The Central Committee of the Communist Party of China and the State Council recently issued the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development" to systematically plan the layout for green development. Based on the actual development of the region, the "Opinions" propose to "create a growth pole and power source for green, low-carbon and high-quality development", pointing out the path for green transformation. We must actively seek focus points, breakthrough points and growth points, give full play to the empowerment, radiation and synergy of the first-mover regions, and drive comprehensive economic and social transformation.
Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area and other places have a high level of economic development, low-carbon resource endowments and industrial base rank among the top in the country, and have outstanding performance in "double carbon" policies, capacity building and guarantees. Green and low-carbon development has strong advantages. Whether in terms of economic size or carbon emissions, these regions play a "locomotive" role in green and low-carbon transformation and high-quality development. They can explore first and take the lead in building a green development highland.
These regions have a good industrial foundation, and green and low-carbon industries such as energy conservation and environmental protection, and new energy vehicles are relatively concentrated. We must continue to make the accumulated advantages bigger and stronger, and give full play to economies of scale and radiation. Data shows that in the 10 years since Shenzhen's carbon emissions trading market was in operation, the cumulative transaction volume has exceeded 100 million tons, and the transaction volume has exceeded 2.3 billion yuan. The average annual flow rate of the carbon market has ranked first in the country for many consecutive years. Making full use of these advantages and foundations, continuing to expand and strengthen green and low-carbon industries, and further accelerating the construction of green and low-carbon industrial clusters will bring strong impetus to green development.
These regions should take the lead in new technologies and new industries, promote the green transformation of economic development methods, and set a good example for other regions. Emerging industries are an important force leading future development and high-quality development. They are adapting to the requirements of the times such as innovation-driven, digital empowerment, low-carbon and green, and are showing strong vitality and broad market space. At present, many places have begun to accelerate the layout of emerging industries and future industries. Guangdong is working hard to build a low-altitude economic and industrial pattern with three cores in Guangzhou, Shenzhen, and Zhuhai linked, supported at multiple points, and developed in a piece; Beijing, Tianjin and Hebei have laid out intelligent computing power centers, using evaporative refrigeration, inter-train air conditioning, artificial intelligence power control model algorithms, etc. New technologies improve operational efficiency and significantly save electricity consumption.

The Yangtze River Delta, Beijing-Tianjin-Hebei and other places are rich in scientific and educational resources, and many university scientific research institutions can provide intellectual support. At the same time, there are also many leading companies with strong innovation capabilities in the market, which can better carry out innovation and drive the green and low-carbon development of the industrial chain. We should make full use of the advantages of innovative resources, continue to increase the cultivation and support of green and low-carbon innovative technologies, accelerate the transformation of the economic structure to green and low-carbon, enhance the "gold content" and "green content" of economic development, and reduce the "carbon content". At the same time, it is necessary to promote the widespread application of artificial intelligence, big data, cloud computing and other technologies in power systems, industrial and agricultural production, transportation and other fields, and use digital technology to empower green transformation.
The green development highland will ultimately provide useful experience for the national economic and social green and low-carbon transformation and stimulate the endogenous motivation of green and low-carbon transformation.
