In terms of continuing to deepen the fight against pollution, the "Implementation Plan for the Continuous Improvement of Air Quality in the Inner Mongolia Autonomous Region" was issued to continue to increase the prevention and control of air pollution in Hohhot, Baotou, Wuhai and surrounding areas; In-depth promotion of urban heating and warming projects, 453 projects have been started, and 68,100 clean heating renovations have been completed; The water quality of the main stream of the Yellow River has remained in Category II for four consecutive years, and the average annual water quality of the national examination section of the tributary of the Yellow River has been completely eliminated; Vigorously improve the quality of the soil ecological environment, and effectively guarantee the safe use of key construction land.
In terms of strengthening the conservation and intensive use of resources, we took the lead in introducing an evaluation index system for the conservation and intensive use of resources at provincial levels, and formulated the "Guiding Opinions on Deeply Implementing Xi Jinping's Thoughts on Ecological Civilization and Promoting the Comprehensive Conservation and Intensive Utilization of Resources in the Whole Society"; since 2023, 180,000 acres of land have been approved but not provided, and 73,000 acres of idle land have been revitalized; deepen comprehensive land improvement and implement a balance of 278,000 acres of cultivated land occupation and compensation; In 2023, water consumption per 10,000 yuan of GDP and water consumption per 10,000 yuan of industrial added value will decrease by 9.58% and 12.76% respectively compared with 2020.
In terms of solidly promoting the development of green, low-carbon cycles, we actively coordinated and promoted the National Development and Reform Commission and other six ministries and commissions to issue "Several Policies and Measures on Supporting Green, Low-Carbon, and High-Quality Development in Inner Mongolia"; all land and space plans of the Inner Mongolia Autonomous Region were approved and strictly implemented the "Three Districts and Three Lines" and land and space use control requirements; the "Implementation Opinions of Inner Mongolia Autonomous Region on Strengthening Ecological Environment Zoning Control" have been reviewed by the government executive meeting; Promote the optimization and adjustment of the industrial structure, and shut down all restricted production capacity of ferroalloys, calcium carbide, coke, and graphite electrodes in the region; solidly promote the construction of the first batch of carbon peak pilot projects in three countries, including Baotou City, and Inner Mongolia has been listed as one of the eight pilot areas in the country for the transformation from dual control of energy consumption to dual control of carbon emissions.
