PetroChina Changbei International Cooperation Project is currently the largest foreign international cooperation project with the highest cumulative output in China's onshore oil and gas upstream business. Since its development in 1999, the project has gone through three stages: exploration and evaluation, trial production and large-scale development, giving full play to the management and technical advantages of the partners and PetroChina, and maintaining a natural gas production of more than 3 billion cubic meters for 15 consecutive years, becoming a model and model for international cooperation in PetroChina's upstream business.

In order to accelerate the construction of a demonstration area for the coordinated and efficient development of low-permeability tight gas reservoirs and achieve benefit development, Changqing Oilfield Changbei Operation Branch, as the Chinese operator of the project, actively promotes the implementation of PetroChina's various decisions and deployments, and cooperates with its partner Shell to promote gas reservoir development and production, safety and environmental protection control, production mode transformation and other work. Innovate and implement the development model of double-branch horizontal wells of "well cluster well group, rare well high production, well substitution, zonal development, and constant pressure production", and form a series of 18 main process technologies in 3 categories of geological gas reservoirs, drilling and production engineering, and surface gathering and transportation with double-branch horizontal well development technology as the core, and in accordance with the refined and differentiated management principle of "one type of policy, one well and one method", large-scale use of "mobile metering skid venting, plunger operation, velocity pipe plunger composite operation, thermodynamic bubble row" Four production stimulation technologies and effective production measures have been formulated, and the comprehensive decline rate of the gas field has always been controlled within 15%, and the increase in production has been realized.

Fine management is lean development. The project innovatively puts forward the concept of integrity management, with design, operation and technology as the three major starting points, relying on the advanced QHSE management concept, guided by the "energy isolation method", and comprehensively refining and summarizing a number of safety characteristic management achievements represented by "ten methods and ten tools" in the long-term production and construction practice, and carrying out "safety day" activities with different themes for 18 consecutive years. Up to now, it has achieved 3,129 days of safe production, 10.67 million hours of working hours without loss, and 40.76 million hours of cumulative labor hours.

In addition, the project also accelerates the industrial layout from the three levels of "energy conservation and consumption reduction, clean substitution, and strategic reserves", actively builds a green industrial structure and a low-carbon energy supply system, and explores a green and low-carbon transformation path in line with the actual development situation. By increasing the construction of distributed photovoltaic projects and jointly building "Plugged Forest City" by enterprises and localities, the comprehensive benefits of carbon sequestration in forests, ecological improvement and green development will be realized, and the image of enterprises will be green and environmentally friendly, and the pace of energy structure transformation will continue to accelerate. At present, the average annual power generation of new energy in the project has reached 700,000 kWh, and 350 acres of carbon sink forests have been built. Once the trees are mature, they are expected to absorb about 350 tonnes of CO2 per year.
