The term EIA is familiar to everyone, on the one hand, because it has the most extensive and thorough information disclosure system, and on the other hand, it is located at the forefront of development and construction, and it is the "first pass" to keep the clear waters and green mountains. As China's economy enters a new era of high-quality development from high-speed development, EIA management has also shown new efficiency. Below, I would like to briefly report to you three points of experience.

The first is to cherish the greatness of the country and stand firmly on the people's stand. The Beijing-Xiong'an Railway is the first major transportation infrastructure project in Xiong'an New Area, and is an important trunk line to support and lead the national strategy. When we reviewed the environmental impact assessment documents of the Beijing-Xiongxiong Railway, we found that the high-speed railway will pass through the middle of Beiluodian Village in Bazhou City, and the train noise at a speed of 350 kilometers per hour will cause problems to the lives and rest of hundreds of surrounding residents. What should we do with the major national strategies on one side and the vital interests of the masses on the other side? The answer is to always persist in taking the people as the center. After repeated comparison and demonstration, we innovatively proposed measures to build a fully enclosed sound barrier on the bridge. After the project was completed and put into operation, the surrounding residents were generally satisfied. The project has been interviewed by CCTV and other media for many times, and has been successfully selected as one of the top ten news of the year for noise pollution prevention and control in China, becoming a beautiful scenery on the Beijing-Xiongxiong Railway.

The second is to strictly access the environment and keep the bottom line of environmental protection. In the approval of a hydropower project in the upper reaches of the Yellow River, we found that the construction of a new power station will further block the connectivity of the river and aggravate the adverse impact on the migration of upstream and downstream fish when the existing small hydropower is cut off from the river. After many times of communication, we finally proposed to dismantle the upstream small hydropower measures with the new and the old, and after the demolition, more than 1,000 kilometers of the upper reaches of the Yellow River have been connected, providing a broader living space for upstream and downstream fish.
