Beijing plans to basically build a climate-resilient city by 2035
The "Implementation Opinions of the Beijing Municipal Committee of the Communist Party of China and the Beijing City People's Government on Comprehensively Building a Beautiful Beijing and Accelerating the Modernization of Harmonious Coexistence between Man and Nature"(hereinafter referred to as the Implementation Opinions) issued on August 1 stated that Beijing will implement actions to adapt to climate change, strengthen Resilient cities, sponge cities, and improve disaster prevention, reduction and emergency rescue systems. By 2035, climate-resilient cities will be basically completed.
The implementation opinions propose a timetable for the construction of Beautiful Beijing: By 2027, Beijing's ecological environment will continue to improve, the land and space development and protection pattern will be optimized, the concept of green development will become more deeply rooted in the hearts of the people, and the construction of Beautiful Beijing will make positive progress. By 2035, Beijing's ecological environment will fundamentally improve, carbon emissions will drop significantly, a new pattern of land and space development and protection will be fully formed, green and low-carbon production and lifestyle will become a widespread consciousness of society, and Beautiful Beijing will take the lead in basically building it.
According to the implementation opinions, Beijing will promote green and low-carbon development in key areas. Optimize the energy structure, strictly control the scale of fossil energy utilization, accelerate the development of new and renewable energy, and improve the level of low-carbon energy supply and electrification of energy consumption. Optimize the transportation structure, improve the "package" of support policies such as strengthening industries, increasing facilities, promoting consumption, and optimizing traffic for new energy vehicles, accelerate the construction of facilities such as charging and replacing electricity, and hydrogen refueling stations, and promote the "oil-for-electricity" of vehicles in the public and social fields."Oil for hydrogen".
Beijing will actively and steadily promote carbon peak and carbon neutrality. Deepen the construction of Beijing's carbon market, improve carbon emission accounting methods and quota management policies for enterprises in key industries, and ensure the operation of the national voluntary greenhouse gas emission reduction trading market. Promote carbon emission statistical accounting and carbon footprint management, carry out carbon footprint accounting for key products, guide the reduction of carbon emissions throughout the life cycle, and enhance competitiveness in the international market.
Beijing will fight in depth to defend the blue sky. Deepen the "one microgram" action, carefully grasp the "0.1 microgram" action, take fine particulate matter (PM2.5) control as the main line, and promote coordinated emission reduction of multiple pollutants. Implement hierarchical performance management of heavy air pollution in enterprises in key industries. Finely manage environmental problems around people such as noise, soot, and peculiar smell, and strengthen environmental management of ozone-depleting substances and hydrofluorocarbons. Beijing plans to basically eliminate heavily polluted weather by 2027, and by 2035, the average annual concentration of fine particulate matter (PM2.5) will drop to 25 micrograms/cubic meter to achieve a beautiful blue sky.
The implementation opinions also stated that Beijing will rely on the construction of three cultural belts: the Grand Canal, the Great Wall, and the Yongding River in the Xishan Mountains to promote the mutual integration and mutual promotion of historical and cultural protection and ecological and environmental protection. Accelerate the integrated development of energy, industry and transportation in Beijing, Tianjin and Hebei, and coordinate the construction of green energy bases and energy storage facilities. Deepen international exchanges and cooperation in the field of ecological environment, provide practical cases and contribute Beijing's wisdom to the construction of global ecological civilization.
