The Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission recently solicited research units for major projects in 2024.

There are 13 research topics related to carbon peak and carbon neutrality, resource conservation, environmental protection, etc., including research on the comprehensive evaluation and assessment index system of carbon peak and carbon neutrality, analysis and evaluation of carbon emission reduction potential in key industries, research on carbon capture, utilization and storage policy, international comparative analysis of climate change policies, research on accelerating the formation of green and low-carbon lifestyle policies, research on green technology promotion mechanism, research on resource conservation evaluation index system, monitoring analysis and application research on power consumption data of key energy-using units, and research on the monitoring and application of power consumption data of key energy-using units. Research on the potential of recycling and utilization of important mineral resources, research on policies and measures for the development of water-saving industries, research on promoting the utilization of reclaimed water in key cities, research on the detailed implementation measures to improve the market-oriented allocation system of resources and environmental factors, and research on the classified collection and disposal of urban domestic waste.

The Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission has clarified the research points of each project. The details are as follows:

(1) Research on the comprehensive evaluation and assessment index system of carbon peak and carbon neutrality

The study puts forward the overall ideas, basic principles and main measures for the comprehensive evaluation and assessment of carbon peak and carbon neutrality, and puts forward relevant suggestions on the comprehensive evaluation and assessment index system of carbon peak and carbon neutrality.

(2) Analysis and evaluation of carbon emission reduction potential of key industries

Focusing on the "dual carbon" goal and the situation of green and low-carbon transformation, through international comparison, case analysis, literature review, field research, model calculation and other methods, the carbon emission reduction potential of key industries and key process technology equipment such as steel, building materials, petrochemical industry, non-ferrous metals and other key industries is studied, and suggestions such as carbon emission reduction paths, models and time schedules of key industries are put forward to promote the green and low-carbon development of key industries.

(3) Research on carbon capture, utilization and storage policies

This paper analyzes and compares typical cases of carbon capture, utilization and storage (CCUS) projects at home and abroad, systematically sorts out the typical experiences of major countries and regions in carrying out CCUS project planning, approval and management, and improving financial and fiscal support policies, summarizes the shortcomings and main constraints of the development of CCUS industry, and proposes to further optimize and improve relevant support policies and business models, so as to promote the promotion and application of advanced CCUS technology and the healthy development of related industries.

(4) International comparative analysis of policies to address climate change

This paper reviews the latest climate policy and action progress of the world's major economies since the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), analyzes and judges the current global climate action trends, and puts forward relevant policy recommendations for China's response to climate change.

(5) Accelerate policy research on the formation of green and low-carbon lifestyles

The study puts forward policy recommendations for deepening the action of creating a green life. Policy suggestions to promote green consumption are proposed from the aspects of promoting the green transformation of consumption in key areas, strengthening the supply of green and low-carbon products and services, and improving the incentive and restraint mechanism for green consumption.

(6) Research on the promotion mechanism of green technology

Sort out and summarize the policies and measures on the promotion and application of green technology at home and abroad, collect and sort out the technology promotion management measures and technology promotion catalogues issued by relevant departments and localities, analyze the achievements and existing problems, and study and put forward policy suggestions for improving the green technology promotion mechanism.

(7) Research on the evaluation index system of resource conservation

Investigate the construction of local resource conservation evaluation index system, study and put forward the overall idea and design principle of comprehensively strengthening the resource conservation evaluation index system at the national level, and put forward suggestions for the index system that reflects the national resource conservation situation in connection with relevant planning and policies.

(8) Data monitoring, analysis and application research on the power consumption of key energy-using units

Based on the online monitoring platform for energy consumption of key energy-using units, carry out energy consumption monitoring and analysis based on power data to support energy conservation and carbon reduction across the country, regions and key industries.

(9) Research on the potential for recycling and utilization of important mineral resources

Carry out the investigation of the application status of important mineral resources and the potential of waste recycling, study and form a list of key resources that need to strengthen waste recycling, and study and put forward policy suggestions of "one product and one policy" to improve the path of waste recycling and improve the level of waste processing and utilization. Research and establish a normalized investigation and evaluation mechanism for the development and utilization of mineral resources, strengthen the supervision and management of the development and utilization of mineral resources, and put forward relevant policy recommendations.

(10) Research on policies and measures for the development of water-saving industries

Sort out and summarize the development status and existing problems of the water-saving industry, and study and put forward policy suggestions to promote the development of the water-saving industry.

(11) Promote research on the use of reclaimed water in key cities

Based on the city, carry out research on the expansion of reclaimed water utilization scenarios in typical areas, fully tap the capacity of reclaimed water consumption, and improve the utilization rate of reclaimed water.

(12) Improve the market-oriented allocation system of resources and environmental factors, and refine the implementation of measures for research

Focusing on carbon emission rights, energy use rights, water use rights, and pollutant discharge rights, we will track and sort out the new progress of the construction of resource and environmental factor markets at home and abroad, analyze the new situation and new requirements faced by the allocation of resources and environmental factors in China, and conduct in-depth research on issues such as further deepening the construction of resource and environmental factor markets, carrying out pilot projects for the integrated and efficient allocation of resources and environmental elements, and integrating resources and environmental elements into the overall plate of factor market-oriented allocation reform, and put forward detailed implementation measures to improve the market-oriented allocation system of resources and environmental factors.

(13) research on the classification and disposal of municipal solid waste

Focusing on the construction of a beautiful China, through field research, we visited management departments, street communities and residents, comprehensively sorted out the progress and effectiveness of domestic waste classification and disposal, and the existing problems, deeply analyzed the crux of the problems in equipment and facilities, management measures, institutional mechanisms, public participation, etc., and put forward policy suggestions to improve the level of domestic waste classification and disposal in key cities.
