanism for the renewal and transformation of high-energy-consuming and high-emission equipment. Only in this way can we not only promote energy conservation and carbon reduction, but also improve the green and low-carbon level of the industrial and supply chains, and promote the continuous development and leap of productivity.
