The evaluation plan for the effectiveness of the climate investment and financing pilot project was released

In order to guide the local practice of climate investment and financing to form a positive interaction with the top-level design, and give full play to the role of evaluation in guiding and promoting the construction of climate investment and financing pilots, the Ministry of Ecology and Environment and other nine departments recently jointly issued the "Climate Investment and Financing Pilot Effectiveness Evaluation Plan" (hereinafter referred to as the "Plan"), requiring relevant departments to evaluate the places where the pilot projects are announced in accordance with the "Plan".

Our reporter learned that the Ministry of Ecology and Environment issued the "Notice on Carrying out Climate Investment and Financing Pilot Work" in 2021 with nine departments, and then announced the list of climate investment and financing pilots in 2022. Jinpu New Area, Pudong New Area, Shanghai, Lishui City, Zhejiang Province, Chuzhou City, Anhui Province, Sanming City, Fujian Province, West Coast New Area, Shandong Province, Xinyang City, Henan Province, Wuchang District, Wuhan City, Hubei Province, Xiangtan City, Hunan Province, Nansha New Area, Guangdong Province, Futian District, Shenzhen City, Liuzhou City, Guangxi Zhuang Autonomous Region, Chongqing Liangjiang New Area, Sichuan Tianfu New Area, Shaanxi Province, Xixian New Area, Gansu Province, etc.

It is reported that the quantitative evaluation method combining qualitative and quantitative measures is adopted, and the evaluation system of the pilot effectiveness of climate investment and financing includes five types of first-level evaluation indicators: regional green, low-carbon and high-quality development, climate investment and financing development, climate investment and financing system and mechanism, climate investment and financing capacity building, and climate investment and financing characteristic innovation. In accordance with the principle of highlighting key points and data availability, 21 secondary indicators were classified and refined.

Among them, the regional green, low-carbon and high-quality development includes six indicators: carbon emission intensity control, fossil energy consumption intensity control, energy structure optimization, green building development, low-carbon transportation development, and annual economic loss of climate disasters; Three indicators are formulated for policy development, three indicators are included in climate investment and financing capacity building, including pilot self-assessment, carbon emission accounting and disclosure, and capacity building activities, and five indicators are included in climate investment and financing characteristic innovation: collaborative innovation, model innovation, product and tool innovation, management mechanism innovation, intellectual support, and talent team construction innovation.

According to the "Plan", the score will be scored according to the implementation of the tasks in the pilot areas, with a full score of 100 points. The evaluation results are divided into four grades, with a score of 90 and above being excellent, 80 (inclusive) - 90 being good, 60 (inclusive) - 80 being qualified, and 60 or less being unqualified. The "Plan" points out that the evaluation results focus on guiding the pilot areas to implement and promote relevant work, and are not used as the content of the government's performance evaluation.
