Recently, the Action Plan for Promoting Large-scale Equipment Renewal and Trade-in of Consumer Goods (hereinafter referred to as the "Action Plan") has been publicly released. What areas does the "Action Plan" focus on? How should the "four major actions" proposed therein be deployed? What goals have been clarified? How will they be promoted? A few days ago, the State Council Information Office held a regular briefing on the policies of the State Council to introduce the situation and interpret the policies.

Equipment renewal: Energy conservation and carbon reduction are one of the important directions

Equipment renewal is not only an important means to achieve technological upgrading, but also a powerful driver of green transformation. At present, with the continuous emergence of emerging technologies, the efficiency and quality of new industrial equipment have been greatly improved under the empowerment of digitalization, greening and intelligence.

Among them, the scale of equipment investment in the national industrial field accounts for a large proportion of the overall equipment investment scale. In 2023, the scale of equipment investment in the national industrial field will reach 4.4 trillion yuan, a year-on-year increase of 8.7%, accounting for more than 70% of the equipment investment in the whole society. Promoting the renewal of equipment and technological transformation in the industrial field is conducive to expanding effective investment and increasing the proportion of advanced production capacity, which is beneficial to both the current and the long-term.

Previously, the Ministry of Industry and Information Technology, together with the six departments, issued the "Implementation Plan for Promoting Equipment Renewal in the Industrial Field", focusing on promoting new industrialization, taking large-scale equipment renewal as the starting point, implementing technological transformation and upgrading projects in the manufacturing industry, focusing on digital transformation and green upgrading, and promoting the high-end, intelligent and green development of the manufacturing industry. By 2027, we will strive to increase the scale of equipment investment in the industrial sector by more than 25% compared to 2023.

"In the next step, we will focus on key industries such as petrochemical industry, iron and steel, nonferrous metals, building materials, machinery, automobiles, light industry, textiles, electronics, etc., and carry out four major actions: advanced equipment renewal, digital transformation, green equipment promotion, and safety level improvement, and comprehensively promote equipment renewal and technological transformation. Shan Zhongde, Vice Minister of Industry and Information Technology, said.

Among them, in the implementation of green equipment promotion actions, will promote petrochemical chemicals, steel, nonferrous metals, building materials and other key energy-using industries, key links, the application and promotion of energy-saving, water-saving, environmental protection and other green equipment, promote the motor, transformer, boiler, pump and other key energy-using equipment upgrading, increase the upgrading of industrial solid waste treatment equipment and facilities.

Large-scale equipment renewal inevitably requires a large amount of capital investment, which should not only fully mobilize the initiative, enthusiasm and creativity of enterprises, but also carry out the necessary incentives and guidance to promote equipment upgrading to form a scale effect.

In this regard, Fu Jinling, director of the Department of Economic Construction of the Ministry of Finance, said at the briefing that the central government will strengthen its guidance and play a good policy "combination punch", including strengthening the overall planning of capital policies, improving tax support policies, improving government green procurement policies, and strengthening the linkage of fiscal and financial policies. Among them, he specifically mentioned that he will increase the support for tax incentives for special equipment for energy and water saving, environmental protection and safe production, and include digital and intelligent transformation in the preferential scope.

Trade-in of consumer goods: Focus on durable consumer goods such as automobiles, home appliances, and home furnishings

Promoting the trade-in of consumer goods involves thousands of households, which is not only a practical need to expand domestic demand, but also a practical need to improve the quality of life of the masses. The "Action Plan" clarifies the trade-in of three major categories of consumer goods: automobiles, home appliances and home decoration. So specifically, which "new" consumer products are recommended, and how do they differ from "old" products?

Xu Xingfeng, director of the Department of Market Operation and Consumption Promotion of the Ministry of Commerce, said in response to questions from the media that in terms of automobiles, it is mainly encouraged to replace old cars with high energy consumption, high emissions, long service life and potential safety hazards for new energy vehicles or energy-saving vehicles. In terms of household appliances, it is advocated to replace household appliances with high water consumption and high energy consumption, as well as problems such as aging accessories and potential safety hazards with long service life, with low energy consumption and low water consumption. In terms of home decoration, kitchen and bathroom, more use of green and low-carbon products is also encouraged.

In addition, the Action Plan also proposes to increase fiscal policy support and adhere to the linkage between the central government and local governments to support the trade-in of consumer goods. What fiscal policies will be in place to support the trade-in of consumer goods?

In this regard, Fu Jinling said that the central government will coordinate the stock policy and new policies, highlight the technology, energy consumption, emissions and other standards as the traction, promote the trade-in of durable consumer goods such as automobiles and home appliances, and combine the characteristics of different types of consumer goods to implement targeted financial support policies.

"The central government focuses on supporting the promotion of car trade-in. Consumers who scrap high-emission passenger cars or eligible new energy passenger vehicles and purchase new energy vehicles that meet energy-saving requirements or new energy vehicles will be given a fixed subsidy. Adhere to the linkage between the central government and local governments, and the subsidy funds will be shared by the central government and local governments in proportion to jointly promote the trade-in of old cars. Fu Jinling said.

