The reporter noted that Panzhihua Gliping Near-Zero Carbon Emissions Park is the only industrial park in the pilot project that focuses on the coal chemical industry. The "Report" pointed out that although the pilot construction of near-zero carbon parks has made certain progress and results, there are still challenges such as slow construction progress, unclear construction paths, single construction models, insufficient outstanding features, large funding gaps, and basic carbon emission management capabilities. Strengthening and other challenges. The construction of a near-zero carbon emission park is a systematic project. It is necessary to accurately understand and grasp the major relationships between development and emission reduction, current and long-term, government and market, clarify the path, identify the right entry point and starting point, adapt measures to local conditions, actively and steadily explore near-zero carbon development paths and models.

To this end, the Report puts forward five development suggestions. The first is to strengthen benchmarking and accelerate pilot construction. Parks that focus on traditional industries and implement low-carbon transformation should promote coordinated control of pollution reduction and carbon reduction, implement energy-saving, pollution reduction and carbon reduction actions in key processes and key links, and give priority to technologies with dual benefits of coordinated control of pollution reduction and carbon reduction. Carry out coordinated prevention and control of atmospheric, water and solid waste pollution. The second is to broaden funding channels and activate low-carbon investment and financing. Actively seize major opportunities such as accelerating the development of new productive forces, promoting large-scale equipment updates, and replacing old consumer goods with new ones. The third is to strengthen statistical accounting and formulate and issue acceptance rules. Develop an evaluation indicator system for non-industrial parks and industrial parks, optimize evaluation parameters, and reasonably set different indicator weights. The fourth is to strengthen scientific and technological innovation, promote the application of low-carbon technologies, encourage park enterprises to join forces with universities and scientific research institutes to carry out research on common issues of pollution reduction and carbon reduction, and promote the research and development of coupled integrated technologies for pollution reduction and carbon reduction. The fifth is to improve management levels and strengthen basic capacity building.
