The reporter learned from the Development and Reform Commission of the Inner Mongolia Autonomous Region that in order to make full use of non-fossil energy and not be included in the total energy consumption and intensity control policy, and accelerate the transition to dual control of total carbon emissions and intensity, green electricity consumption identification will be carried out first and foremost. The "Interim Measures for the Management of Voluntary Identification of Green Electricity Consumption in the Inner Mongolia Autonomous Region"(hereinafter referred to as the "Measures") will come into effect on October 1 this year.
The "Measures" have a total of six chapters and 19 articles, including general provisions, identification objects and contents, relevant subject responsibilities and division of labor, supporting policies, supervision and inspection, and supplementary provisions. They respectively describe the purpose, basis, relevant definitions, applicable objects, and parties for formulating the Measures. The main responsibilities and division of labor and other contents are explained.
The "Measures" have a positive effect on promoting green electricity consumption and promoting high-quality economic and social development, mainly reflected in providing a practical basis for establishing a green electricity consumption certification mechanism; they can expand the application scenarios of green certificates and guide the standardized management of green electricity and green certificates; It will vigorously enhance the consumption of renewable energy and promote the green and low-carbon transformation of the autonomous region's economy and society; further enhance the "green content" of enterprises and enhance the core competitiveness of enterprises.
It is reported that green electricity consumption certification not only plays a role in guiding the government, but also mobilizes the enthusiasm of energy-users. Working together to explore green electricity consumption certification can provide valuable pilot experience for the construction of a green electricity consumption certification mechanism. The "Measures" propose that "the actual consumption of renewable energy electricity and the renewable energy electricity corresponding to green certificates must comply with the criteria of quantity matching and cycle consistency", clarifying the use of green certificates, expanding the application scenarios of green certificates, and promoting the circulation and use of green certificates. At the same time, the "Measures" explain the sources of green electricity and the methods of obtaining green certificates, which can improve the current situation of unclear traceability of green electricity and inconsistent standards, and guide the standardized management of green electricity and green certificates.
As a province with a large number of wind and scenery resources in my country, Inner Mongolia's green electricity consumption identification work can also encourage and guide energy-users to actively consume green electricity, improve the level of renewable energy consumption from the consumer side, and then drive the production side to expand development scale and improve development quality., providing guarantees for high-quality economic and social development from the production and consumption sides. At the same time, the identification results can enhance the international mutual recognition of green electricity consumption by export-oriented enterprises, enhance the "green content" of enterprises, promote the export of enterprises 'products, assist the development of export-oriented economy, and support enterprises' ESG ratings, energy audits, and fulfillment of green electricity consumption commitments.
