Recently, the "Regulations on Green Building Development of Jilin Province"(hereinafter referred to as the "Regulations") were adopted at the 11th meeting of the Standing Committee of the 14th People's Congress of Jilin Province and announced, and will come into effect on September 1, 2024.
The "Regulations" aim to implement the concept of green development, promote high-quality development of the construction industry, promote resource conservation and utilization, reduce carbon emissions, and improve the living environment. It is applicable to the planning, design, construction, operation, renovation of green buildings in the administrative area of Jilin Province, as well as related technology promotion, guidance, incentives, supervision and management activities.
The "Regulations" consist of seven chapters and 56 articles, clarifying the implementation rules for green building development from many aspects such as planning and construction, operation and transformation, technology and application, and legal responsibilities. The "Regulations" clarify that green buildings are managed at a level in accordance with national regulations, and are divided into four levels from low to high: basic level, one-star level, two-star level, and three-star level. The construction unit shall adopt energy-saving emission reduction and environmental protection measures such as reducing energy consumption, reducing construction waste, reducing noise pollution and preventing and controlling dust during construction.
The "Regulations" propose that the development of green buildings should adhere to local conditions, passive priority, and active optimization, and promote the application of advanced and applicable technologies such as natural ventilation, natural lighting, rainwater collection, waste heat utilization, reclaimed water reuse, heat recovery and renewable energy utilization.
The "Regulations" clearly impose penalties for construction units, design units, supervision units, etc. that violate the provisions of these Regulations. If losses are caused, they shall be liable for compensation in accordance with the law.
