Ningxia has introduced 22 measures to ensure high-quality economic development
NingxiaHuiThe Department of Ecology and Environment of the Autonomous Region recently issued the "Notice on Printing and Distributing Several Measures > <Further Optimize and Strengthen Environmental Impact Assessment Services to Ensure High-quality Development" (hereinafter referred to as the "Several Measures") to further optimize and strengthen the management of environmental impact assessment services and promote high-quality economic development with high-level protection, which is also a specific measure for the Ningxia Ecological Environment Department to implement the national and autonomous region's high-level protection to promote high-quality economic development and promote the green transformation of economic and social development.
The "Several Measures" include a total of 22 measures in six aspects: strengthening the prevention of EIA sources, strengthening the linkage of systems, strengthening the guarantee of EIA services, strengthening the management of EIA approval, strengthening the supervision during and after the event, and strengthening the improvement of grassroots service management capabilities.
Among them, in terms of strengthening the source prevention of environmental impact assessment, three measures are proposed: strengthening the zoning control of the ecological environment, strengthening the guidance of planning control and guidance, and strictly admitting the environmental access of construction projects; In terms of strengthening the linkage of the system, it involves four measures: promoting the pilot reform of the linkage of environmental impact assessment of industrial parks, promoting the environmental impact assessment of carbon emissions, carrying out the pilot project of "two certificates of approval in one" of environmental impact assessment and pollutant discharge permits, and strengthening the connection between environmental impact assessment and pollutant discharge permit management; In terms of strengthening the EIA service guarantee, there are two measures: promoting the acceleration and efficiency of EIA approval and simplifying the preparation of EIA documents; In terms of strengthening the management of EIA approval, there are 7 measures, including strict classification management and hierarchical approval, strengthening the acceptance and control of EIA, strengthening the management of online EIA approval, strengthening the management of environmental risk assessment, strengthening the management of EIA of construction projects within the scope of desertified land, strengthening the linkage between EIA approval and existing project supervision, and strengthening the supervision and management of EIA experts. In terms of strengthening the supervision during and after the event, four measures are clarified: establishing a linkage mechanism for approval and supervision, strengthening the quality supervision of environmental impact assessment documents, strengthening the "three simultaneities" of construction projects and the supervision and inspection of environmental protection acceptance of completion, and strengthening the supervision of ecological environmental protection; In terms of strengthening the management capacity of grassroots services, it includes strengthening the guidance and assistance of grassroots departments and strengthening the responsibilities of environmental impact assessment and approval departments.
In accordance with the "Several Measures", Ningxia has formulated two pilot plans, namely the "Pilot Plan for the Linkage of Environmental Impact Assessment of Industrial Park Planning and Environmental Impact Assessment of Construction Projects" and the "Pilot Implementation Plan for the Integration of Environmental Impact Assessment and Pollutant Discharge Permit" with Two Certificates of Approval", which specify in detail the scope and time limit of the pilot, the content of the pilot, and the conditions of the pilot. Ningxia will adopt the method of voluntary application by the industrial park management agency and the recommendation of the local ecological and environmental authorities, select qualified industrial parks, carry out pilot projects for the linkage of planning EIA and project EIA, and carry out policy measures such as "bundling" approval of EIA for construction projects and "integration of two certificates for approval of EIA" and "two certificates of approval" for EIA and pollutant discharge permits, so as to explore and improve the management efficiency of EIA, optimize the business environment of the park, and improve the environmental management level of the park. In four types of construction projects, including wine, dairy manufacturing, general equipment manufacturing, and special equipment manufacturing, the EIA and pollutant discharge permit will be piloted, and enterprises can voluntarily choose to go through the EIA and pollutant discharge permit procedures before the project starts construction. Encourage all cities and counties (districts) to carry out the pilot work of "two certificates in one" in the agricultural and sideline food processing industry, automobiles, motorcycles and other repair and maintenance industries, tap water production and supply industries, natural gas boilers and other construction projects with relatively single production technology, small environmental impact, short construction period and environmental impact report forms that should be prepared according to the regulations.
