At present, Hubei is the first in the country to open up the three major markets of "electricity-carbon-finance", and has initially formed the whole industrial chain of carbon market such as carbon trading and carbon assets, and the turnover of Hubei carbon market accounts for 42.7% of the country. This year's China Carbon Market Conference will also be held in Hubei.

"We anchor the 'dual carbon' goal, build and make good use of the 'medium carbon board', improve and improve the mechanism of ecological value realization and ecological protection compensation, and lead the green and low-carbon transformation with institutional innovation. We will accelerate the construction of a carbon market and carbon finance center with national influence, so that the road to Hubei's green rise will be broader and broader. Wang Zhonglin said.

In addition, in terms of building a green industrial system, Hubei has implemented 10 green transformation projects such as energy-saving and carbon-reduction transformation in key industries, and built 10 circular economy industrial chains such as urban minerals, so as to realize the simultaneous improvement of "green content" and "gold content" of economic development.

For example, with the rapid development of new energy vehicles, the use of lithium batteries has increased significantly, Hubei has a forward-looking layout of waste lithium battery recycling, and has invested 60 billion yuan in the Bangpu Integrated Recycling Industrial Park to "turn waste into treasure" and "eat and squeeze out", and the annual output value can exceed 100 billion yuan after completion.

In terms of accelerating the construction of a clean energy system, Hubei is also focusing on reshaping the strategic resource structure and making great efforts to develop clean energy, with the installed power capacity exceeding 100 million kilowatts, of which the proportion of clean energy installed capacity has increased to 65%.

"We are also planning to implement 38 pumped storage projects, with a total installed capacity of 39 million kilowatts, and the annual power generation is equivalent to 1.4 times the electricity consumption of our province last year, and the installed capacity of clean energy is growing rapidly, adding 12.3 million kilowatts last year alone, and the annual power generation is equivalent to 45% of the province's electricity consumption. Wang Zhonglin said.

At present, Hubei's green industry and clean energy system are accelerating the formation, with green electricity accounting for 65% of installed capacity, supporting the 7th economic aggregate with the 22nd energy intensity in the country, and supporting the economic growth of 6% with an average annual energy consumption growth rate of 3%.

Make every effort to keep a river of clear water and a reservoir of clean water

Located in the middle reaches of the Yangtze River, Hubei is the province with the longest runoff mileage of the Yangtze River, an important water conservation area in the Yangtze River basin and an important national ecological barrier, as well as the core water source of the middle route of the South-to-North Water Diversion Project. Among them, the Danjiangkou Reservoir is known as the "capital well", and more than 70% of the domestic water in Beijing's urban area comes from here. Here, Hubei has coordinated the implementation of six major water environment treatment projects in the reservoir area, and the water quality has been maintained at Class II and above for 10 consecutive years, and more than 100 million people have directly benefited along the route.

The management of the Danjiangkou Reservoir is also a microcosm of Hubei's efforts to strengthen water security and water environment management. At present, the environmental quality of Hubei has been steadily improved, the proportion of excellent water quality in the state-controlled section has remained above 90%, and the water quality of the main stream of the Yangtze River has stabilized above Class II.

At the same time, Hubei took the lead in implementing the five-level river and lake chief system in the country, resolutely implementing the "ten-year fishing ban" on the Yangtze River, fish resources and biodiversity have been well restored, rare fish species such as mandarin fish and saury that have disappeared for many years have reappeared in the Yangtze River, and the Yangtze finless porpoise, the flagship species of the Yangtze River, the "smiling angel", has reached 1,249 heads, and the population of waterbirds has increased by 4.9 times in five years.

"We have steadily promoted the comprehensive management of the river basin, ensured that 'one river with clear water flows eastward' and 'one reservoir of clean water is sent to the north', insisted on putting the restoration of the ecological environment of the Yangtze River in an overwhelming position, and implemented the ten landmark campaigns for the protection of the Yangtze River and the ten actions to improve quality and efficiency for six consecutive years. The beautiful scene of clear water, fish jumping, and birds flying and gathering can often be seen. Shao Xinyu said.

He also said that Hubei has persevered in fighting the tough battle of pollution prevention and control, and has taken out the determination of a strong man to break the "chemical encirclement of the river", and through the "customs reform and relocation", all chemical enterprises within 1 km of the river will be "cleared", so as to realize the transformation of the production coastline to the ecological coastline.

High-level protection and high-quality development are mutually reinforcing and mutually reinforcing. Hubei is also insisting on cultivating green kinetic energy in the green transformation and supporting high-quality development with high-level protection.

For example, Hubei is vigorously promoting the "electrification of the Yangtze River", "gasification of the Yangtze River" and "hydrogenation of the Yangtze River", through new energy technology to promote the green development of the Yangtze River shipping, the independent research and development of the Yangtze River Three Gorges No. 1 is currently the world's largest pure electric cruise ship, to achieve zero emissions, zero noise, zero pollution, "made in Hubei" electric ship core power system market share of 62%, the first in the country.
