Our article: Give full play to the leading role of green development in industrial parks
The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to deepen the reform of the ecological civilization system and improve the green and low-carbon development mechanism. Industrial parks are the source of power for my country's economic development and the main battlefield for green and low-carbon development. The guiding role of industrial parks in reform should be given full play to promote green and high-quality development.
Optimize the layout of new quality productivity. Based on green development, we will promote area adjustment and expansion in an orderly manner. Coordinate the construction of new cities and the development of new industrialization, reasonably determine the scale of future construction land in industrial parks, and support industrial parks in promoting area adjustment and expansion in accordance with green and low-carbon development goals. Continuously improve the space functions of the park. Optimize the layout of the park's industries and surrounding living and commercial land, and improve the efficiency of the park's industrial land use. Improve the efficiency of the use of standard factories and high-rise office buildings, continuously optimize the development timing of the park, and give full play to the leveraging effect of the subsequent development of engine projects in the park. Promote the evaluation and supervision of economical and intensive land use in the park. Promote the combination of the park's land utilization rate and the increase and decrease of the park's land use plan indicators. Promote institutional innovations such as the "land use list system" and encourage enterprises to sign admission agreements and land leasing contracts, thereby promoting intensive and efficient use of land in the park.
Improve the effectiveness of comprehensive management. Strengthen the main responsibilities of parks and enterprises for pollution prevention and control. Implement scientific and accurate assessments of key pollution prevention and control enterprises, strengthen daily supervision, reduce environmental risks, promote the development of green and low-carbon cycles in the park, and continuously improve the park's pollution control capabilities and cleaner production levels. Guide enterprises and social investment to enter the park's environmental protection market in accordance with the needs of green and low-carbon development. Explore the establishment of a new model for park environmental pollution control that is dominated by the park and dominated by the market, and promote the in-depth advancement of third-party environmental governance in the park.
Promote industrial transformation and upgrading. Continuously improve the park's circular economy chain and promote industrial recycling and digital transformation. Actively guide market entities to connect enterprises inside and outside the park, improve the resource circulation system, and improve the circular economy chain. Strengthen digital and intelligence empowerment and efficiency increase. Guide enterprises in the park to use Internet thinking to digitally transform production technologies and processes of traditional industries, thereby optimizing production processes and reducing pollutants and carbon emissions. Guide enterprises in the park to strengthen advanced production methods and management concepts such as lean manufacturing, and create a new digital production engine with flexible production and lean management and control.
Accelerate the construction of a modern industrial system. Optimize the industrial structure and promote the upgrading of traditional industries and the implementation of green and low-carbon industries. Continuously optimize the industrial structure of the park, eliminate backward production capacity, and improve the supply capacity and level of green products in the park. Accelerate the optimal layout of green and low-carbon industries such as ecological and environmental protection, electronic information, and new energy vehicles, promote the integrated development of traditional industries and strategic emerging industries in the park, and stimulate new momentum for green and low-carbon development in the park. Coordinate the differentiated development of industrial parks and cultivate regional advantageous and characteristic industries. Focusing on strengthening the advantageous links of the industrial chain, we will accelerate the construction of integrated industrial systems such as "production, processing, sales and services","science, industry, trade and gold" and "agriculture, culture, tourism and education" to improve the modernization level of the park's industrial and supply chains.
