The use of shore power instead of ship diesel power generation when ships dock, and the use of electricity instead of oil can not only reduce ship operating costs, but also greatly reduce the air pollution and ship noise pollution generated by the ship's self-power generation, reduce carbon emissions, and is an important measure for continuous improvement of air quality. A few days ago, the reporter learned from the Hubei Provincial Department of Ecology and Environment that in 2023, the province's port shore power consumption will reach 14.67 million kWh, ranking first in the middle and upper reaches of the Yangtze River.

The Yangtze River is 1,061 kilometers long in Hubei, and the length of the Yangtze River waterway in Hubei ranks first among the provinces in the Yangtze River basin. In order to promote the high-quality development of the Yangtze River Economic Belt, in recent years, the Hubei Provincial Department of Transportation, together with the Provincial Development and Reform Commission, the Hubei Branch of the State Grid, the Yangtze River Shipping Administration and other relevant units, has actively promoted the use of shore power by ships calling at the port and accelerated the implementation of electrification of the Yangtze River through various measures such as carrying out special actions, strengthening joint supervision, and promoting construction in a coordinated manner, and has achieved good results.

It is reported that up to now, the transformation of power receiving facilities for transport ships of more than 1,200 gross tons in Hubei Province has been fully completed. From 2021 to 2023, Hubei Province has completed the transformation of power receiving facilities for 1,229 ships, and the province's inland container ships, ro-ro ships, dry bulk carriers of 1,200 gross tons and above, multi-purpose ships, and sea entry ships have all been equipped with power receiving facilities.

At the same time, the coverage rate and standard rate of shore power facilities in ports in Hubei Province have been significantly improved. By the end of 2023, 489 berths in the province have the supply capacity of shore power facilities, the standard rate of shore power equipment will reach 99.88%, and the coverage rate of shore power facilities in dry bulk berths above 2,000 tons in the province will reach more than 99%, ranking among the top three in the provinces along the Yangtze River.

The use of shore power in Hubei Province has been increasing year by year. From January to December 2023, the province's port shore power consumption reached 14.67 million kWh, a year-on-year increase of 158%, ranking first among the provinces in the middle and upper reaches of the Yangtze River. Among them, the electricity consumption of the freight terminal exceeded 1.58 million kWh, a year-on-year increase of 68%. From 2021 to 2023, the province's port shore power consumption will total 27.42 million kWh, effectively reducing air pollutant emissions from ships.

In the next step, Hubei Province will continue to consolidate the achievements of the Blue Sky Defense Campaign, in accordance with the Hubei Provincial Action Plan for Continuous Improvement of Air Quality, guided by high-level protection to promote the high-quality development of Hubei, and with the combination of policy, market, rule of law, and technology as the path, and make every effort to continue to promote the increase in the rate of shore power used by ships at ports.
