A few days ago, the relevant responsible comrades of the Department of Soil Ecology and Environment of the Ministry of Ecology and Environment answered questions from reporters on the background, positioning and main content of the "Guiding Opinions on Promoting Soil Pollution Risk Control and Green and Low-Carbon Remediation" (hereinafter referred to as the "Guiding Opinions").

At the end of 2023, the Ministry of Ecology and Environment issued the Guiding Opinions, based on the current status of China's soil pollution risk control and restoration management practices, in line with the relevant policy requirements of green and low-carbon development, and encouraging risk control and restoration activities on polluted land to pay attention to the conservation and efficient use of resources and energy, reduce the risk of secondary pollution, and maximize net environmental benefits and minimize carbon emissions on the premise of meeting the relevant requirements of the Soil Pollution Prevention and Control Law and ensuring the realization of control and restoration goals.

The Guiding Opinions are mainly applicable to the risk control and restoration of soil pollution in construction land, aiming to guide the green and low-carbon development of the soil pollution remediation industry, improve the ability of coordinated governance of pollution reduction and carbon reduction, and promote the green and low-carbon transformation of soil pollution risk control and restoration.

The Guiding Opinions put forward targeted recommendations on key aspects of the whole process of risk management and control and green and low-carbon restoration, and can provide guidance for those responsible for soil pollution, land use rights holders, practitioners, practitioners, and management departments. It includes four parts: cultivation concept, whole-process guidance and practice, scientific and technological support and safeguard measures, with a total of 16 articles.

At present, some provinces (autonomous regions and municipalities directly under the Central Government) have carried out exploratory practice work on soil pollution risk management and control and green and low-carbon restoration. In the process of compiling the Guiding Opinions, the relevant experience of existing cases was fully drawn on. In the next step, we will promote the implementation of the "Guiding Opinions" from the aspects of strengthening publicity and training, improving evaluation and evaluation techniques and methods, and strengthening the practical application of guidance.
