Promote large-scale equipment renewal and consumer goods trade-in action programs
Promoting large-scale equipment renewal and trade-in of consumer goods is an important measure to accelerate the construction of a new development pattern and promote high-quality development, which will effectively promote investment and consumption, which will benefit both the current and the long-term. In order to implement the decisions and arrangements of the Party Central Committee, the following action plan is hereby formulated to promote a new round of large-scale equipment renewal and trade-in of consumer goods.
1. General requirements
To promote large-scale equipment renewal and consumer goods trade-in, we should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, implement the deployment of the Central Economic Work Conference and the Fourth Meeting of the Central Financial and Economic Commission, coordinate the expansion of domestic demand and deepen the supply-side structural reform, and implement equipment renewal, consumer goods trade-in, recycling, recycling, The four major actions of standard improvement will vigorously promote the production and application of advanced equipment, promote the continuous increase of the proportion of advanced production capacity, promote more high-quality durable consumer goods into people's lives, smooth the resource recycling chain, and greatly improve the quality and level of national economic circulation.
-- Adhere to the market-oriented and government-oriented. Give full play to the decisive role of the market in allocating resources, combine the differentiated needs of various equipment and consumer goods, and rely on the market to provide diversified supplies and services. We should give better play to the role of the government, increase policy support such as fiscal and taxation, finance and investment, play a good policy combination, guide businesses to make appropriate profits, and form a scale effect of upgrading.

Establish a long-term mechanism that combines incentives and constraints, accelerate the elimination of outdated products and equipment, improve the level of safety and reliability, and promote the high-end, intelligent and green development of the industry. Speed up the construction of a unified national market and eliminate local protection.
——Adhere to the guidance of standards and orderly improvement. In line with the international advanced level, combined with the actual industrial development, accelerate the formulation and revision of standards for energy conservation and carbon reduction, environmental protection, safety, recycling and other fields. Comprehensively consider the affordability of enterprises and consumer acceptance, and promote the implementation of standards in an orderly manner.
By 2027, the scale of equipment investment in industry, agriculture, construction, transportation, education, cultural tourism, medical care and other fields will increase by more than 25% compared with 2023; The recycling volume of scrapped vehicles will about double compared with 2023, the transaction volume of second-hand cars will increase by 45% compared with 2023, and the recycling volume of waste household appliances will increase by 30% compared with 2023, and the proportion of recycled materials in resource supply will further increase.
Second, the implementation of equipment renewal actions
(1) Promote the renewal and transformation of equipment in key industries. Focusing on the promotion of new industrialization, focusing on key industries such as iron and steel, nonferrous metals, petrochemicals, chemicals, building materials, electric power, machinery, aviation, shipbuilding, textiles, and electronics, we will vigorously promote the updating and technological transformation of production equipment, energy-using equipment, power generation, transmission and distribution equipment, etc. Accelerate the promotion of energy-using equipment with advanced energy efficiency and energy-saving levels, and implement energy-saving and carbon-reduction transformation in different industries and fields. Promote the application of intelligent manufacturing equipment and software, accelerate the construction and popularization of the industrial Internet, and cultivate a new model of digital economy empowerment. Strictly implement mandatory standards such as energy consumption, emissions, and safety, as well as the requirements of the equipment elimination catalog, and eliminate equipment that does not meet the standards in accordance with laws and regulations.
(2) Accelerate the renewal of equipment in the field of construction and municipal infrastructure. Focusing on the construction of new urbanization, combined with the promotion of urban renewal and the transformation of old communities, we will focus on residential elevators, water supply, heating, gas supply, sewage treatment, sanitation, urban lifeline projects, security, etc., and promote the renewal and transformation by category. Speed up the renewal of old residential elevators that do not meet current product standards and have high safety risks. Promote the upgrading and transformation of waterworks and pressurized storage and water supply facilities and equipment in various places. Promote the transformation of heat metering in an orderly manner, and continue to promote the renewal and transformation of heating facilities and equipment. Focusing on exterior wall insulation, doors and windows, heating devices, etc., we will promote energy-saving renovation of existing buildings. Continue to carry out the renovation of aging pipelines such as gas. Accelerate the promotion of urban domestic sewage and garbage treatment facilities and equipment to make up for shortcomings, strengths and weaknesses. Promote the construction of supporting IoT intelligent perception equipment for urban lifeline projects such as underground pipe networks, bridges and tunnels, and manhole covers. Accelerate the transformation of security equipment such as video surveillance in key public areas and roads.