Recycling: Focus on improving the recycling system

Large-scale equipment renewal and trade-in of consumer goods will inevitably bring about the problem of how to deal with waste equipment and consumer goods. According to data from the Ministry of Commerce, by the end of 2023, the number of civilian cars in China will reach 336 million, and the number of household appliances in major categories such as refrigerators, washing machines, and air conditioners will exceed 3 billion, which not only reflects the huge scale and potential of China's consumer goods market, but also reflects the importance of its upgrading and recycling.

Waste is a misplaced resource, and effective recycling is equivalent to opening a "second mine", and the huge market space brings huge development opportunities, and there is a lot to be done.

In February this year, the General Office of the State Council issued the "Opinions on Accelerating the Construction of a Waste Recycling System".

"In the next step, we will work with relevant departments to focus on key areas and key products, seriously do a good job in recycling, and improve the level of recycling. Zhao Chenxin, deputy director of the National Development and Reform Commission, said.

Among them, in terms of unimpeded recycling channels, it is necessary to accelerate the development of the "new + recycling" logistics system and new model, and encourage e-commerce platforms and production enterprises to implement the extended producer responsibility system and recycle waste consumer goods at the door. At the same time, we will further improve the recycling network of renewable resources, and strive to promote 2,000 new standardized and standardized recycling sites in large and medium-sized cities across the country, including 1,000 supply and marketing systems, and build 200 green sorting centers.

In terms of supporting the circulation and trading of second-hand goods, we will continue to optimize the registration management of second-hand car transactions. For example, promote convenient transactions, promote the standardization of second-hand electronic product transactions, promote second-hand commodity trading platform enterprises to establish and improve the evaluation mechanism of distribution enterprises and users on the platform, and strengthen the sharing of information such as credit records and illegal and untrustworthy conduct.

In terms of improving the level of resource utilization, we will encourage the remanufacturing of qualified waste production equipment, and promote the cascade utilization of products, equipment and key components in an orderly manner. At the same time, improve the technical level of waste non-ferrous metal utilization and rare and precious metal extraction. Promote the agglomeration and large-scale development of renewable resources processing and utilization enterprises, and build a number of industrial clusters for the intensive processing of renewable resources such as scrap iron and steel, waste non-ferrous metals. According to reports, the output value of China's resource recycling industry is expected to exceed 4 trillion yuan this year.

"In the next step, we will give full play to the role of the government, better mobilize the enthusiasm of enterprises, and use market-oriented methods to work together to make the recycling chain truly smooth, and jointly turn these waste materials into treasure." Zhao Chenxin said.

Standard improvement: Accelerate the improvement of standards for energy conservation, carbon reduction, environmental protection, etc

Standards are the elements that constitute the national quality infrastructure, and their effective implementation can not only play a hard binding role, but also the strategic traction of industry development and product upgrading.

Recently, the "Action Plan for Improving the Renewal of Traction Equipment and the Trade-in of Consumer Goods with Standards" (hereinafter checked the "Standard Plan") was issued, requiring the acceleration of the formulation and revision of standards in the fields of energy conservation and carbon reduction, environmental protection, safety, recycling, etc., and promoting the completion of the formulation and revision of 294 key national standards this year and next year, and promoting policies and standards to be more coordinated and matching, and strongly supporting equipment renewal and consumer goods trade-in.

This specific task arrangement mainly includes four aspects: accelerating the upgrading of energy consumption and emission technical standards, strengthening the improvement of product quality and safety standards, increasing the supply of recycling and recycling standards, and improving the implementation of supporting measures. At the briefing, Liu Hongsheng, director of the Standards and Technology Management Department of the State Administration for Market Regulation, explained in detail the specific work of the "Standard Plan" and the supporting role of the "Action Plan".

Among them, in terms of accelerating the upgrading of energy consumption and emission technical standards, 113 national standards have been formulated and revised, and we continue to lead the renewal of equipment. The next step will be to speed up the formulation and revision of a number of mandatory national standards for energy consumption limits, energy efficiency of household appliances and industrial equipment, optimize and improve the emission standards of air, water and other pollutants, accelerate the improvement of carbon emission accounting, product carbon footprint standards, promote the improvement of CNC machine tools, agricultural machinery, construction machinery and other standards, build a solid bottom line of safety production, fire protection, industrial product safety and other standards, and help the proportion of advanced production capacity continue to increase.

In terms of increasing the supply of recycling and recycling standards, 66 national standards have been formulated and revised to vigorously promote the smooth circulation of the industry. Among them, Liu Hongsheng mentioned that it is necessary to increase the supply of green design standards such as household appliances, furniture, electronic products, wind power, and photovoltaics.

In terms of improving the supporting measures for the implementation of standards, we will strengthen the coordination of policies and measures such as standards and financial support, vigorously promote green product certification and high-end quality certification, and convey quality trust to consumers. At the same time, focusing on key consumer goods such as new energy vehicles, electronic appliances, and children's products, we will increase defect investigation and recall.
