The project construction requires financial support. After active planning and solid implementation, 261 projects with a total investment of 88.42 billion yuan in the province have been successfully included in the "waste-free city" reserve. Currently, 197 projects have been started and 141 have been completed.

On this basis, Changchun City Circular Economy Industrial Park came into being. The industrial park plans to build an entire industrial chain that integrates the utilization of 12 renewable resources such as scrapped automobiles, scrap steel, waste paper, waste plastics, waste nonferrous metals, waste tires, waste power batteries, and waste electrical appliances. After all three phases of the project are completed and put into operation, the industrial park can realize closed-loop management of the information industry chain of waste materials in Changchun through the big data platform, including collection, transfer, deep processing, recycling, and trading, and recycle of waste materials. The carbon footprint of the product is traced throughout, and the carbon emission data of waste materials in different links of collection, transportation and deep processing are accurately calculated. After the park is put into operation, a circular industry cluster will be formed.

It is reported that Hongqi Manufacturing Center has focused on technical difficulties to build a "waste-free factory" and has set up 34 key research topics. It has joined forces with FAW Group's R & D Engineering Technology Department, Safety and Environmental Security Department and other departments, and under the guidance and technical assistance of the Changchun City Ecological Environment Bureau, we will jointly promote process optimization measures such as returning packaging materials to the factory, reducing the number of coating screening points, and one-stop spraying of coating, effectively transforming scientific and technological achievements and promoting the construction of "waste-free factories."

With the continuous efforts of the joint research team, the Hongqi Manufacturing Center has implemented 22 energy-saving and carbon-reduction measures, including equipment efficiency improvement, management improvement, digital intelligence application and clean power application, which have effectively reduced carbon emissions by 15% every year and generated hazardous waste from bicycles.