(3) Support the renewal of transportation equipment and old agricultural machinery. We will continue to promote the electrification and replacement of urban buses, and support the replacement of old new energy buses and power batteries. Accelerate the phase-out of diesel trucks operating under China III emission standards. Strengthen the industrialization capacity of green aviation equipment such as electric and hydrogen energy. Accelerate the scrapping and renewal of old ships with high energy consumption and high emissions, vigorously support the development of new energy powered ships, improve the supporting infrastructure and standards for new energy powered ships, and gradually expand the application scope of new energy ships such as electric, liquefied natural gas power, biodiesel power, and green methanol power. Continue to implement the subsidy policy for scrapping and updating agricultural machinery, combine the needs of agricultural production and the development level of agricultural mechanization, solidly promote the scrapping and renewal of old agricultural machinery, and accelerate the structural adjustment of agricultural machinery.
(4) Improve the level of education, cultural tourism and medical equipment. Promote eligible colleges and vocational colleges (including technical colleges) to update and replace advanced teaching and scientific research technology equipment, and improve the level of teaching and scientific research. Strictly implement the standards for the allocation of discipline teaching equipment, ensure the quality and quantity of allocation, and update teaching instruments and equipment in a timely manner. Promote the renewal and upgrading of cultural and tourism equipment such as cableways, amusement equipment, and performing arts equipment. Strengthen the construction of a high-quality and efficient medical and health service system, promote the iterative upgrading of medical and health institutions' equipment and information facilities, and encourage qualified medical institutions to accelerate the renewal and transformation of medical equipment such as medical imaging, radiation therapy, remote diagnosis and treatment, and surgical robots. Promote the renovation and upgrading of wards in medical institutions, and make up for the shortcomings of the ward environment and facilities.
3. Implement the trade-in action of consumer goods
(5) Carry out car trade-in. Intensify policy support, smooth circulation blockages, and promote automobile echelon consumption and renewal consumption. Organize and carry out national car trade-in promotional activities, encourage automobile manufacturers and sales enterprises to carry out promotional activities, and guide the industry to compete in an orderly manner. Strictly implement the mandatory scrapping standards for motor vehicles and vehicle safety and environmental protection inspection standards, and eliminate old cars that meet the mandatory scrapping standards in accordance with laws and regulations. Optimize the measures to limit the purchase of automobiles according to local conditions, and promote the construction of an information interaction system for the management of the whole life cycle of automobile use.
(6) Carry out the trade-in of household appliances. With the improvement of convenience as the core, smooth the household appliances to update the consumption chain. Support home appliance sales enterprises to carry out trade-in promotional activities with production enterprises and recycling enterprises, open online and offline home appliance trade-in zones, and give preferential treatment to consumers who exchange old household appliances for energy-saving household appliances. Encourage qualified localities to subsidize consumers to purchase green smart home appliances. Accelerate the implementation of after-sales service improvement actions for household appliances.
(7) Promote the replacement of consumer goods for home improvement. Through various methods such as government support and corporate concessions, we will support residents to carry out local renovations such as old house decoration and kitchen and bathroom, continue to promote the transformation of homes for the elderly, and actively cultivate new consumption such as smart homes. Promote home improvement model rooms into shopping malls, communities, and platforms, and encourage enterprises to build online model rooms to provide affordable products and services to meet diversified consumer needs.
Fourth, the implementation of recycling and recycling actions
(8) Improve the recycling network of waste products and equipment. Accelerate the development of the "replacement + recycling" logistics system and new model, support the production and sales of durable consumer goods to build a reverse logistics system or cooperate with professional recycling enterprises to recycle waste consumer goods at home. Further improve the recycling network of renewable resources, and support the construction of a number of centralized sorting and processing centers. Optimize the layout of scrapped automobile recycling and dismantling enterprises, and promote the door-to-door car pick-up service model. Improve the recycling channels of office equipment in public institutions. Support the development of online trading platforms for waste products and equipment.
