Pan Yuansong, member of the National Committee of the Chinese People's Political Consultative Conference and vice chairman of the Panjin CPPCC: The Songliao Canal will be included in the national water network construction plan

"The Party Central Committee has entrusted the Northeast with the important mission of safeguarding the country's 'five major security', and building the Liaohe River Basin well is of great significance to the long-term development of the country. At the second meeting of the 14th National Committee of the Chinese People's Political Consultative Conference, Pan Yuansong, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and vice chairman of the Panjin CPPCC, submitted a proposal to include the Songhua River-Liaohe Canal in the national water network construction plan, as a major national infrastructure project, and start construction as soon as possible.

"Historically, the Liaohe River had a large runoff, and with population growth and economic development, the industrial and agricultural water consumption in the Liaohe River basin increased dramatically and the water volume decreased significantly, while the huge runoff of the Songhua River flowed into the Heilongjiang River and then flowed into the North Pacific Ocean, which was not fully utilized. Pan Yuansong said that the construction of the Songhua River-Liaohe Canal can effectively improve the ecological environment of the Liaohe River Basin and the Bohai Sea, especially the ecology of the central and eastern parts of Inner Mongolia and the vast areas of northwest Liaoning, build a solid ecological barrier, and at the same time can effectively guarantee agricultural water, and transform a large part of tens of millions of acres of cultivated land in the Liaohe River Basin into high-standard farmland, so as to effectively guarantee national food security.

"The construction of the Songliao Canal will also contribute to the construction of the Northeast Land, River and Sea Corridor and effectively stimulate domestic demand. Pan Yuansong said that the use of artificial canals and the transformation of the original Liaohe River can form a large land, river and sea channel from the Songhua River to the Bohai Sea, providing strong support for the comprehensive revitalization of Northeast China, and also helping to reduce energy consumption and carbon emissions caused by railway and road transportation. After the completion of the canal, it can also bring huge investment in ecology, agriculture, tourism, transportation and other aspects, and promote the economic development of the Northeast region.

"The Songhua River-Liaohe Canal is fully equipped with the feasible conditions for implementation. Pan Yuansong said that due to the large runoff of the Songhua River, the water transfer to the Liao River has no obvious impact on the production and living ecology of the Songhua River basin. The distance from Songhua River to Liaohe River is only more than 200 kilometers, and there is no complex terrain and structure in the middle, so the project investment is less and the construction cost is low.
