Yan Gang said that since the 18th National Congress of the Communist Party of China, my country has significantly reduced air pollutants against the background of a 78% GDP growth and a 160% increase in car ownership, such as PM in 20232.5Compared with 2013, it has dropped by 52%, and the work and results of pollution reduction and air quality improvement are unprecedented. However, my country still faces arduous challenges in the field of climate and environmental governance, such as PM2.5There is still a risk of rebound when reaching standards. Ozone across the country and typical regions has not entered a downward channel, and there is great pressure to achieve high-quality carbon peaking and carbon neutrality.

"Dividing carbon pollution will have an antagonistic effect and a locking effect." Yan Gang said that there are obvious heterogeneity between atmospheric pollutants and greenhouse gas emissions in terms of spatial structure, time-varying characteristics, driving factors, etc. It is necessary to develop collaborative management technologies and optimize implementation paths based on revealing carbon pollution prevention, control and efficiency enhancement mechanisms., support precise promotion of integrated carbon pollution management and achieve synergy.

Yan Gang believes that the synergy and efficiency of pollution reduction and carbon reduction need to be based on the same roots and homology of pollution emissions and carbon emissions, and based on the heterogeneity or antagonism of carbon pollution emission characteristics, environmental impact, emission reduction measures, management models, etc. Characteristics are the breakthrough point to reconstruct technical measures, optimal paths, supporting policies, etc. that are conducive to collaborative governance to achieve "pollution reduction and low-carbon reduction, carbon reduction and low-pollution reduction, synergistic efficiency increase, green expansion and capacity increase", and comprehensively support high-quality economic and social development.

"The coordinated regulation technical system for pollution reduction and carbon reduction, including carbon pollution integrated emission inventory characterization, analysis of driving forces for pollution reduction and carbon reduction, and collaborative optimization regulation." Yan Gang said that the characterization of carbon pollution integrated emission inventories includes the construction of a consistent source classification system, a six-category and four-level emission source classification and grading system, as well as cross-scale, near-real-time, full-component integrated emission inventories, etc.; Analysis of driving forces for pollution reduction and carbon reduction, including historical emission trends, industry emission performance, identification of key emission reduction, etc.; coordinated regulation of pollution reduction and carbon reduction, including comprehensive regulation models, technological evolution paths, regional-scale carbon pollution target constraints, etc.

Yan Gang suggested that in the future, we should meet the decision-making and management needs of pollution reduction and carbon reduction, and carry out research and support around the human-driven carbon pollution generation transformation principles and prevention and control mechanisms; establish a cross-system carbon pollution collaborative generation and elimination theoretical system to comprehensively improve carbon pollution Environmental characteristics perception and research and judgment capabilities; further promote the research and development of common technologies for efficient and collaborative emission reduction of multiple factors, and break through disruptive technologies for collaborative carbon pollution management in key industries and fields; Describe the full-chain transmission and feedback mechanism, build a comprehensive simulation and regulation model with carbon pollution coordination as the core, and optimize the medium-and long-term coordinated pollution reduction management path in my country, regions and industries.