(9) Support the circulation and trading of second-hand goods. Continue to optimize the registration management of second-hand car transactions to promote convenient transactions. Vigorously develop the second-hand car export business. Promote the standardization of second-hand electronic product transactions, prevent leakage and malicious recovery of user information. Promote second-hand commodity trading platform enterprises to establish and complete evaluation mechanisms for distribution enterprises and users on the platform, and strengthen the sharing of information such as credit records and illegal and untrustworthy conduct. Support electronic product manufacturers to develop second-hand trading, refurbishment and maintenance and other businesses.
(10) Promote remanufacturing and cascade utilization in an orderly manner. Encourage the implementation of remanufacturing of qualified waste production equipment, and the quality characteristics and safety and environmental protection performance of remanufactured products and equipment should not be lower than those of new prototypes. Promote the application of non-destructive testing, additive manufacturing, flexible processing and other technologies to improve the level of remanufacturing processing. We will further promote the remanufacturing of traditional equipment such as auto parts, construction machinery, and machine tools, and explore the remanufacturing of high-end equipment in emerging fields such as wind power, photovoltaics, and aviation. Accelerate the research and development of residual life assessment technology for wind power, photovoltaic, power batteries and other products and equipment, and orderly promote the cascade utilization of product equipment and key components.
(11) Promote high-level recycling of resources. Promote the agglomeration and large-scale development of renewable resource processing and utilization enterprises, and guide the gradual withdrawal of inefficient production capacity. Improve the support policies for the disposal of waste electrical and electronic products, and study and expand the coverage of the disposal system for waste electrical and electronic products. Support the construction of a number of scrap steel, waste non-ferrous metals, waste plastics and other renewable resources deep processing industrial clusters. Actively and orderly develop biomass liquid fuels with waste oils and non-food biomass as the main raw materials. Explore the construction of an information traceability system for the use of recycled plastics, recycled metals and other recycled materials that meet international standards. Continue to improve the technical level of waste non-ferrous metal utilization, and strengthen the research and development and application of rare and precious metal extraction technology. Improve the import standards and policies for retired power batteries and recycled materials in a timely manner.
Fifth, the implementation of standard improvement actions
(12) Accelerate the improvement of energy consumption, emissions, and technical standards. In line with the international advanced level, we will speed up the formulation and revision of a number of mandatory national standards for energy consumption limits and energy efficiency of products and equipment, dynamically update the advanced level of energy efficiency, energy conservation and access level of key energy-using products and equipment, and accelerate the improvement of energy-saving indicators and market access thresholds. Accelerate the upgrading of the relevant restrictions on energy consumption values for passenger cars and heavy-duty commercial vehicles. Accelerate the improvement of emission standards for key industries, and optimize and improve the level of emission control of air and water pollutants. Revise and improve the evaluation index system for cleaner production, and formulate and revise carbon emission accounting standards for enterprises in key industries. Improve standards for wind turbines, photovoltaic equipment and product upgrades and retirements.
(13) Strengthen the improvement of product technical standards. Focus on bulk consumer goods such as automobiles, home appliances, household products, consumer electronics, and civil drones, and accelerate the upgrading of standards for safety, health, performance, environmental protection, and testing. Accelerate the improvement of the product quality and safety standard system for household appliances, and vigorously popularize the knowledge of safe service life and energy conservation of household appliances. Accelerate the upgrading of consumer product quality standards, formulate a catalog of consumer product quality and safety supervision, and strictly supervise quality and safety. Improve the standard system such as carbon labeling, and give full play to the role of standard guidance, green certification, and high-end certification.
(14) Strengthen the supply of resource recycling standards. Improve green design standards for materials and parts that are easy to recycle, disassemble, recycle, and remanufacture. Formulate and revise recycling standards for renewable resources such as recycling specifications for waste electrical and electronic products. Introduce national standards for information removal methods in second-hand transactions of electronic products such as mobile phones and tablets, guide second-hand electronic product distribution enterprises to establish information security management systems and information technology service management systems, and study and formulate grading standards for the availability of second-hand electronic products.
