Nine departments in Liaoning jointly issued an implementation plan, and the standard measurement system for carbon peak and carbon neutrality will be basically established next year

A few days ago, nine departments of Liaoning Province jointly issued the "Implementation Plan for the Standard Measurement System for Carbon Peak and Carbon Neutrality in Liaoning Province" (hereinafter referred to as the "Plan"), determining 9 key tasks and 7 key projects to promote the comprehensive green transformation of the province's economy and society.

The plan clearly states that by 2025, the province's carbon peak and carbon neutrality standard measurement system will be basically established, and the carbon emission measurement capacity of key emitting units will be basically available; by 2030, the province's carbon peak and carbon neutrality standard measurement system will be more sound, and the focus of standardization work will be transformed from supporting carbon peak to carbon neutrality goal; by 2060, the carbon neutrality standard measurement system will be fully completed, which will strongly support the realization of carbon neutrality goal.

The plan points out that the main task of the construction of the standard measurement system for carbon peak and carbon neutrality in Liaoning Province is to strengthen the formulation and revision of green and low-carbon transformation standards in key areas, improve the measurement technology system, strengthen the construction of the measurement management system, and improve the measurement service system. In the industrial field, enterprises and institutions are encouraged to actively participate in the formulation and revision of standards for the digital transformation and intelligent transformation of the manufacturing industry; in terms of energy, we will carry out standard formulation and revision in key areas such as wind power, photovoltaic, hydrogen energy, nuclear power, and biomass energy; in terms of urban and rural construction, we will strengthen the formulation and revision of standards for urban renewal, green construction, prefabricated buildings, and building photovoltaic integration; in terms of transportation, we will promote pure electric vehicles, plug-in hybrid vehicles (including extended range) vehicles, fuel cell vehicles, In the field of agriculture, we will continue to promote the development of standards for scientific fertilization, safe use of drugs, organic fertilizer for fruits and vegetables instead of chemical fertilizers, and straw collection, storage and transportation, and in terms of energy conservation in public institutions, we will strengthen the formulation and revision of standards for energy-saving institutions and the establishment of green canteens.

The plan proposes to implement seven key projects to ensure the smooth progress of the construction of a standard measurement system for carbon peak and carbon neutrality. Implement carbon measurement science and technology innovation projects, and cultivate national and provincial energy resources and environmental measurement centers. Implement the basic capacity improvement project of carbon measurement, and lay out a number of measurement standards and supporting infrastructure. Implement the carbon measurement benchmarking project, and cultivate low-carbon measurement pilots in some enterprises, parks and regions. Carry out carbon metering precision service projects, and cultivate energy resource metering service demonstration bases. Carry out actions to help strengthen the foundation of carbon peaking and carbon neutrality standards, improve 100 energy-saving and carbon-reduction standards, and lead low-carbon cutting-edge technology standards. Carry out actions to improve energy conservation and carbon reduction standards. Encourage enterprises and institutions to participate in green and low-carbon international standardization.
