A few days ago, the Shaanxi Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, and the Provincial Department of Ecology and Environment jointly issued the "Shaanxi Provincial Non-ferrous Metals Industry Carbon Peak Implementation Plan", which focuses on promoting energy conservation and carbon reduction in the whole industrial chain, promoting resource recycling, strengthening technology research and development and application, and strengthening the construction of green manufacturing system, and promotes the high-end, intelligent and green development of the industry.

The plan requires that the concept of carbon emission reduction in the whole process and the whole process be strengthened, the key links of smelting and production of aluminum, zinc, magnesium and other products with high energy consumption and high carbon emissions should be closely monitored, and the national and industry access standards should be benchmarked, and the non-ferrous metal smelting capacity and energy consumption and carbon emission increment in Shaanxi should be reasonably controlled, so as to promote the improvement of energy efficiency and carbon emission reduction in the whole industry; Equipment innovation and breakthroughs, enhance the supply of key common technologies, actively promote the application of new products, new processes, new equipment, and promote the comprehensive upgrading of the non-ferrous metal industry.

During the "14th Five-Year Plan" period, Shaanxi's non-ferrous metal industry structure and energy consumption structure have been significantly optimized, important progress has been made in the promotion and application of green and low-carbon technologies in the production of non-ferrous metal products, the energy consumption and carbon emission intensity of key varieties such as electrolytic aluminum, magnesium and zinc have been further reduced, the supply of recycled metals has accounted for more than 24%, the proportion of production capacity above the benchmark level of lead and zinc smelting has exceeded 30%, and the production capacity below the energy efficiency benchmark level of the three industries of aluminum, lead and zinc has been basically cleared. During the "15th Five-Year Plan" period, the energy consumption structure of Shaanxi's non-ferrous metal industry will be greatly improved, the energy consumption of key varieties will reach the international advanced level, the proportion of recycled metal supply will continue to increase, the industry's low-carbon technology research and development and application will achieve major breakthroughs, the industrial system of green, low-carbon and circular development will be basically established, the industrial layout will be more reasonable, and the industrial structure will be significantly optimized to ensure that the non-ferrous metal industry will achieve carbon peak before 2030.

Guide the efficient and intensive development of the industry, build a number of non-ferrous metal industry clusters, focus on promoting the development of advanced metal materials based on titanium-based rare metals in Xi'an and Baoji, and strive to build the core area of new material industry in Guanzhong; take Yulin and Tongchuan as regional centers to support the vigorous development of advanced metal materials such as aluminum-magnesium alloys; promote Weinan and Shangluo to actively develop molybdenum, vanadium, zinc-based advanced metal materials and rare and precious metal deep processing industries, and realize the characteristic development of non-ferrous metal materials industry.
