The group standard of "Technical Specifications for Low-carbon Operation and Management of Public Institutions" in Hangzhou, Zhejiang Province has recently been implemented.It is understood that the "low-carbon group standard" is issued by the Hangzhou Environmental Protection Industry Association, in accordance with the "Group Standard Management Regulations" of the National Standardization Administration and the association's group standard management measures, on the "Technical Specifications for Low-carbon Operation and Management of Public Institutions", after the project review, standard drafting, soliciting opinions, expert group review, approval and publicity procedures, etc., will be released.

The "low-carbon group standard" requires that the energy consumption of HVAC, lighting, power, water supply and drainage and other parts of public buildings should be measured separately. The carbon emission accounting of buildings of public institutions shall include the carbon dioxide emissions generated by the energy consumption of heating, cooling, lighting, power, water supply and drainage and other systems that serve the building (group). In terms of management, a carbon emission accounting system should be formulated, and a special person should be responsible for regularly accounting for building carbon emission data and forming a report. The annual per capita comprehensive energy consumption of low-carbon operation public institution buildings should be reduced by no less than 3.0%, and the annual per capita carbon emission intensity should be reduced by no less than 3.5%.

Specifically, in terms of technical requirements, the energy efficiency ratio and comprehensive performance coefficient of the cold and heat source units of the HVAC system of the air conditioning and heating system of public institutions should meet the requirements of secondary energy efficiency; the unit air consumption power consumption of the fans of the ventilation and air conditioning system of public institutions and the transmission energy efficiency ratio of the cold and hot water system should meet the requirements of DB33/1036; the thermal efficiency of the boiler should be regularly measured and analyzed for public institution buildings that use their own gas boilers as heat sources, and the thermal efficiency should be less than 90% It is advisable to carry out technical transformation or upgrading to make its thermal efficiency reach or exceed 90%.

The lighting system should adopt high-efficiency and energy-saving lighting fixtures, and the lighting power density value of each place should not be higher than the current value specified in the current national standard GB50034; corridors, stairwells, halls, elevator halls, lobbies, large spaces, underground garages and other places should adopt energy-saving and low-carbon control measures such as zoning grouping, timing, and induction.

The power system should adopt high-efficiency and energy-saving elevator and escalator equipment, and when there are two or more elevators arranged in a centralized manner, it should have the function of group control, and it is advisable to adopt measures such as escalator induction start and stop, no one to turn off the lights in the car, and drive dormancy to reduce the carbon emissions caused by energy consumption in the power system.

The power supply and distribution system should evaluate the actual load rate of the transformer in the operation year, if the actual load rate is greater than 85%, it is advisable to replace the transformer with appropriate capacity, it is advisable to replace or transform the high-energy consumption transformer, and the energy-saving transformer is selected, and the three-phase distribution transformer should meet the energy-saving evaluation value requirements of the current national standard "Energy Efficiency Limit Value and Energy-saving Evaluation Value of Three-phase Distribution Transformer". 

At the same time, it also puts forward low-carbon operation technical requirements for water supply and drainage systems, building automation systems, and building energy consumption management systems.
