May 15 is the 12th National Low Carbon Day, in order to widely popularize the concept of green and low-carbon development, mobilize the public to practice energy-saving and low-carbon life, the Guangming Administration of Shenzhen Municipal Ecological Environment Bureau (hereinafter referred to as the Guangming Administration) has launched two low-carbon publicity activities, calling on everyone to actively participate in the construction of "beautiful and bright". On May 12th, the youth league members of the Guangming Administration Bureau and the environmental protection consultants formed a volunteer service team to hold the "environmental protection creative gift DIY" theme publicity activity, at the event site, the participants will express boxes, cans and other old household items for secondary creation, into practical and beautiful pen holders, vases and other household items, the practice of "green and low-carbon". On May 15, the Guangming Administration Bureau once again joined hands with the District Education Bureau to take the school as a green and low-carbon publicity position, and conducted a unique low-carbon popular science lecture and publicity interaction in the schools under its jurisdiction in the form of popular science lectures + video interpretation + game interaction, calling on all teachers and students to actively participate in green and low-carbon actions with the attitude of "masters".

As one of the frontlines of Shenzhen's green development demonstration, Guangming District has always adhered to supporting urban construction with green and low-carbon development. With the "National Carbon Peak and Carbon Neutrality '1+N' Policy System" as the program and the synergy of pollution reduction and carbon reduction as the goal, Guangming District has taken the lead in building a "1+1+N" grassroots ecological environmental protection and supervision system, including 1 "opinion", 1 "list" and 5 supporting measures, covering the whole process of green and low-carbon development from top-level design to implementation. The city took the lead in setting up a three-level ecological and environmental protection committee of "district-street-community" led by the secretary of the district party committee, forming a strong "big environmental protection" work system, and deeply cultivating the bright blue and green background with the concept of "science + ecology + industry + city" coordinated development. The second is to adjust the industrial structure, promote green transformation, and strive to create a bright and green first attitude. In recent years, Guangming District has closely focused on the "8+5" industrial plan, with the goal of "ecological industrialization and industrial ecology", and has continuously promoted the comprehensive green and low-carbon transformation of the industry. Insist on starting from the source, in accordance with the model of "three batches", the source has cleared a number of industrial parks with low-end industrial structure and lack of pollution prevention and control capabilities, renovated a number of old industrial parks with high standards, and simultaneously upgraded a number of high-quality parks, freed up high-quality industrial space for the introduction of green and low-carbon industries, and realized the "high advance and low retreat" of the industrial structure. Adhere to the all-round promotion of industrial space expansion and quality and efficiency improvement, the city first launched the construction of the "Green Island" park, taking the "industrial upstairs" as an opportunity, taking multiple measures to promote the green coverage rate of the industrial park to increase to more than 30%, give full play to the "carbon sink" function of the "green beauty" park, realize the effect of pollution reduction and carbon reduction, and promote the high appearance and development of the park at the same time. It has created a number of "demonstration parks" with centralized pollution control and green and low-carbon as the core, among which the centralized biomedical wastewater treatment facility of Weiguang Life Science Park has been awarded the "Excellent Project for Comprehensive Treatment of Ecological Environment in Shenzhen Industrial Cluster".

The third is to grasp the advantages of the background, adhere to ecological governance, and build a solid foundation of bright green waters and lush mountains. Guangming District closely focuses on the goal of building Shenzhen into a pilot demonstration area of socialism with Chinese characteristics, insists on promoting pollution prevention and control, and continuously improves the quality of the ecological environment. In 2023, the air quality rate in Guangming District reached 96.7%, the best level ever, and the ozone concentration dropped to the lowest value in nearly 10 years. Strong water control, explore a new model of scientific water control, implement the "ten full coverage" water control measures such as black and odor control and original source cleaning, and realize the leap of Maozhou River from "ink river" to "national beautiful rivers and lakes", so that it can reproduce the beautiful scenery of fish flying shallow bottom and birds sweeping Fangzhou. We have systematically promoted the four major treatment and restoration projects of water ecology, forests, cultivated land and stone quarries, vigorously implemented the plan of "connecting mountains and rivers", built roads and green corridors and blue roads along rivers to strengthen the integrity of the ecosystem, and improved the ecological status index for five consecutive years. For a long time, Guangming District has always adhered to the principle that lucid waters and lush mountains are invaluable assets, and the environmental quality of the district has continued to improve, and has been awarded the titles of "National Green Ecological Demonstration City" and "National Ecological Civilization Construction Demonstration Zone", and its economic development has also shown a growing trend.

Fourth, based on the dual carbon goals, we will focus on low-carbon pilots and seek common efforts to reduce pollution and carbon emissions. Based on the country's efforts to achieve carbon peak by 2030 and carbon neutrality by 2060, Guangming District has taken multiple measures to contribute to the realization of the dual carbon goals. Actively guide enterprises in Guangming District to participate in and complete carbon compliance, with the compliance rate of key emitting units reaching 100% over the years, actively promote enterprises in Guangming District to participate in greenhouse gas emission reduction actions independently, and effectively use the market economy to promote carbon emission reduction, so as to achieve the sustainability of green and low-carbon transformation. The "environmental protection consultant" service pioneered and implemented has carried out carbon peak and carbon neutrality services in enterprise parks for many times, solving more than 20,000 environmental protection problems, which is an important starting point for pollution reduction and carbon reduction in Guangming District. Vigorously promote the pilot construction of (near) zero-carbon emission projects, adapt measures to local conditions, and build a low-carbon pilot demonstration group in Guangming District.
