Wang Haijun, the person in charge of electricity consumption at Quyuan Tea House, calculated that it used to cost more than 26,000 yuan a month to use natural gas, but now it only costs more than 18,000 yuan for electricity, saving nearly 100,000 yuan a year, and reducing energy consumption by 74% and emissions by 44% throughout the year.

The demonstration and guidance of Quyuan Tea House has driven a number of restaurants in Yangzhou City to take the initiative to carry out electric energy substitution. On this basis, Yangzhou City, through a package of measures such as government-enterprise coordination, substitution of awards and demonstrations, has started from the catering and bathroom industries to carry out electric energy substitution in the main urban area, and initially formed a green development pattern of replacing coal with electricity, replacing oil with electricity, and replacing gas with electricity, which not only effectively solves the problem of exhaust gas emissions, but also helps reduce the operating costs of enterprises, and reduces the number of complaints from the masses, realizing a win-win situation of low-carbon green development and ensuring the improvement of people's livelihood.

Dragnet investigation to find out the bottom number of pilot first

"Water in the morning, water in the evening", morning tea culture and bathing culture are the premier leisure lifestyles in Yangzhou. Therefore, the kitchen and bathroom market entities in Yangzhou City have a large number of emissions, and there are many petitions. Based on the "small incision" of air pollution related to people's livelihood, the Yangzhou Municipal Ecological Environment Department took the initiative to closely connect with local governments and power supply companies to carry out dragnet investigations throughout the city to find out the bottom number of restaurants and biomass boilers.

Yangzhou has a total of more than 24,000 catering units of various types and 653 biomass boilers, and established catering and bathroom inventory ledgers respectively, so as to make the final count and the situation clear. According to the list, the restaurants and bathrooms within the main urban area were mobilized one by one, and the "Notice of Electric Energy Substitution Transformation" was delivered and signed to publicize the advantages of all-electric substitution.

Through research and analysis and preliminary investigation, Yangzhou City first selected Gaoyou City with better basic conditions to carry out the pilot, and simultaneously carried out the electric energy substitution of restaurants and noodle shops, and the conversion of bathroom biomass boilers to electric energy, central heating or external hot water. By the end of 2023, Gaoyou City will basically complete the electric energy substitution of restaurants and noodle shops and the clean energy replacement of bathroom biomass boilers. The number of complaints about environmental pollution caused by bathroom exhaust gas in Gaoyou has dropped from 158 in 2019 to 12 in 2023, a decrease of 92.4%.

The "one-stop" service encourages the diversion of electric energy

Summing up the experience on the basis of the pilot, Yangzhou City has extended it to the whole city and launched the "all-electric revolution" in an all-round way. Yangzhou City has formulated the "Implementation Plan for the Comprehensive Treatment of Biomass Boilers", introduced the city's "all-electric kitchen" guidance policy, and encouraged and guided catering and boiler units to implement electric energy substitution through one-stop services such as financial rewards and subsidies, technical support, and housekeeping tracking.

"We have strengthened cooperation with power supply companies, jointly set up catering units and biomass boiler electric energy substitution service classes, and worked with local governments to publicize laws and regulations and reward and subsidy policies, promote electric energy substitution transformation programs, help enterprises calculate operating costs, coordinate and solve power transformation problems, strengthen after-sales service of electrical equipment, and let catering and bathroom market operators eat 'reassurance'." Kan Xiao, director of the atmospheric department of the Yangzhou Ecological Environment Bureau, said.

The Yangzhou Municipal Department of Ecology and Environment also cooperates with kitchenware manufacturers, catering enterprises, industry associations, scientific research institutions and other stakeholders to build a multi-party cooperation platform to build a city-wide catering and bathroom electrification transformation alliance, give full play to the influence of various industry associations and transformation alliances, and jointly promote the electric energy substitution transformation of the catering and bathroom industry.

By the end of 2023, 901 all-electric kitchens have been built in Yangzhou, including 796 catering units and 105 residents; The comprehensive treatment of 653 biomass boilers has been fully completed, of which 276 have been replaced by electric energy, 75 have been replaced by natural gas, 125 have been withdrawn, and 177 have been upgraded.

According to estimates, through the construction of all-electric kitchens, Yangzhou can save 2,700 tons of standard coal and reduce carbon emissions by 5,600 tons every year; By replacing the electric energy of biomass boilers, more than 260 tons of sulfur dioxide, more than 170 tons of nitrogen oxides, and more than 50 tons of particulate matter will be reduced in 2023.

The all-electric kitchen has a wider range of electric energy substitution on campus

The all-electric kitchen has also made its way into the campus cafeteria. In Yangzhou Middle School, I saw that the original gas and steam cookers in the canteen were replaced by induction cookers, and the cooking practice area for students on the third floor was also re-planned and the baking training area was added, so that teachers and students could focus on cooking practical courses.

"Our school currently has 2,200 teachers and students, and the canteen kitchen has been using natural gas and steam as the heating energy for kitchen utensils, which not only has a lot of oil smoke, high noise, but also has great safety risks. After the transformation, there is no open flame in the canteen, and the operation is intelligent and convenient. Zhu Ruzhong, vice principal of Yangzhou Middle School, introduced that in the summer of 2023, the school will use more than 70 sets of all-electric kitchenware with the support of the power supply company and the energy service company.

"We give full play to the advantages of electric energy substitution, and provide the school with all-electric kitchen customization services integrating canteen design, construction, equipment and power transformation, with a thermal efficiency of up to 95% for various induction cookers, which is more energy-saving and low-carbon, and is expected to save about 660 tons of carbon emissions annually." Yang Fan, account manager of the energy efficiency service class of State Grid Yangzhou Power Supply Company, introduced. At present, 12 schools in the main urban area of Yangzhou City have used all-electric canteens.

Highlight the source management service and continue to "expand" energy substitution

Previously, State Grid Jiangsu Electric Power Co., Ltd. released the country's first "Catering Electrification Promotion and Application Report", and Yangzhou City also regularly held a series of "all-electric kitchen" challenge activities, introducing all-electric kitchens into large-scale activities such as "Chinese Food Gathering", which made the concept of electric energy replacement green more deeply rooted in the hearts of the people, and the acceptance of relevant market operators was further improved.

Give full play to the leading role of the working class, industry associations and transformation alliances, further lead and promote the clean energy substitution of biomass boilers outside the main urban area, and thus promote the extension of clean energy substitution to large heat users, and focus on the implementation of clean energy substitution of water heaters for shrimp seedling production enterprises and giant river prawn farmers in Jiangdu, Gaoyou, Baoying and other places, so as to further enhance the green development level of key industries.
