Shenzhen Luohu explores new paths for near-zero carbon construction with high quality

In recent years, Luohu District of Shenzhen City, Guangdong Province has actively responded to the call for the "double carbon" policy. The Luohu Administration Bureau of Shenzhen Ecological Environment Bureau (hereinafter referred to as the Luohu Administration Bureau) has made targeted efforts to promote the diverse scenarios of "low-carbon ecology, science and technology innovation and fashion, cultural tourism, and diversified integration" with the concept of "low-carbon +", explore new paths for "near-zero carbon" construction with high quality, and help the economy develop towards "green".

Pilot first and explore near-zero carbon diversified application scenarios

In November 2021, the Shenzhen Municipal Bureau of Ecology and Environment and the Shenzhen Municipal Development and Reform Commission jointly issued the "Implementation Plan for the Pilot Construction of Shenzhen Near-Zero Carbon Emission Zone". Based on this, the Luohu Administration Bureau created two batches of near-zero carbon pilot projects. Project types include campuses, areas, and buildings. As one of the first batch of near-zero carbon pilot projects in Shenzhen, Jintian Primary School located in Luohu District has extended the concept of low-carbon emission reduction to different types of areas and gradually created a demonstration sample of near-zero carbon construction on campus.

As one of the first batch of three carbon peak and carbon neutrality pilot schools in Guangdong Province, Jintian Primary School continues to make efforts from four aspects: zero-carbon energy, smart management, waste-free campuses, and dual-carbon education to build 9 near-zero carbon application scenarios including digital zero-carbon campuses, sponge campuses, near-zero energy consumption buildings, and zero-carbon campus cultural spaces. Starting from July 2023, Jintian Primary School will comprehensively improve the campus environment and create a near-zero energy consumption building complex integrating sports, teaching and life. The energy conservation rate of the building body will be increased by 20%, and the comprehensive energy conservation rate will be increased by 60%; Installation of distributed photovoltaic and photothermal systems in school building roofs, walls and other areas can reduce campus carbon emissions by more than 40%, increase the natural carbon sink area on campus, and steadily decrease the total amount and intensity of carbon emissions; Build a smart carbon management system to fully collect and manage system data such as water, electricity, gas, and waste to achieve comprehensive, refined and digital energy and carbon management on campus; build a rainwater recycling and reclaimed water reuse system, and reuse tap water. The utilization rate reaches more than 20%.

In addition to hardware, Jintian Primary School is also actively building a "double carbon education" system to create a team of teachers who practice green education ideas and provide teacher guarantee for low-carbon education in schools; it develops and develops 3 sets of textbooks at levels, starting from the issue of global warming. Explore the relationship between temperature rise and biodiversity, and human survival, with the content moving from shallow to deep and progressive; Through teachers and students jointly build campus ecological farms, carry out campus cleaning actions, environmental protection themed activities, environmental volunteer practices and other activities, students can personally participate in low-carbon and environmental protection practices. In 2024, Jintian Primary School will achieve double reductions in total carbon emissions and per capita carbon emissions, and fully achieve near-zero carbon targets in eight fields including energy, construction, and transportation.



Comprehensively promote and build a new pattern of near-zero carbon construction

After the first and second batches have applied for four near-zero carbon emission zone pilots, the Luohu Administration has actively applied for the third batch of eight pilot projects starting from four types: near-zero carbon emission zone pilots, park pilots, campus pilots, and building pilots. All pilot projects have been selected to build a new pattern of near-zero carbon construction in an all-round way. As a representative case of a near-zero carbon emission park, Xiaping Environmental Park has achieved a "gorgeous turn" from a landfill to an ecological park, providing reference for building a near-zero carbon park.

Xiaping Environmental Park is located in the Xiaping Valley of Qingshui River in Luohu District, Shenzhen City. It was formerly known as Xiaping Landfill. In recent years, the park has carried out ecological restoration, greening restoration and landscape renovation and improvement in key areas such as landfill reservoir areas, supporting production and office facilities, and access roads. After the renovation, the green coverage rate of the park has reached 45%; it also uses photovoltaic coffee houses as a pilot to carry out distributed photovoltaic power station scenarios in office areas to increase the proportion of renewable energy applications.

Through the harmless treatment of wastewater and waste gas in the landfill, Xiaping Environmental Park has achieved coordinated promotion of pollution reduction and carbon reduction: carrying out a deep collection and utilization project of landfill gas, collecting landfill gas and utilizing it for biogas power generation. In 2022, Xiaping Environmental Park collected approximately 79.24 million cubic meters of landfill gas, generated 110.95 million kWh of electricity, and achieved approximately 50,000 tons of CO2Emission reduction is equivalent to the carbon absorption of 50,000 acres of forest in one year. The treated effluent from the surface water treatment plant in the park is used to replenish water in ecological landscape pools, wash roads and green roads. It can save about 1000 tons of water per day, save 365,000 tons of water throughout the year, and reduce carbon emissions by about 3.32 million tons, effectively realizing the organic integration of pollution control and ecological environment restoration in the park.



Policy guarantees promote new breakthroughs in near-zero carbon construction

In order to help Shenzhen's "double carbon" work develop in depth, Luohu District actively released the "Action Plan for Luohu District to Build a" Low Carbon Pioneer Urban area ". By actively deploying green and low-carbon industries and accelerating the construction of pilot demonstration projects, it plans to achieve a significant improvement in the competitiveness of green and low-carbon industries within its jurisdiction by 2025; The "Ten Measures to Support the Development of Green and Low-Carbon Industries in Luohu District of Shenzhen" was compiled and promulgated, focusing on green consumption, green services, green application scenarios, etc. that are in line with the actual development of Luohu, and focusing on upstream and downstream enterprises in the industrial chain such as new energy, safety, energy conservation and environmental protection.

In the next step, the Luohu Administration Bureau will continue to deeply cultivate low-carbon and high-quality development in accordance with the "Luohu District Action Plan to Build a" Low-Carbon Pioneer Urban area ", carry out carbon verification projects for key industries in Luohu District, and carry out carbon emissions accounting for financial institutions in Luohu District. Work, study carbon neutrality methods in the financial industry, and assist Luohu District in its green and low-carbon transformation; deploy the" Low Carbon Promote Consumption "carbon inclusive project to help the green and low-carbon concepts be deeply integrated into daily life; Strive to build a carbon sink project in the Dawutong Ecological Integration Zone in Luohu District and create a benchmark for the development of "Three Life Integration" in the Greater Bay Area; explore the "near-zero carbon" construction path with Luohu characteristics, and strive to achieve "zero breakthroughs" in near-zero carbon projects of enterprises and communities; With the high-quality advancement of near-zero carbon work, we will contribute to the Chinese-style modernization construction of harmonious coexistence between man and nature.
