In terms of improving the green and low-carbon industrial system, we will strictly follow the guidance catalogue for industrial structure adjustment, implement the project access system for high-energy-consuming industries with high standards, and eliminate backward production capacity with high carbon emissions. Vigorously promote the development of emerging industries, actively cultivate brand products and leading enterprises, accelerate the formation of a number of strategic emerging industrial clusters, and expand the industrial chain of alumina, electrolytic aluminum and aluminum alloy. Encourage the development of ecological planting and ecological breeding, strengthen the certification and management of green food and organic agricultural products, and maintain the quantity and quality of green and organic agricultural products. Develop ecological recycling agriculture and animal husbandry, improve the level of resource utilization of livestock and poultry manure, and in 2023, the matching rate of manure treatment facilities in large-scale farms in the whole banner will reach 100%, and the utilization rate of manure resources in the whole banner will reach more than 93%.
In terms of promoting the clean and low-carbon transformation of energy, we will coordinate the development of coal resources and the protection of the ecological environment, and scientifically release high-quality coal production capacity by tapping the potential of coal mines to increase production, and strictly control the growth of coal consumption. Promote the use of high-quality coal, clean briquette, the use of low-sulfur, low-ash coal, and promote the comprehensive transformation and upgrading of coal-fired thermal power enterprises. We will further increase the proportion of natural gas consumption, accelerate the construction of urban and rural gas pipeline networks, and expand the application scope of natural gas. We will intensify the clean transformation of thermal power plants, promote the implementation of ultra-low emission and energy-saving transformation of coal-fired power plants, give full play to the incentive policies for power generation right trading, and promote the optimization, integration and elimination of coal-fired power plants, so as to make way for the development of the new energy industry. We will comprehensively promote the demonstration of green electric heating, develop electric heating projects according to local conditions, implement the green power supply project of the incremental distribution network in Dalat Economic Development Zone, and accelerate the development of the whole chain of the five major industries of wind, solar, hydrogen storage and vehicles.
In terms of promoting carbon peaking actions, we will carry out research on the carbon peaking goals and carbon peaking paths of the whole flag, promote the peaking actions of key industries, guide enterprises to formulate carbon peaking action plans, clarify carbon peaking goals and paths, and guide the upstream and downstream of the industrial chain to achieve the carbon peaking goals. Key carbon dioxide emitting enterprises above the designated size actively participate in the national carbon emission trading market, carry out monitoring and accounting, verification and review, quota allocation, and performance supervision of key carbon emitting enterprises, and urge key emitting enterprises to perform their obligations in a timely manner and reduce emissions independently. Compile an annual inventory of greenhouse gas emissions, and do a good job in analyzing and supervising the trend of non-carbon dioxide greenhouse gas emissions across the flag. Promote the implementation of distributed photovoltaic projects in an orderly manner in accordance with the model of "point-to-area, centralized and contiguous areas", reduce scattered coal combustion in the heating season, effectively improve regional air quality, and alleviate the pressure of "dual control" of carbon emissions.
In terms of accelerating the process of carbon emission reduction, we will adhere to the control of energy intensity and carbon emission intensity, reasonably control the total energy consumption and carbon emissions, strengthen the management of energy consumption budgets, and build a digital monitoring system for carbon peaking in Dalat Banner. Promote the existing key energy-using enterprises to benchmark the domestic energy efficiency benchmarking level, carry out in-depth energy-saving technological transformation, promote the consumption of new energy in key energy-using enterprises, and increase the utilization of waste heat in chemical enterprises. Actively promote the transformation of clean heating in rural and pastoral areas, replace loose coal with clean energy, and promote energy-saving and environmentally friendly heating facilities such as air energy according to local conditions. Promote green and energy-saving buildings, combine "double random, one open", strengthen supervision during and after the event, and comprehensively improve the scale and high-quality development level of green buildings.