(15) Strengthen the convergence of domestic and international standards in key areas. Establish and improve the consistency tracking and transformation mechanism of international standards, carry out comparative analysis of China's standards and relevant international standards, transform a number of advanced and applicable international standards, and continuously improve the conversion rate of international standards. Support domestic institutions to actively participate in the formulation and revision of international standards, and support key industry standards such as new energy vehicles to go global. Strengthen domestic and international convergence such as quality standards, inspection and quarantine, certification and accreditation.
6. Strengthen policy safeguards
(16) Increase fiscal policy support. Eligible equipment renewal and recycling projects will be included in the scope of financial support such as investment in the central budget. Adhere to the linkage between the central government and local governments to support the trade-in of consumer goods, support the trade-in of eligible automobiles through the energy-saving and emission reduction subsidy funds arranged by the central government, and encourage qualified localities to make overall use of the relevant funds of the modern commercial and trade circulation system arranged by the central government to support the trade-in of durable consumer goods in household appliances and other fields. We will continue to implement subsidies for the renewal of old vehicles and ships, and support the renewal of old ships and diesel trucks. Encourage qualified localities to make overall use of the urban transport development incentive funds arranged by the central government to support the renewal of new energy buses and batteries. Make good use of the subsidy policy for scrapping and updating agricultural machinery. The central government has set up a special fund to support the recycling and treatment of waste electrical and electronic products. Further improve the government's green procurement policy and increase the procurement of green products. Strictly enforce financial and economic discipline, strengthen the whole process, whole chain and all-round supervision of financial funds, and improve the effectiveness and accuracy of the use of financial funds.
(17) Improve tax support policies. Increase the support for preferential tax treatment for special equipment for energy and water saving, environmental protection, and safe production, and include digital and intelligent transformation in the scope of preferential treatment. Promote the practice of "reverse invoicing" by resource recycling enterprises to sellers of scrapped products by natural persons. Cooperate with the simplified VAT collection policy for renewable resource recovery enterprises, study and improve the supporting measures for income tax collection and management, and optimize the standards and methods of tax collection and management.
(18) Optimize financial support. The central government will provide certain interest discount support to bank loans that meet the conditions for re-lending and reimbursement. Give full play to the role of expanding the working mechanism of medium and long-term loans in the manufacturing industry. Guide banking institutions to reasonably increase green credit and strengthen financial support for the production, service and consumption of green smart home appliances. Under the premise of compliance with laws and regulations and controllable risks, banking institutions are encouraged to appropriately reduce the down payment ratio of passenger car loans, and reasonably determine the term and credit limit of automobile loans.
(19) Strengthen factor safeguards. Strengthen the guarantee of land, energy and other elements for enterprise technological transformation projects. For technical transformation projects that do not add new land and focus on equipment renewal, the pre-approval procedures will be simplified. Coordinate the construction of domestic waste classification and collection, transit storage and renewable resource recovery facilities in the region, and include them in the scope of public infrastructure land to ensure the demand for reasonable land use.
(20) Strengthen innovation support. Focus on the industrial foundation and major technical equipment "stuck neck" problems that have long plagued the transformation and upgrading of traditional industries, and actively carry out scientific and technological research on major technical equipment. We will improve the mechanisms of "unveiling the leader", "horse racing" and iteration of innovative products, strengthen the support of the pilot test capacity of the manufacturing industry, and accelerate the industrial application of innovative achievements.
Under the centralized and unified leadership of the Party Central Committee, all regions and departments should improve the working mechanism, strengthen overall planning and coordination, do a good job in policy interpretation, and create a good social atmosphere for promoting large-scale equipment renewal and consumer goods trade-in. The National Development and Reform Commission should work with relevant departments to establish a special work group, strengthen coordination and cooperation, and strengthen the linkage between the central and local governments. All relevant departments should formulate specific plans and supporting policies in accordance with the division of responsibilities, implement departmental responsibilities, strengthen tracking and analysis, and promote the implementation of various tasks. Major matters should be reported in a timely manner in accordance with the procedures.
