The General Office of the People's Government of the Inner Mongolia Autonomous Region recently issued the "Several Opinions on Supporting the Development of Green Computing Power Industry in Inner Mongolia and Linger Clusters"(hereinafter referred to as the "Opinions") to support the development of green computing power industry in the Inner Mongolia hub node of the national integrated computing power network and Linger Data Center Cluster (Linger New District, Jining Big Data Industrial Park).
As one of the hub nodes of the country's "Eastern Computing and Western Computing" project, Inner Mongolia attaches great importance to the development of the green computing power industry. Relying on resource endowments and development advantages, it vigorously deploys and develops the green computing power industry. The district's computing power policy advantages have become increasingly prominent, and the computing power comprehensive supply capacity has become increasingly enhanced, the computing power coordinated development system has become more complete, and the upstream and downstream computing power industries have become increasingly concentrated, showing a good development trend.
The "Opinions" put forward a total of 16 support measures in six aspects: optimizing industrial layout, strengthening power security, promoting dispatch transactions, promoting green development, strengthening scientific and technological innovation and talent training, and expanding application scenarios, and providing "real money" to empower green The high-quality development of the computing power industry.
In terms of strengthening power security, we support data center power users to enjoy the power consumption policy of strategic emerging industries, encourage new energy power generation companies to sign multi-year power transaction contracts with smart computing centers, and support data centers to increase the proportion of green power supply through direct green power supply and network-based energy storage., etc., reduce enterprise electricity costs, and stably ensure that the proportion of green power is no less than 80%.
In terms of promoting green development, we will strengthen the green transformation of existing data centers, orderly vacate backward data centers with average annual PUE values higher than 1.5, and strictly control the PUE values of newly built data centers below 1.2. Support enterprises to carry out low-carbon certification of green computing power services, actively explore the integrated development model of green computing power, carbon trading, and carbon sink, and create a green computing power brand. Support relevant institutions or enterprises to actively participate in the development of green computing power standards.
In terms of strengthening scientific and technological innovation and talent training, we will guide leading computing power companies to establish new R & D institutions, and support enterprises to join the innovative resources of universities and scientific research institutes inside and outside the region to carry out technological research in the green computing power industry. In terms of expanding application scenarios, we will vigorously expand green computing power application scenarios and empower digital transformation in industries such as industry, transportation, energy, culture and tourism, and social governance. Promote all leagues, cities, parks, and enterprises to carry out activities to create pilot demonstration zones, demonstration enterprises, and demonstration projects for green computing power application.
