Xi Jinping pointed out that it is necessary to adapt to the needs of energy transformation, further build a new energy infrastructure network, promote the intelligent transformation of power grid infrastructure and the construction of smart microgrids, and improve the power grid's ability to accept, allocate and regulate clean energy. Accelerate the construction of a charging infrastructure network system to support the rapid development of new energy vehicles.

During the two sessions this year, a number of representatives and committee members also put forward proposals and proposals to promote the development of the new energy industry and accelerate the construction of new power systems.

The allocation of new energy transportation infrastructure calls for digitalization

From the combustion of traditional energy sources such as coal, oil, and natural gas, to the utilization of new energy sources such as solar energy, wind energy, biomass energy, and nuclear fusion energy...... The pursuit of pollutant emission reduction has become an important focus of China's energy transition. The use of new energy to generate electricity has also become one of the unavoidable links.

The new power system is an important component of the new energy system and the key carrier to achieve the "double carbon" goal, grasping the utilization of electric energy, but also grasping the new energy towards clean and low-carbon "bull's nose", and how to make the use of electric energy more efficient, so that the allocation of resources more accurate, has also become the next issue of new energy to help pollution reduction.

Transportation and travel, which is closely related to people's lives, have become the focus of discussion. In the past, motor vehicles would emit a large amount of air pollutants such as carbon monoxide and nitrogen oxides, but new energy vehicles powered by electric energy solve the pain point of exhaust emissions. However, with the rapid increase in the number of new energy vehicles, the urgency of accelerating the layout of supporting infrastructure for new energy vehicles has been further highlighted.

According to the data, as of January 2024, the cumulative number of charging infrastructure in the country is 8.861 million units. Not long ago, the Ministry of Transport issued the "Notice on Accelerating the Construction of Charging Infrastructure in Highway Service Areas in 2024", making it clear that this year the country plans to add 3,000 charging piles and 5,000 charging parking spaces in highway service areas to continuously improve the charging service guarantee capacity along the highway.

On the one hand, it is to speed up infrastructure construction, and on the other hand, it is to improve the operation and service level of new energy infrastructure. "Why can't we launch a charging pile queuing service similar to a restaurant number, and send a dynamic verification code to the car owner, so that there is a first-come, first-served rule, and resources can also be reasonably allocated. In fact, such a scenario is becoming a reality. The reporter learned that at present, Sichuan, Hunan and other places have launched a digital platform for charging piles, and the charging pile platform covering the whole country is also being explored.

Wang Yang, founder and CEO of Nenglian Zhidian, said in an interview with the media that the current problems such as imperfect network layout and unbalanced service of charging facilities need to be completed through digital and intelligent means to complete the digital matching and accurate diversion of vehicles and energy consumption. On the basis of increasing the promotion of "one-click pile finding" and popularizing the "one-click refueling" service, the government and relevant departments should strengthen support for the digitalization of transportation energy.

Digital technology has injected new momentum into the green development of new energy

Not only transportation, but also digital technology plays an increasingly important role in various industrial forms of new energy power. "Building a strong digital and intelligent power grid is the only way to promote the construction of a new power system under the 'dual carbon' goal. It is recommended to scientifically formulate an action plan for the construction of a digital and intelligent strong power grid, and incorporate it into the energy planning and information planning of various provinces, do a good job in the overall construction of energy and power infrastructure and information infrastructure, and promote the organic connection of large power grids, distribution networks, microgrids and other forms. Nguyen said in the proposal.

What new momentum will the introduction of digital technology inject into the green development of the new energy industry?

Zhu Keli, executive director of the China Information Association and founding president of the National Research Institute of New Economy, told China Environment News that this will bring big and small changes to the new energy industry. "For example, digital technologies can collect and analyze data on the operation of energy systems in real time, including energy generation, distribution and usage. This allows companies to accurately understand the efficiency of energy use, identify where energy is wasted, and take appropriate optimization measures. This not only improves energy efficiency, but also reduces carbon emissions. ”

At present, there are some outstanding cases that demonstrate the successful integration of digital technology and the new energy industry.

"Some domestic power companies use big data and artificial intelligence technology to predict wind and solar energy production to optimize the operation of the power grid, while some companies apply IoT technology to predictive maintenance of new energy equipment, carry out early warning and maintenance before equipment failure, and avoid increased pollutant emissions caused by equipment failure. Hong Yong, an expert from the think tank of the 50-person forum on the integration of data and reality in China, told reporters.

In the Dafeng sea area of Yancheng, Jiangsu Province, about 67 kilometers offshore, 32 Goldwind GW184-6.45MW intelligent offshore wind turbines are slowly rotating. Yancheng Guoneng Dafeng H5# Wind Farm is continuously converting wind energy into clean electricity. In the past February, the wind farm generated 81.18 million kilowatt hours of electricity in a single month. Pollution-free and emission-free, offshore wind power has become a green signboard for the city.

"We combine advanced laser wind sensing technology with intelligent fan control technology to provide the unit with a smart 'brain', which can accurately perceive the flow field information and changes such as wind speed, wind direction and turbulence intensity of the unit in advance, greatly reduce the load of the unit, effectively optimize the power generation, and improve the stability and adaptability of the unit, so as to output green power more efficiently and safely." Tian Xuping, deputy general manager of Jiangsu Huifeng, a subsidiary of Goldwind Science and Technology, told reporters.

The integration of the two needs to further strengthen cooperation and coordination

It is not difficult to find that the new energy industry, represented by wind power and photovoltaics, is relying on technological innovation to change the traditional development mode that relies on fossil energy resources.

"These successful practices need to be based on uniform technical standards and industry norms, otherwise there will be a 'mutual incompatibility' situation. Zhu Keli told reporters that to promote the integrated development of the energy industry and digital technology, the difficulty lies in strengthening the cooperation and coordination between the two in technology research and development and standard formulation, including the establishment of a cross-border cooperation platform, resources, technology and knowledge sharing.

In his proposal, Ruan Qiantu suggested that the technical standards of the new power system should be improved, the design standards and technical guidelines of the new distribution network should be clarified, and the standardization of the intelligent distribution network should be promoted. Focusing on the three dimensions of "clean and low-carbon", "safe and stable" and "efficiency and benefits", we will build an evaluation system for the construction of new power systems, and guide all localities to promote the construction of new power systems in an orderly manner.

"It is recommended to speed up the construction of provincial demonstration zones for new power systems and strengthen overall coordination at the provincial level. Support qualified provinces to upgrade the construction of new power systems to a provincial-level strategy, establish a leading group led by provincial leaders, refine and clarify the work responsibilities and tasks of relevant member departments and units, and accelerate the formation of a work pattern of government guidance, market leadership, and the participation of the whole society. Ruan Qiantu said.

In addition, he suggested that the market mechanism for sustainable development should be improved, the primary and secondary energy price policies should be coordinated, the establishment of a reasonable diversion mechanism for energy transition costs should be studied, and the market mechanism for new energy sources to enter the power market should be accelerated. At the same time, we will improve the green electricity supply and consumption system, accelerate the full coverage of green certificate issuance, green consumption accounting and certification, and the coordinated operation of the electricity and carbon market, and continue to expand the scale of green electricity trading, so as to fully reflect the green environmental value of new energy.

"It is worth noting that with the increasing prominence of data security and privacy protection issues, the new energy industry also needs to strengthen data security management and privacy protection measures while integrating with digital technology.
